I know this is a PAGASA radar scandal, but i'll post it here first so it will get attention from the forumers so they are aware that possible rigging of govt contracts including military projects can also involve congressmen and senators who favor their own roosters(manok) :

Solons manipulated Doppler Radar bidding?

A PARTY-LIST representative yesterday called for an investigation into the alleged manipulation by some government officials of the bidding process for the procurement of a modern weather tracking radar.

Ang Kasangga Party-list Rep. Teodorico Haresco said the names of those officials should be made public, particularly the lawmakers who tried to use their influence to get the project.

Reports said some lawmakers asked the Philippine Atmospheric, Geophysical and Astronomical Services Administration to award the contract to their friends.

“The names should be fully disclosed to dispel wild speculations on the personalities who are being accused of interfering with the modernization of the country’s weather tracking capabilities,” Haresco said.

Camarines Sur Rep. Rolando Andaya and AGHAM party-list Rep. Angelo Palmones earlier said that the bidding for the purchase of the Doppler radars was delayed because two congressmen were rooting for their own suppliers.

Palmones said one congressman was pushing for an American supplier while the other was rooting for a Chinese contractor.

“With due respect to our peers who are making this claim, I think that they should name names so that those who have nothing to do with it will no longer be dragged into this issue,” Haresco said.

He also urged those accused of meddling with PAGASA’s modernization program to explain. He said the allegation is a very serious accusation that it should not be treated as a mere showbiz blind item.

“As a first-time congressman, I find it very strange that a bidding process by the Executive department can be delayed because of some congressmen. How can they derail a bidding process for a project that could help save so many lives and livelihood?” Haresco said. Jester Manalastas
