MANILA, Philippines - The Philippine Air Force may soon return to direct procurement of supplies and equipment because of numerous delays and overpricing of equipment coursed through the Philippine International Trading Center (PITC) and the Procurement Service of the Department of Budget and Management (PS-DBM).

In its 2009 yearend report on PAF, COA noted that going through the PITC and PS-DBM has only resulted in more delays for the Air Force and even a slight overprice compared to purchases made through the PAF Procurement Center.

Government auditors reported that there are still P186.61 million worth of Combat, Clothing and Individual Equipment (CCIE) under the 2009 budget of the said military branch that PITC has failed to deliver.

The amount represents a whopping 92.38% of the P202 million that was already advanced by the Air Force to the PITC between April to September 2009.

"Only six contracts out of 18 procurement projects were awarded to winning bidders as of December 31, 2009 or a dismal performance rate of 33 percent since the first Agency Outsourcing Request (AOR) was issued by PAF as early as March 2009. Of the six already awarded, only four suppliers has so far delivered. The remaining 67 percent or 12 projects are still in the procurement process stage as of the date of the Status Report," the COA reported.

COA pointed out that the delay is already a violation of the 80-day maximum timeline allowed by the Government Procurement and Policy Board (GPPB) for procurement of goods.

It has likewise worsened the availability of serviceable aircraft of the military since the affected contracts included "overhaul of S-211 engine and major structural inspection of S-211 aircraft."

Auditors attributed much of the delay to the unfamiliarity of PITC people to the specific technical requirements of the PAF.

Likewise, while centralized procurement was supposed to realize savings for government agencies, this has not happened in the case of the Air Force.

On top of foul-ups by the PITC, COA likewise reported that PS-DBM has also incurred delays in the delivery of P69 million worth of supplies for the PAF, including three contracts dating back to 2005.

Repeated inquiries made by the Office of the Assistant Chief of Air Staff for Logistics, failed to speed up the procedure other than assurances that PS-DBM is already processing the procurement of the CCIE items.

"We recommend that the management (PAF) …evaluate the capability of PITC as a procuring arm of the PAF considering its below par performance. If PITC cannot meet the time frame set by PAF, the service of the Procurement Center is a wiser alternative," the COA added.
