You can only have a respectable and trustworthy police organization when the institution itself upholds justice and rule of law within its own grounds.

And this effort should be clearly obvious to the public and the men and women down the ranks.

We cannot let theives and people who use their authority to abuse the system for selfish reasons and goals.

It is vital that we rid the PNP of termites and the breed of greed.

The biggest issue on the PNP recruitment?

The recruits are asked 50K "lagay", no matter if you are a NAPOLCOM passer or not.

Tsk tsk tsk. :nono:

How can you clean up the PNP if the system remains rotten?

Kung hindi malinis ito, make the PNP Chief take the punishment.

Madami ang nasayang na matinong police aspirants dahil sa patakaran na ito.

Madami pa rin ang makakapal ang mukha at magnanakaw sa top ranks ng PNP.

This has to stop.

Include the non-payment of hazard pays to the low ranks.

They said, half or much of the total hazard pay goes to the police commander.

tsk tsk tsk.

Kakapal ng mga mukha.

To help control this, there should be a more stringent monitoring of how these funds are released.

Update...
85 cops sacked early 2012; PNP warns commanders
MANILA, Philippines -- A total of 85 low-ranking police officers were dismissed from the service in the first five months of 2012, as the Philippine National Police (PNP) issued a stern warning against police commanders nationwide that they too might face sanctions for failing to discipline their own men.

Records from the Directorate for Personnel and Records Management (DPRM) showed that from January 1 to May 15 of this year, 85 police officers with the ranks of Police Officer 1 to Senior Police Officer 4 - or the non-commissioned officers - were dismissed from the service due to various offenses ranging from grave abuse of authority to crimes.
Quote:

A total of 858 administrative cases were pending before the PNP-DPRM as of May 15, 216 of these were cases carried over from December 2011.

Of the pending cases, 446 have already been resolved.

"The lower the rank, the more they are involved in crimes. What we see here is a problem in the training and selection process," Cerbo said.

"The instruction of our PNP chief is clear: supervise your men and if there are lapses, you will be held liable," Cerbo said.
