They should be included in the indictment against the Ampatuans . They were also accomplices. They were obviously trying to cover up the incident. Their failure to take action when they received the report, failure to conduct immediate on-the-spot investigation and failure to make a spot report of the incident to the PNP HQ in Camp Crame. These are but few circumstances to prove that they are participants directly or indirectly in the mass murder.
