Palace shops for P1.2B jet GMANews.tv 08/13/2009 | 06:24 PM The Arroyo administration is shopping around for a used “presidential fixed-wing executive jet" worth at least P1.2 billion. The prospective aircraft must be “factory new, twin-engine (turbo-fan engines), pressurized, fitted with auxiliary power unit, and with VIP cabin configuration," said an advertisement placed in the Philippine Star on Thursday. “The type of aircraft to be offered should have been used as a VIP/Executive aircraft by the country of origin and by at least two countries," the advertisement continued. As of this posting, Malacanang has not responded to requests for comment about the ad. But despite whatever justification it will make, news of the planned purchase will likely fuel the public outcry over official extravagance. The President and her US entourage are being criticized for spending $20,000 and $15,000 respectively for expensive dinners in New York and Washington, DC. The uproar has come in the wake of the national mourning for the late former president Cory Aquino, who was known for her simplicity of lifestyle and personal modesty. The newspaper ad for the new presidential jet invited interested bidders and suppliers to participate as long as they have a repair shop within the Southeast Asian region with the necessary tools, equipment, and skilled personnel. These “should be ready and available before the delivery of the aircraft," the ad said. Funds for the jet’s acquisition are expected to come from the Philippines’ 2009 national budget. Interested bidders are required to pay a non-refundable fee of P100,000 until August 26, 2009. The pre-bid conference is scheduled for the next day at the Mabini Hall in Malacañang while the bid submission deadline will be on September 10, 2009. The winning bidder will be chosen on the same day. Under the Arroyo administration, the government acquired at least two brand-new choppers, one of which crashed in Ifugao province last April, killing Palace personnel, including Press Undersecretary Jose Capadocia. |

The planned purchase is also expected to spare the future President from undergoing “the same fate [of] President Gloria Macapagal Arroyo who risks her life and limb by using chartered civilian aircraft in performing her duties," the Office of the President said in a statement. The statement was released after GMANews.TV reported and quoted a newspaper advertisement indicating that the Office of the President (OP) was looking to buy a used jet worth P1.2 billion. Placed in the Philippine Star, the ad came out on Thursday, just as the President and her entourage remain under fire for having expensive dinners in New York City and Washington, DC. The ad invited suppliers to bid for a used executive jet since one of two presidential aircraft – the 50-year old F-27 – is undergoing a maintenance check, the Office of the President (OP) said in a statement. With only one aircraft available – a 29-year-old F-28 – the OP is still forced to charter civilian aircraft to address airlift requirements of the Philippines’ chief executive. Besides being considered very costly, renting aircraft for presidential transport also poses “high security risks." In turn, these risks may compromise “the life and limb of the President, members of her official and immediate family, the PAW [Presidential Airlift Wing] pilots, and the Presidential Security Guards accompanying her," the statement said. “The PAW is not fully cognizant of the maintenance and operational procedures and practices being followed by the operators of the chartered civilian aircraft," the statement added. Using a civilian aircraft also renders PAW pilots as mere co-pilots. "[And] in the past, there had been lapses on the part of civilian pilots." The Palace assured that the new aircraft would be able to provide better security for the President and the people going along her, since the jet is equipped with an avionics system able to detect weather, terrain, and traffic factors among others. "It is but fitting and proper that whosoever is the sitting President should be afforded proper amenities befitting his/her position as Head of the State," the Palace said. The jet will benefit “will benefit more the next President and the Presidents after him/her" since Mrs. Arroyo is expected to leave her post in mid-2009 anyway. Who are they fooling? The aircraft they charter are from the better or best operators in the country and international flights of the President are on PAL which and always on the best aircraft and operated by veteran pilots and crew.
Justifiable because these civilian pilots tasked to fly the President are the most experienced and with more flying hours in the particular aircraft chartered by the Palace. Heck, these civilian pilots were even former PAF pilots. What lapses then?
So why would it charter planes from operators of questionable maintenance practices. Dumb.
As if the chartered aircraft are not similarly equipped. Rubbish justifications. Baka interesado lang talaga sa SOP kickback with this purchase before her term ends. If the AB is in the billion, then the under the table could be in the millions. |
