P/Insp Melfin Ian Burlat, Deputy Chief, Operations Division and concurrently Information Officer of the Iligan City Police Office (ICPO) said that they received a memorandum regarding the implementation of PNP Letter of Instruction OI-2005 "Tamang Bihis". The said LOI is a campaign against illegal manufacture, distribution, sale and use of PNP uniforms, insignias and other accoutrements, including the materials for their production. Thus, ICPO is advised to conduct extensive information drive to heighten awareness of the public on the authorized and proper wearing of PNP/military uniforms, insignias and other accoutrements and the consequence for their illegal use, Burlat said during a press briefing at the Information Command Center (ICC), Philippine Information Agency, this city. "This is in accordance with Republic Act No. 493, an act to prohibit the use or conferring of military or naval grades or titles by or upon persons not in the service of the Armed Forces of the Philippines (AFP) or the PNP, to regulate the wearing, use, manufacture and sale of insignias, decorations and medals, badges, patches and identification cards prescribed for the said AFP or PNP. Meanwhile, Burlat said that they have maximized the conduct of police visibility patrols and checkpoints with emphasis on the unauthorized use of PNP/military uniforms and intensify the conduct of spot inspections and the exercise of visitorial powers on all dealers and manufacturers of police/military uniforms to see to it that they follow pertinent laws, rules and regulations. The penalty of "arresto mayor" shall be imposed upon any person who shall publicly and improperly make use of insignia, uniforms or dress pertaining to an office not held by such person or to a class of persons of which he is not a member. The suspect, identified as Rodel Tuhoy, was arrested after he and his two companions drove past a police checkpoint along Quezon Avenue at around 1 a.m. Supt. Limuel Obon, chief of Quezon City Police District Station 10, said Tuhoy and his companions, Benjamin Ibanez and Kevin Ibarsubalbunda, were apprehended after a police chase.
