This came from Senator Manuel "Mar" Roxas II who added that PNP chief Director General Jesus Versoza’s directive to file charges against retired PNP comptroller Eliseo de la Paz and other police officers does not fully answer the nagging questions about the controversy. Instead, Roxas - in a press statement - demanded that Versoza “complete the investigation and file the necessary charges against all officials, however high their rank or position may be." “Maganda ang naging simula ng pag-iimbestiga ni General Versoza, pero hindi nito ibig sabihin ay lusot na siya. Kailangan ay ituloy pa niya ang imbestigasyon ke anong ranggo o posisyon pa ang sabit sa anomalyang ito (It’s a good start as far as General Versoza’s investigation is concerned. But this does not absolve him from his responsibility of charging those whoever was involved in this anomaly how high their rank or position may be)," the Ilonggo senator said. Roxas, vice-chairman of the Senate foreign relations committee investigating the “euro general" issue, earlier supported Sen. Miriam Defensor-Santiago’s position that the Senate should issue the warrant of arrest against De La Paz, who was caught with 105,000 euros in his wife’s bag after attending an Interpol conference in Moscow. “We still want the full story behind this controversy. It presumes that we are accepting the excuse that the money seized from De La Paz came from the intelligence funds, which we find incredible to believe," he said. Roxas said other violations of the law must be accounted for, including the ban on foreign travel of retiring officials which DILG Secretary Ronaldo Puno admitted he allowed in the case of De la Paz. “Let’s give General Versoza credit for this good start, but the public demand the entire truth behind this scandal, and we have yet to see the PNP giving us the entire story," the senator said. Roxas noted in last Thursday’s Senate probe on the matter, the PNP and DILG failed to provide any convincing explanation as to the origin and purpose of the 105,000 euros caught from De La Paz. - PR/GMANews.TV |

The generals involved in the Russia scandal are considering moves to return their allowance money to the government although it is embarrassingly controversial, it is at the taxpayers advantage and an implied admission of the irregularities that give rise to the scandal. But here is the issue. If the allowance money was authorized in accordance with the existing guidelines on audit in relation to the trip, why would they return it ? Strange as it maybe, it mitigates their acts but can't exculpate them from facing the brunt of the law on corrupt practices. That is why a polygraph machine assisted investigation is highly appropriate for these controversial generals who are seemingly desperate in seeking refuge to lies to cover up the scandal to fool the public. Of course it includes Mr. Verzoza. If they have nothing to hide, why would they not voluntarily execute a sworn statement to be processed and re-enacted with a polygraph machine (lie detector) to clear things once and for all ? News sources revealed that while the issue is being scrutinized, one of the key players of the scandal was sighted at Malacañang chatting with Gloria Arroyo. So, instead of expecting these fellows (generals) to resign if not sacked, we can see them immunized by the regime a full doze of protection to get rid of public scrutiny. In a radio interview, lawyer Noel Malaya confirmed that Dela Paz carried another 45,000 euros when he was briefly held at the Moscow airport last October 11 for holding an undeclared money excessive of what was allowed. Malaya said Dela Paz already reported to the Department of Foreign Affairs (DFA) the separate money on top of the earlier publicly disclosed 105,000 euros. "Kasama na ‘yan sa report niya sa DFA na dala-dala niyang 45,000 [euros]. Yung 45,000 na ito ay padala ng kaibigan niya [na] may pinabibili ng bagay na isang relo (He already reported to the DFA he carried another 45,000 euros. The money was from his friend who asked him to buy a watch)," Malaya said. The separate 45,000 euros seized from Dela Paz brings to P150,000 euros or P9.7 million worth of money found in his possession. Malaya said the report on the separate amount was coursed through the DFA to secure the release of Dela Paz and his wife when they were detained by customs authorities in Moscow. He added that Dela Paz’s Filipino-Chinese friend named Tyrone Arejola asked him to buy an expensive Swiss-made Roger Dubuis watch during the trip. Malaya said Arejola earlier sent the DFA his affidavit to attest that the money indeed came from him. The money Arejola gave Dela Paz is equivalent to $58,000. With this development, the jaws of justice is about to chew them up and the portals of prison is widely open to welcome them aboard. However, this could only happen if the corrupt regime will keep their noses off the investigation so that justice for the taxpayers can run it's natural course. New development of the scandal revealed that Mr. de la Paz has owned up the responsibility of the mess without implicating anybody from outside or anybody from his superiors and colleagues. However, one should be shallow minded to consider that the PNP Chief Mr. Jesus Verzoza has no culpability either on the premise of command responsibility or direct involvement. Mr. De la Paz's behavior is not strange to products of the Philippine Military Academy. He maintained the code of silence which is a traditional symbol of those who pass the portals of the academy. And I call it the hazing on how to steadfastly stick to a "gun of lies." |
