Police generals didn’t declare excess cash, Customs official says

No one among the Moscow-bound police generals and their spouses declared any excess foreign currency in their possession when they checked in at the Ninoy Aquino International Airport (NAIA) last Oct. 5 prior to their departure, NAIA Customs Deputy Collector Tess Roque said yesterday.




Roque said the police officials’ baggage also passed the X-ray scanning machine manned by the Philippine National Police-Aviation Security Group.

Presenting the official NAIA Customs report on the incident, Roque said the baggage of the departing PNP officials did not arouse suspicion when they were examined.

The same official report signed by the flight supervisors and examiners on duty at the time of the departure of the PNP officials "found the processing of the passengers and their baggages to be normal and in order."

Roque said no one among the departing passengers of the same flight approached any of the customs officers on duty to declare excess currency in their possession.

She said had PNP Director Eliseo de la Paz filled up the form declaring excess foreign currency in his possession, Russian customs authorities would not have stopped his departure from Moscow international airport after finding 120,000 excess euros, equivalent to R6.9 million, in his possession.

De la Paz was held at Moscow airport after he attended the 77th International Police (Interpol) General Assembly in St. Petersburg, Russia.

De la Paz is expected to arrive in Manila today minus the 120,000 euros which is still being held by Russian customs authorities. Latest reports said Russian authorities will eventually turn over the money to the PNP.

De la Paz is expected to account and liquidate all the cash entrusted to him as the designated disbursing officer of the eight-man PNP team to the Interpol conference.


Miriam files resolution seeking Senate probe of former PNP official

Raising suspicions on the existence of "police patrons," Sen. Miriam Santiago has filed a resolution asking the Senate committee on foreign relations to investigate Eliseo dela Paz, a former member of the Philippine National Police (PNP), after he was caught carrying huge amounts of cash during his participation in the 77th Interpol General Assembly in Moscow, Russia.

Santiago, chairperson of the foreign relations committee, said the investigation is "in aid of legislation" and aims to determine how much money Dela Paz, a retired PNP comptroller, and other PNP officials who attended the Interpol assembly were carrying during their foreign trip.

De la Paz and his wife were detained by Russian authorities after they were found in possession of 120,000 euros (R6.9 million), which is beyond Russian custom’s limit for departing passengers.

Santiago said although De la Paz was later cleared by Russian authorities, the source of the money remained a mystery.

"Whereas, the source of the money should be clarified. If it is public money, the question is, who authorized it? If it is private money, where did it come from?" she said in the resolution.

Santiago said the Moscow incident raises the suspicion that the money might have come from "police patrons."

Department of Interior and Local Government Secretary Ronaldo Puno had mentioned in a travel authorization dated Sept. 4, 2008 that only R2.3 million worth of funds were intended for the delegation.

However, Puno later alleged that the R6.93 million was a cash advance to cover travel, accommodations, food, incidentals and contingency for the Philippine delegation.

Santiago also noted that the National Police Commission (Napolcom), the approving office for official travels of the PNP, reportedly revealed that declared disbursements for the Moscow trip only amounted to R2.3 million.

The travel expenses of the PNP delegates’ wives should also be revealed, including the source of their money, and if such amount is within the limit of their income, Santiago said.

"It is imperative that De la Paz explains why he was carrying an excessive amount when he could have deposited it to the PNP’s account, if there was any; use travel checks; or only carry the amount needed to pay for airport fees and other expenses on their return to the Philippines," she said.

She said Napolcom officials will also be investigated and questioned during the Senate hearing as to how De la Paz got hold of an excessive amount of money, and if the same was authorized by their agency.

this is the only contingency fund that I know of that exceeds the approved budget for the travel. :armyeek:

10% of the approved budget is the usual allowed allocation for contingencies in government agencies.

Sa Euro boys issue ay isang matibay na marka na hindi magandang mamuno si Gen. Versoza.

Maganda na arangkada ng PNP sa pamumuno si Gen. Razon.

Nasira naman agad sa pagpasok ni Gen Versoza.


Sayang.

Mataas na ang pagtingin at respeto ng taumbayan sa PNP sa pamumuno ni Razon.

Pero BACK TO ZERO NAMAN, dahil sa KAPALPAKAN ni Gen. Versosa.

It makes no difference between Verzoza & Razon. It just happened that this incident of taking enormous & excessive cash abroad is during Verzoza's watch after he was appointed to run the PNP.

Taxpayers money squandered to fund the whims and caprices of generals wives is quite revolting to reconcile with the present situation of the PNP's ill-equipped stations and precincts that are short of the basic equipment not to mention front-line policemen still with no issued weapon. :headbang:

a coworker joked that its the wives who forced the generals to bring them to Moscow, the wives know that Russian babes are hot and they just couldnt trust their husbands if they go there unchaperoned.

I laughed at this joke but then I saw Gen. Versoza's wife on TV (medyo mataba na) and thought maybe its not a joke at all.

Here's another issue;

If Dela Paz was about to retire or has retired already, THEN WHAT THE f--k WAS HE DOING IN MOSCOW?

Probably,the deal was to expedite the fund and that part of that debt of gratitude is to allow him to be part of that Moscow delegation.

Moreover, he's comptroller not someone DIRECTLY INVOLVED IN POLICE INVESTIGATION OR INTERPOL TASKS.

Why not give the seat to the CIDG, Intel units, Crime Lab, or SAF officials? Why not just channel it to even PDEA or Coast Guard and BOC or BIR officials delegation?

The untarnished and greed-free move would be to give that seat to the incumbent since the incumbent will have the obligation and time to put to good use what he has gained in that meeting. Better yet give that to the units who needed it most like CIDG and Interpol team. What's the considerable impact of the Mosocs Interpol meeting on comptrollership anyway?

Kung meron ay very minimal compared sa operations ng talagang Interpol units.

But since greed stepped in,... De La Paz insisted on eating up that slot for his "Euro escapade" with his wife.

Another is that why the so many people when they can just send in 1 or three and then those 3 will disseminate what they have learned from the seminar when they get back.

It's a much cheaper alternative and the money saved can be used to rehabilitate the many dilapidated police precints and the purchase of service pistols for the many new recruits. It is now prevalent that new cops have noi service firearm since the PNP clains that it has no budget for these.

Yeah. That's right. NO BUDGET FOR MUCH NEEDED ITEMS AND PROJECTS but they have lots of money to spend for travels and "beso-beso" affairs of their wives with their foreign counterparts.

This has to stop.

They are wasting much needed funds for worthless affairs while the much needed projects are being neglected.

MANILA, Philippines - Despite their apologies and explanations, Interior Sec. Ronaldo Puno and former police comptroller Eliseo dela Paz will still have much to explain when the Senate starts its probe on the P6.9-million "euro generals" mess Thursday.

In a radio interview, Senate foreign relations committee chair Sen. Miriam Defensor-Santiago stressed this Wednesday as she accused the two of "twisting" the facts and trying to fool people with their explanations.

"They are twisting the facts, they are fooling the people, first with their repeated claims that Russian authorities ruled the P6.9 million was legal," Santiago said in Filipino during an interview on dwIZ radio.

Both dela Paz and Puno will also have to clarify their "conflicting" statements on the mess, she added.

Santiago was referring to the undeclared P6.9 million in dela Paz's possession that caused Russian airport authorities to hold the retired PNP comptroller and his wife at the Moscow Airport last weekend.

Puno and the Philippine National Police hierarchy claimed the money was legal because Russian authorities eventually cleared dela Paz to return to Manila.

But Santiago said the Russian authorities deemed the money "legal" only in the sense that the money was established to have originated not from Russia.

"Kung legal yan sa Pilipinas walang pakialam ang Russia at walang sinabi ng Russia tungkol doon (Russia had not established if the money was ill-gotten, and Russia does not care, so long as it makes sure the money was not taken from Russia)," Santiago said.

On the other hand, Santiago said dela Paz will have to explain why he brought cash to Russia instead of having the money wired there only when he needed it.

She said dela Paz's slip showed when he said he had the money wired to the PNP shortly before returning to Manila.

"Oh, so marunong pala sila mag-wire... Alam pala nila, bakit dala-dala ang cash niya (Oh, so he knows how to wire money. Then why did he bring the money to Russia in cash)?" Santiago asked.

As for Puno, Santiago said he will have to explain why he claimed authorizing only P2.3 million when dela Paz said the National Police Commission "cleared" the P6.9 million.

Puno as Interior secretary is chairman of the Napolcom, Santiago noted.

"Anong pinagsasabi ni Puno, nagsisinungaling ba ito? Dahil pinanindigan niya P2.3 million lang pinirmahan niya at yan ang authorized na dadalhin ng treasurer. Bakit ngayon taliwas ang sabi ni dela Paz, may pahintulot daw galing sa Napolcom? Doon pa lang makita natin nagsisinugaling sila (What is Puno saying, he claimed he cleared only P2.3 million. Why is dela Paz singing a different tune, that the Napolcom cleared the P6.9 million? We can see from here that someone is lying)," Santiago said.

Santiago also said Puno should explain his "about-face," claiming before the money was a contingency fund but now claiming it is a "cash advance."

"Kaya doon makikita mo nalilito sila sa pag-imbento ng kung anu-anong paliwanag tungkol sa di mapaliwanag. They are trying to explain the unexplainable (You can see here they are getting confused while trying to invent explanations. They are trying to explain the unexplainable)," Santiago said.

Meanwhile, Santiago said dela Paz will be grilled to see if the P6.9 million is indeed government money, or "retirement money."

On the other hand, PNP spokesman Chief Superintendent Nicanor Bartolome appealed anew for sobriety Wednesday, saying dela Paz should have the chance to explain himself.

"Bigyan natin siya ng pagkakataon magplaiwanag siya. Siya ang accountable at responsible dito, huwag sana idamay ang buong PNP dito (Let us give him a chance to explain. He is the accountable and responsible officer. Let us not drag the PNP here)," Bartolome said in an

‘Euro generals’ asked to give proof of Interpol attendance

MANILA, Philippines - Under fire for the P6.9 million "euro generals" mess, the National Police Commission (Napolcom) demanded Wednesday from former National Police comptroller, retired Director Eliseo dela Paz and other police officers their "proof of attendance" at a recent International Police Organization (Interpol) meet in Russia.

Radio dzBB's Lito Laparan reported that during their probe determining the administrative culpability of the "Euro generals," Napolcom officials wanted to make sure if dela Paz and the other Philippine National Police delegates indeed attended the Interpol meet.

The report said the Napolcom sought from dela Paz documents and other proof that they took part in the Interpol meet.

Dela Paz and his wife were held at the Moscow airport on October 11 after failing to declare cash amounting to €105,000 or P6.9 million, which the police hierarchy claimed was a "cash advance" for the contingent to the Interpol meet.

GMA News' Chino Gaston, meanwhile, reported over QTV Balitanghali that the Napolcom will look into the credentials of the other PNP delegates to determine if they are qualified to attend the Interpol assembly.

The Napolcom will also question why the wives of some PNP officers were also present in the Russian delegation.

The television report added that the Napolcom’s inquiry will focus only on the possible administrative culpability of the police officials.

Meanhwile, dzBB's Benjie Liwanag Jr reported that dela Paz was "confined to quarters" at the Philippine National Police headquarters at Camp Crame as of Wednesday.

Despite having retired from the police force, dela Paz is allowed to stay at his quarters for 30 days pending completion of documents and other requirements for his retirement clearance.

Dela Paz is expected to appear before the Office of the Ombudsman in Quezon City Wednesday afternoon. He has confirmed his attendance to a Senate investigation into the mess on Thursday.

This is the first impression we've got from Mr. Verzoza as PNP Chief.

As the saying goes - "First impression is lasting".

I bet my two balls. His (Verzoza's) administration will be riddled with scams and scandals of which the Russia issue is the first to crop up.

One would think that Mr. Verzoza is so thick by not observing delicadeza by allowing his wife to join the De La Paz entourage to Russia.

Mr. Ronaldo Puno, Verzoza's boss is nowhere to go to spill the truth that's why he choose to speak out pack of lies to fool the public.

This is a saga that mirrors the regime - lies here and there, cover ups secondary to the Hello Garci, and ZTE broadband scandal that circulated down to the blood veins of the PNP.
