Let me expand on the above. Merchant vessel enters RP waters. Filipino radar operators  mark and designate ID Code for that vessel. Once that vessel reaches the port of destination, the ID Code can be used as a receipt number for the Coast Guard or Customs to process for inspection and place as record in a computer data base. Not only will Flip authorities have records of where that ship went, but who processed it as well. The information can be easily be made public for government watchers.

Thinking out of the box. Remember, there are more thn one way to eat a mango.

the effectiveness of surface radar is affected by several factors:

1.) it is more effective , if it is at a chokepoint because obviously, the radar will cover the whole chokepoint assuming its a very narrow chokepoint

2.) it is more effective if it has nearby sister sites so that their circular coverage areas overlap with each other

3.) it is more effective if it is at a higher geographic point .

4.) some radar models are better than others( if you have the money you get the bigger toy)

thus, in blind spots such as open seas not reached by coastal fixed radar sites, maritime recon aircraft and ship radar from patrol ships take up the slack.

in addition to radar, we have the bantay dagat "eyeball" radar from fishermen who will report unusual things to authorities. if i recall, thats how mischief reef activities got discovered----> by fishermen in the area who saw the commies doing their mischief
