We've got lots of coconut plantations here.

We could just gather all the coconuts that we could get and load those into our C130s and since the strructure hadn't been fortified yet, we could just get our C130s to fly over that octagon structure and drop those young coconuts right there!

You see if only someone thought of that when those structures were still being built, we could have saved that Scarborough shoal.

Navy receives $2.7-M US aid

The United States turned over to the Philippine Navy yesterday $2.7 million worth of guns, patrol boats, radios, ammunition and medical equipment as part of a counterterrorism package that includes training for Navy commandos.

In a ceremony at Sangley Point naval base in Cavite, Col. Matias Velasco, head of the Joint United States Military Assistance Group, presented equipment and supplies to Navy chief Vice Adm. Ernesto de Leon.

Also part of the package was an 11-month naval special operations training module, which aims to enhance the capability of the Navy’s Special Warfare Group, said Navy spokesman Capt. Geronimo Malabanan.

The training started Sunday at Naval Base Cavite, Marine Training Base in Ternate, Cavite, Fort Magsaysay in Nueva Ecija, Naval Station Zamboanga and Naval Station Davao, he added.

De Leon said the US equipment and supplies were vital for fighting communist rebels, Mindanao separatists and al-Qaeda-linked Abu Sayyaf terrorists.

Acquired through the US Foreign Military Sales, the assistance is part of the additional $30-million Counter-Terrorist Foreign Military Financing granted to the Armed Forces in 2003, he added.

The Philippines has been named chairman of the anti-terrorism campaign in the Asia-Pacific region.

In Washington, the US Congress approved and sent to the White House an "omnibus" domestic and foreign aid bill that includes big increases in funding levels for the Philippines despite a virtual freeze on US government spending to offset heavy costs associated with the global war on terrorism and the war in Iraq.

"This latest development demonstrates that our bilateral relations are on positive track and that our alliance remains strong," Ambassador to Washington Albert del Rosario said on Monday.

"The increases in funding levels for police training, military and economic assistance reflect a recognition by the American legislators that we have been utilizing US financial support cost-effectively."

The bill provides $30 million in foreign military financing (FMF) assistance to the Philippines for fiscal year 2005 as requested by the Bush administration, up from last year’s $17 million.

It also provides $35 million in economic assistance, nearly double last year’s level of $19 million, and earmarks $4 million for police training, four times what the Philippines got this year.

However, an extra $25 million in FMF that a Senate appropriations committee had inserted into the original foreign appropriations measure for the Philippines to upgrade its coastal, air and marine capabilities was deleted from the omnibus bill, a combination of nine separate bills that could not be acted upon before the Nov. 2 elections because of numerous disputes.

The $388 billion omnibus spending package provides little or no growth in popular domestic programs because of a White House directive limiting spending growth to less than 1 percent so as not to exacerbate a soaring budget deficit.

White House officials will review the bill before President George W. Bush signs it into law, but the review is expected to be a mere formality.

The outgoing 108th Congress failed to act on bills seeking monthly pensions for about 20,000 Filipino World War II veterans, and efforts will have to start anew when the new 109th Congress convenes in January.

One bill seeks a $100 monthly pension for WWII veterans living in the Philippines at an annual cost of about $20 million.

Another seeks a maximum $800 a month pension, the same amount low-income US veterans receive, at a cost to Uncle Sam of about $230 million annually. — With Jose Katigbak (STAR Washington Bureau)

The Swedish shipbuilder DOCKSTAVARVET has developed the CB90H Combat Boat to answer Norwegian and Swedish Navy requirements. Over 225 boats have already been supplied. The CB90H is constructed of aluminum and designed to operate as a fast attack boat, patrol boat and special operations support vessel. Heavy machine guns are mounted in fixed installations, or stabilized and remotely controlled from a monitor in the wheelhouse. The boat can also carry mines or Hellfire missiles, and a gyro-stabilized twin-barrel 12-cm mortar. The boats have a loading capacity of 21 armed soldiers or up to 4.5 tons of cargo. The boat uses two waterjet propulsion units, each powered by a 460 kW diesel engine, developing continuous speeds exceeding 40 CB90 Fast Patrol Boat in Norwegian Navy serviceknots and high maneuverability. A non-military Patrol Crafts version of the CB-90 can be equipped with twin 550 kW diesels, to cruise at up to 45 knots. Such a high speed interceptor was recently supplied to the Malaysian Customs service. Equipped with two MAN D2842 LE410 main engines, each with a medium duty rating of 810 kW and two Rolls-Royce Kamewa FF-410 with waterjets, the 16 meter boat has a sprint speed of 50 knots and a cruise at 42 kt. The Malaysian Navy is also operating 17 CB-90H boats.

Maybe we should beach one of our old frigates, with 76 mm and 40 mm guns and all, on Scarborough shoal. We can build our own structures, even a helipad beside it. Then we'll have a permanent presence in the area, along side the Chinese. :specool:
