Equipment upgrade

The AFP, buoyed by a 2008 Defense budget of P56.53 billion — an increase of more than 20% over 2007 — is looking at buying a variety of military equipment to eradicate insurgency before the Arroyo administration’s term ends in 2010, Mr. Teodoro said.

When will the Philippine navy buy new big ships? the plan to buy new ships wont happen till 2017(hehehe) pero according to the article below they will try to buy earlier by loan amortization(hulugan). They will fast-track daw(hehe). This modernization started in 1995 and they have announced this fast-tracking thing many times :lollol: Seeing is believing applies in this case obviously:

"No less than her Excellency, the President, concerned with the preservation of security not only in the seas but of our marine environment, has sent a clear message to myself, to try to study ways and means in order to fast-track the modernization of the Philippine Navy," said Defense Secretary Gilberto Teodoro Jr. said at the observance of the Navy's 110th founding anniversary.

Under the Armed Forces modernization program, Teodoro said the Navy can only re-fleet or buy new ships by year 2017. In the meantime, it makes do with vintage and refurbished ships donated by foreign allies.

He added, however, that Congress has given the defense and military establishment a multi-year obligational authority" that allows the procurement of equipment and assets. "We can buy and the payment will be amortized," he said.

Fast-tracking press release for the 99th time :lollol: What I do not understand is if the National Maritime Lease Corp(a Philippine govt agency) is responsible for financing using filipino taxpayer,s money, why does the news article say that we will buy from an International company??? I hope 'international' here does not mean building the hull in a foreign shipyard. I hope what the Philippine navy spokesman meant is that the hull will be built in the Philippine-based shipyard of an international company like FBMA Aboitiz in cebu, Tsuneishi shipyard also in cebu, Keppel in Batangas or Hanjin in Subic.

He said the president wants him to find ways and means to somehow acquire new ships and equipment even before 2017.

Surprisingly, Lt. Col. Ariel Caculitan, the Navy’s public information chief, disclosed that the command is eyeing the procurement of a multi-purpose vessel capable of providing security as well as rescue and response during calamities.

Caculitan said the ship costs around $80 million to $100 million and they are planning to acquire it through a multi-year contracting agreement being offered by a local firm.

“So the procurement of this ship is part of the fast tracking of the modernization program, the Navy needs this vessel,” Caculitan said.

The ship will be made by an international company and can be used in transporting troops and equipment. Caculitan added they are now talking with a local firm, the National Maritime Lease Corp., to provide financing for the procurement of the vessel.

Previously, other posters say that the reason why the Philippine coast guard bought their 56 and 35 meter ships from Tenix australia was because the loan was from australia. I wonder what creative excuse apologists will come out with this time for buying ship hulls from abroad now that the lending institution is a Philippine government agency ?? hehehe. excuses , escuses and more lame excuses.

Even if the lending institution is a foreign lender , the Philippine govt can still insist on having at least the ship hull built in the Philippines. how? thru competitive bidding with one of the bidding requirements stipulating that the ship hull must be built or assembled in the Philippines. This has been done before like the S260, the BN islander ,etc of the Philippine air force assembled in philippines so there is just no excuse why the ship hull cannot be built or assembled in the Philippines.

In any case, now that the lending agency is the NMLC which is a Philippine government agency, there is no more excuses. maybe, we can come up ala David Letterman with "top 10 lame excuses not to build the navy ship hulls in the Philippines" :lollol: :lollol: :lollol:

I suggest these;

I suggest these;

1) Hospital ship - for calamities, rescue, medical missions

2) OPV - missile armed for our interim multi-role ships patroling the edges and for
anti-piracy and anti-smuggling operations as well as for protecting our interest in teh Spratly's, Scarborough and Malampaya gas field.

Get at least 6 OPVs.

3) More V300 with heavy guns for fire support for the Marines on high-intensity battles.

4) At least 4 units of AEV like the Barako for escort roles and fire support, ..... FOR EVERY MBLT

More of the Andrada-class boats or similar size. Perfect for littoral patrols and for rescue.

Did the it say anything about arming them with anti ship missiles? and if they building the Andrada-class i hope they modify it to use missiles !
