this is not the job of the commanding general. i'm sure there are already rules covering these "infractions". if you have to pick one, two, three offenders and make examples out of them, so be it. get the message out, make sure the existing ones are followed. new rules make no sense if the old ones are not enforced.

the paf has bigger problems and these are the ones the general should be facing, not creating solutions to non existing (or insignificant) problems and proclaiming to the world that he has accomplished something...

CGPAF retires Friday amidst glowing accomplishments

Philippine Air Force Commanding General, Lieutenant General Pedrito S Cadungog, will bow out of military service on Friday, two days before his 56th birthday and compulsory retirement, amidst glowing accomplishments both in the field of internal security operations and organizational upgrade.

The successor of General Cadungog, whose watch as the top PAF officer was focused on instituting organizational upgrade among PAF personnel as well as facilities, has yet to be named by Malacanang. One of the major contenders for the post - Major Generals Hernanie Perez, Nathaniel Legaspi, Rolando Capacia and Oscar Rabena – will assume the command of the 17,000-strong AFP major service command during a formal change of command ceremony on Friday afternoon at Villamor Air Base, Pasay City.

Insiders observe that General Cadungog’s back-to-basics, morality and family orientation thrusts during his term contributed in an increase of morale among PAF personnel. Other believe its good performance against lawless MILF groups also contributed in bringing a new level of respect to the Philippine Air Force as an organization.

Worth noting is a high 98 percent accomplishment the command posted in the area of air operations as of November 30 last year, with operations personnel predicting a 107% accomplishment after all figures for the month of December gets tallied immediately before the ceremony on Friday.

The statistics were culled from the latest command conference of PAF before the end of December 2008.

Statistics from within the Philippine Air Force indicate that 15,363 flying hours were used in support of the AFP’s internal security operations. It also flew 3,420 hours supporting various government agencies in delivering much needed services all over the archipelago. Overall, last year’s air operations record of 26,806.3 flying hours surpassed 2007’s figures of 26,621 hours.

In the recent campaign waged from August 8 to December 4 in Central Mindanao, air attack aircrafts like the OV-10 Bronco, SF-260TP, S-211 and MD-520MG proved their worth by conducting a total of 1,363 sorties or an equivalent of 1,742 flying hours. Together with tactical support platforms such as C-130, F-27 Fokker, N-22 Nomad, S-76 Sikorsky and the workhorse UH-1H Hueys, the entire PAF helped a lot in keeping the lawless MILF groups at bay.

Cadungog retires, Rabena assumes PAF’s top post

Philippine Air Force Commanding General, Lieutenant General Pedrito S Cadungog, will bow out of military service today, two days short of his 56th birthday and compulsory retirement, in a formal ceremony at Villamor Air Base that will also install Major General Oscar Rabena as the new PAF chief.

The installation will be witnessed by the country’s top defense and military officials as well as defense attaches from Manila’s diplomatic community.

Often referred to as “The Thinking Warrior” having spent substantial part of his career in the areas of operations and plans and programs of both the PAF and the AFP.

He is currently the AFP Deputy Chief of Staff for Plans and Programs (J5) in Camp Aguinaldo, a position that equips him with a strategic view on the future and direction of the Philippine military establishment including the acquisition program of PAF’s big ticket items. Before he was named as AFP’s J5, General Rabena was General Cadungog’s chief advisor on matters pertaining to mission performance, state of morale and discipline and the efficiency and effectiveness of the entire Philippine Air Force as the Air Force Inspector General.

A 1978 graduate of the Philippine Military Academy Class, General Rabena also held key PAF units as commander of the 15th Strike Wing, the 250th Presidential Airlift Wing, the defunct 3rd Tactical Operations Wing and Commandant of the Philippine Air Force Flying School in Lipa City. He was also an Executive Assistant to the Presidential Military Adviser in 2003 to 2004, a Director at the Office of Special Studies of PAF in 1999 to 2001 and chief of J5’s War Plans and Force Development Division for four years starting January 1995 to January 1998.

A topnotcher of the Cadet Officer Candidate Course at the University of the Philippines in Diliman in 1973-1974 before joining the PMA, the new PAF commanding general also finished his Undergraduate Pilot Training on top of his class, followed by Academic Instructor Course and Flight Instructor Course, all at the PAF Flying School. He also topped his Squadron Officers Course in 1990. He also finished a Basic Ranger Course and Basic Airborne Course.

A graduate of Master in Defense Studies from the University of South Wales in Canberra, Australia and a Masters in Management from the Asian Institute of Management in Makati, General Rabena also finished a Masters in Business Administration degree from De La Salle University, Manila. He has also participated in numerous local and international defense and security workshops and seminars here and abroad.

Observers believe that General Cadungog’s focus in instituting organizational upgrade within PAF, specially the back-to-basics, morality and family orientation thrusts being implemented within the Philippine Air Force, will continue to get a boost with the assumption of General Rabena, an active PAF Chapter Coordinator and Shepherd Couple of the Balik Loob sa Diyos Covenant Community (AFP-PNP District).

I hope General Oscar Rabena will start thinking acquiring the A-29 Super Tucano, because he was the former wing commander of the 15th Strike Wing , Let's hoped so

Could this be the beginning or reign of Class '78 as the ruling class? Remember PGMA is an adopted member of Class '78, probably Lt. Gen. Delfin Bangit as the next CG PA or CS AFP?
