Why go Chinese?
Tactics.
Obviously we stand NO chance against the Chinese military power. Hence why we ought NOT to anger these people: try to keep a balance been appropriate way of defending our interests and not being too provocative.
Why buy Chinese goods?
Because they are cheapER than US products. We get more for the same amount of money. I'm not saying we should buy Chinese weapons BUT that we should actually consider e.g. buying cheaper Chinese Helos for SAR missions: it's not like the Chinese would be threatening our country when we use their SAR helos...

And please don't think I'm pro-China. In fact I come from Palawan and would love to see it heavily armed...
BUT currently we are very weak and ought to check all possibilities to buy price-worthy hardware for CIVIL purposes so we can save more for our MILITARY.

Spending the budget wisely...

I'd say we wait and work on improving the country. Try to help change it for the better...

Typhoons hit the country regularly, SAR choppers of the PAF are old, short-range and incapable of operating in extreme weather conditions.

So why not use the budget allocation for the purchase of long-range, all-weather SAR helicopter/s for the PAF.

Presidential helicopters serve double duty as SAR choppers, and have been seconded to the 505th SAR in the past when there is a need for additional birds.

The photo below shows one such instance, during the Leyte landslide a while back. The Huey in the photo is similar in model the new ones that were bought.

but sir adroth, you have to agree that a dedicated SAR helo has advantages over a Presidential-cum-rescue chopper. Its more a logistics/transport than actual search ans rescue - such us finding and winching up victims from trees and rooftops, etc.

To avoid criticism, write nothing, say nothing, do nothing, BE NOTHING.

This is how the 505th SAR conducts some of its rescues . .. with ladders dangling below the chopper. The status of the various rescue hoists is . . . a mystery.

How would it be different with the Presidential chopper-cum-SAR?

The presidential chopper would undoubtedly have more navigational aids than the usual Huey, permitting rescues in even adverse conditions. Note the bump on the nose in the photo. So if that is how the PAF gets more of that kind of capability for rescues, then so be it.

The PAF has this capability with the second Huey II, but not with the other vanilla flavor Hueys.

Note, I am not saying that I'm happy about the presidential chopper buy. I am actually quite disappointed.

I just don't think the "better buy SAR choppers" is a bullet proof argument.

Why not?

Or it should be the other way around, a SAR helicopter (complete with equipment and insignia as SAR helo)) that doubles as a Presidential helicopter?

It should help raise the president's ganda points - a president that is comfortable riding a SAR chopper to the provinces. She might pass an accident/disaster along the way and will right on board during the rescue - surefire way to endear her to the people.
