PNP officers, please look into this case. HIT and ROB
There were other cases that happened in a similar story. An SUV was hit from behind by a car. When the driver alighted from his SUV, the robbers immediately poked a gun at him and robbed him. Ang masama ay kung babae yung sakay at nakursunadahan baka pati siya ay tangayin. Tapos itapon sa kung saan pag nakaraos na ang the robbers cum rapists. Pwede rin kunin pati sasakyan. This can not be prevented effectively by civilians alone. THE POLICE MUST DO A LOT TO STOP THIS. |

Sounds like a well planned, rehearsed operation. All likelyhood it was a rouge military or police inspired / orchestrated event. Need to immediately implement pattern analysis on times, occurrence and their MO. Target folders need to be established.....If they had several vehicles then they surely have effective comms and synchronization. Those are pros so apprehending them will be hard. They have thoroughly executed reconnaissance and surveillance and have picked their targets during low trafficability windows of opportunity. Could they have planned it to look like a robbery or car jacking. Try to look at other avenues of thought. They just didn't pick on a little old lady...It sounds too easy....Recommend establishment of Joint Military/Police Coordination Centers similar to what is used in Iraq and Afghanistan. Certainly worth looking into. Police can't do it all by themselves and military has mobility numbers and capability. |

Depending on the financial and social stature of the victim/victims, this type of crime is a spur of the moment evil decisions of crooked-minded individuals, hence modus operandi before and after the fact cannot be classified as general in nature. The only practical prevention at hand is for everybody to be vigilant on every move and place they cruise because criminals are just lurking around and ready to strike at any moment of a given opportunity with more chances on secluded or crowded places with distant proximity from police presence. |

There are other well-documented cases for that general area. Three years ago, the NBI NCR handled two cases from that area of carnap-murder/attempted murder. In the first instance, the man was driving an SUV, and his tire blew out. Wehn he parked the vehicle on the shoulder, several men came down from another SUV that parked shortly after he stopped. They helped him change the tire at first, then hit him with the carjack. He was brought to Laguna, shot in the head and dumped in a ditch. They thought he was dead, but the bullet hit his neck instead. He lived to testify against the carjackers. The second was a young woman driving a late model sedan, same story. But when they shot her several times and she died in a secluded area in Laguna. Those men were caught, but their formula has been emulated all over the C5 area. Take care when using this road especially at night. |

Madalas din mangyari sa kin yan na pag malaki pera ko ay di muna binibigay sukli pero luckily binibigay naman. Pero walang pirma ang ticket sa likod din. Ang dapat kasi diyan ay pirmahan ng kunduktor ang likod ng ticket. Pag hindi ay fault na nila pag may nanghingi ng sukli kasi bakit nila gagawin na hindi pirmahan sa likod yun eh sa posibilidad nga na may mga hihingi ng sukli. 99 percent ng hihingi ay siguradong HONEST yun na may sukli nga. Pero kung ang pakay na manloko ang kunduktor ay ganun nga ang modus. Dapat kinuha niyo ang bus number at bus/company name. Then report niyo s LTFRB. Pwede rin na padaanin niyo sa mga media like IMBESTIGADOR or XXX o sa BITAG para sila kumalampag sa authorities. Anyway, send natin sa kanila email para baka sakaling tiktikan nila. Kung manyari man sa inyo yan ay kunin niyo bus number at name. Then report niyo. Out of 100 bus drivers and conductors, lucky if we have 10 of them that can be trusted. The rest are either have criminal convictions and are in cahoots with robbers, thieves and other criminals plying their trade in busy streets of the metropolis and in passenger jeepneys and buses. |

As it seems, majority of the pool of bus conductors and drivers today have QUESTIONABLE CHARACTERS. I believe there's a weak point in the recruitment process. Probably, the bus operators are not requiring police or NBI clearance anymore in recruiting drivers and conductors. This is filling the workforce with criminals. It's about time the LTFRB and IMBOA should check on that. Also, .... MARAMING BASTOS NA DRIVER AT KONDUKTOR. Kadalasan sila ang dahilan bakit marami aksidente sa kalsada. |

The screening process on the employment of drivers and conductors of public utililty transport could be in the right order of things, only that applicants are so smart to present a good reference and clean bill of criminal records by producing fake Residence Certificate and Birth Certificate to support for the issuance of a police clearance. That's why people with criminal records can easily outsmart and beat the system. The law abiding public are the losers for using the public transport service run mostly by criminals. It is really revolting to think of being a customer of a transportation company only to be victimized by both the driver and the conductor who are supposed to be the protector of the passengers. This is the most apalling situation of our public transport. This is a serious problem that has to be minimized. One foreseeable solution would be to centralize birth records nationwide in the National Archive so that illegal production of fake Birth Certificate can be minimized. In this age of IT, only a click of mouse and in a fraction of a second for a person to be be caught producing fake and manufactured Certificate. Said so, because all necessary documents starts from the Birth Certificate down the line. |

That is correct. Also,..we can create a central CRIME INFORMATION DATABASE taking relevant data from the NBI, PNP and NICA crime databases for the summary of records on crimes or suspicious character of a person. The employers will use the database (via web access) to check the record of an applicant. To prevent abuse of the system, the peocess shall be like this; 1) Since, usually all job applicants are required to secure a clearance from NBI, with the new system the NBI will give them also a card or ticket detailing the "temporary access account" username and password that they will submit to the employers. They can have it duplicated so they can give it to as many employers they visit. 2) The employers will use this temporary access account to check the client's record via the public website. The website contains photos and notes on the person like birthmarks, health issues and all. 3) The temporary account expires in a 3 months. Or the applicant can access the website and request the deactivation of the account as soon as he gets employed. 4) For clients who dont have any criminal record at all or are clean, the database can only display "PROFILE IS CLEAN" message. With this we can prevent the system from being abused and to protect the privacy of the citizens. Only the profiles of persons who have criminal records and who have suspicious characters will be displayed. |
