i took this pic of a ship docked in Subic this morning. i used my celfone camera so its not too sharp. It looks like a cargo ship but the paint is navy gray and the bow has the number 199.

what type of ship is this? american?

Looks like US Navy replenishment ship - the hull number can be researched on the Internet for exact ID.

USNS? I think it should be USS if its US navy ship.

didu, US Navy ships that are manned by civilians have the prefix USNS for United States Naval Ship before their names. These ships, which are mostly cargo, tankers and hospital ships are unarmed.
