After reading this article about Australia's plan to lease fighters, it came to my mind that leasing fighters is an option for the AFP/PAF. Its only an interim solution until funds are available for a full purchase. Candidates could be F-16s, Gripens and even F-18s... |

will this be cost effective? maybe we could just go for a lease-purchase, lease the fighters for a number of years then eventually purchase with previous lease payments counted as part of the total payment. if we go this way, then we can opt for a current fighter model, like the Gripen or F18, even russian MiGs or Sukhois. |

a lease-to-own agreement will be good for the PAF. however, we should not expect the Americans to be open to such scheme so our only options are deals involving any one among the French (Mirage 2000-5 Mk IIs or, if we're lucky, Rafales), the Swedish (JAS 39C/D Gripens), the Russians (Su-30MKs) and the Chinese (J-10s or JF-17s). ![]() if we will be lucky, we could try asking the Americans to let the PAF enter a lease-to-own agreement for, let us say, 18 to 24 surplus American F-16A/B ADF fighters.

im quite stupid when it comes to economics and finances so i would like to ask the gifted members how a lease-to-own or lease purchase really works? was there a precedent where the AFP used this schemein acquiring equipment? how about other ASEAN countries? if its really economically viable, then why not? |

I think the Phils is not the only country in the world without an effective air force, considering this, a consortium of rich people or companies should establish a rent-an-airforce business - a venture that should not be lacking customers.

I am agree with Sewer Rat. Leasing its not the best option for the PAF. |

First time I heard this idea, but we must remember that it is not as simple as a rent-a-car or rent-a-house business, we are talking hear of weapons that could kill and destroy with that there are other factors in the equation mostly related to politics and economics. I just can imagine out-sourcing our air assets that would defend our country

Leasing is basically means we'll gonna rent these weapons for certain years with certain interest, after that there will be a basic 2 options of keeping it or bring it back to the owners. If we choose to keep it and dont finsih the contract, then we will be obliged and be responsible for its maintenance, and will proceed to buy-back the rest of the remaining balance of the retail price including the maintenance package. But atleast its gonna be ours and its up to us to maintain it. Meanwhile if we choose to bring it back after we leased it, then we can get an option of leasing the next later model or simply choose another type of weapons/military equipments. In short we will get more flexibility of choosing another type of weapons or simply go to another dealer. But in this case, we will have to pay any damages or any losses of the rented equipments. Otherwise we can always switch into another method of payment. On top of this, if we choose to stop renting a Mirage2000 for example, due to some financial difficulties like what we are experiencing now (bcuz of our corrupt generals and government officials), there will always be a risk of having no fighter jets parked in our hangars. So once you lease then dont stop leasing until you finish the contract, or else, again we will be paying a costly penalties. Thats right, it is always gonna be a similar case with leasing a car or a commercial space/building. The only thing im not sure about if its as flexible as if we can do a rent-to-own program like in purchasing a house, as where in most cases, the money we pay every month or year will be credited to the day we purchase the product and will be applied as part of our downpayment. And believe me, its the easiest way and dream that may come true. However, if we choose to finance them, the interest rate may be higher but then we can save more money in the long run, plus there will be the pride of ownership. And i believe this is what most countries does specially those of the 2nd & 3rd world countries who cannot afford the more expensive leasing program (except for a rent-to-own, if there is). Again, because in financing, we will be purchasing the weapons (fighter jets, attack helicopters, warships, tanks, missiles, etc) and finance it for certain years like maybe 20 years or so or may even be less than that depending on our financial situation. The best thin here is after we payoff everything, we will get to simply maintain them and even make some modifications in the coming years just to keep them in shape and at par with other military technology advances. Thats why its always be cheaper to finance more than that of the leasing thing. The same thing in buying or leasing a car. If your not a businessman with steady or even higher flow of money then dont lease, otherwise just choose financing. So you figure it out which one is the best option for the Philippines.
