NCRPO to step up campaign vs loose firearms, private armies The National Capital Region Police Office said Tuesday it is stepping up its campaign against loose firearms and private armies to curb violence in Metro Manila during the election period. NCRPO chief Police Director Reynaldo Varilla said he is set to meet with officials of the Commission on Elections and the intelligence community in Camp Crame Wednesday to discuss measures against the proliferation of illegal firearms. He added that the meeting will also determine the existence of private armies in Metro Manila. “Itong private armed groups ay seasonal lang ito. Dumarating lang ito kapag darating na ang eleksyon kaya 'yun ang ating pinagtutuunan ng pansin ngayon (Private armed groups are seasonal, they only surface when elections are approaching so this is what we are looking into now),” Varilla told DZMM. Varilla also assured that there is no let-up in its anti-crime program. Noting that crimes increase as elections near, he said the police will guard against robbery and kidnapping incidents during the election period. “Ang dahilan nito ay inaakala ng criminal elements na tayo ay busy, na naka-focus [tayo] sa election. Ang ginagawa nga natin dito ay pinag-iigting natin ang ating anti-criminality program at kung maari ay maiwasan itong kriminalidad (The criminals think that we are busy and focused on the elections. We are intensifying our anti-criminality program to prevent crimes),” he said. COMELEC excludes military from mid-term polls duty The Commission on Elections (COMELEC) announced Wednesday the exclusion of the military from election duties in May. COMELEC Chairman Benjamin Abalos said that the commission has partnered with the Philippine National Police (PNP) to maintain peace and security in the coming elections. “Wala nang gaganaping tungkulin para sa eleksyon ang military kung kaya ang gaganap na nito ay PNP (The military will no longer perform any task during the elections. The PNP will take over),” Abalos said during a press conference. Abalos said PNP will work hands-on during the elections - from security concerns to assisting in the distribution and collection of election paraphernalia in precincts. He said the decision was reached after the military requested to be freed from accusations of political interference. Abalos said that to maintain the neutral stance of the police in the elections, reshuffling of district police officials will start after the last day of the filing of candidacy on March 30. Abalos also said COMELEC and PNP are considering deploying police trainees in areas that need less police assistance and police officers in election areas of immediate concern or "hot spots." COMELEC and PNP met behind closed doors Wednesday morning to discuss election-related concerns. The meeting was attended by PNP officials headed by PNP Director General Oscar Calderon and COMELEC officials headed by Commissioner Benjamin Abalos. Abalos asked to deploy more lawmen in Abra Valera tells Comelec to dismantle private armed groups By MAR T. SUPNAD BANGUED, Abra — Alarmed by the proliferation of private armed groups (PAGs) in this province, Gov. Vicente "Vicsyd" Valera appealed yesterday to Commission on Elections (Comelec) Chairman Benjamin Abalos to immediately deploy additional troops in Abra. In a letter he sent to the Comelec chairman, Valera, who is running for congressman in Abra’s lone district, asked Abalos to immediately deploy members of special police forces who, he said, are professionals and non-partisan. Earlier, Valera had asked the Comelec to place Abra under its control in an effort to thwart any election-related violence that may arise. With the whole of Abra now under Comelec control, the power of local officials to supervise the police has been suspended. "I appeal to the Comelec to neutralize PAGs here, enforce election law, and relieve highly politicized policemen detailed here," Valera stated in his letter to Abalos. Valera also asked foreign observers, including members of international news organizations such as the CNN and media people based in Manila, to come to Abra so they can observe and monitor the holding of the elections in this conflict-rocked province "to let the world see who are making trouble in our province." He said that his request for the deployment of additional government forces in the province was prompted by a report that some policemen here, particularly a PNP official, are actively campaigning for their favorite candidates. Last week, six people were killed and three others were wounded when they were ambushed on the highway at the boundary of Barangays Bai and Pang-ot in Lagayan town. Lagayan Mayor and now congressional candidate Cecy Luna has accused Valera of involvement in the killing of his relatives and supporters. But Valera challenged Luna to filing cases against him to prove her accusation, saying she is just employing "antique tactics" to gain public sympathy and earn more votes for her. "I could gain nothing politically if I order the killing of the victims because Luna is not a threat to my political career because Lagayan, her bailiwick, has only more than 2,000 voters," Valera said. Valera also asked the National Bureau of Investigation (NBI) to investigate the ambush-slaying to find out the background of the victims, noting a report that they were members of a PAG. Ecija seen to intimidate private armed groups By MAGTANGGOL VILAR CABANATUAN CITY — The presence of 1,350 additional policemen, backed up by the Army’s 33rd Mechanized Division, in strategic areas in the province is a "show of force" that should intimidate even the most professional private armed groups (PAGs) out to make a mockery of the elections on May 14. Assessing the preparations and capability of the police in ensuring orderly and peaceful local elections, Philippine National Police (PNP) chief Director-General Oscar Calderon and Region 3 police director Chief Supt. Ismael Rafanan, and 7th Infantry Division deputy chief Maj. Gen. Manuel Mariano told mediamen last Tuesday that the array of manpower and a fleet of armored personnel carriers (APC) are intended to ensure the holding of peaceful and orderly polls. Earlier, Caldron had ordered the deployment here of 350 police officers to boost the local police force following a series of election related violent incidents in Lical, Talugtug and the April 26 violent incident in Jaen that claimed the lives of two persons and the wounding of 17 others. Immediately after Nueva Ecija was placed last April 28 by Commission on Elections (Comelec) Chairman Benjamin Abalos under Comelec control, 1,000 Army troops were deployed to bolster the security forces geared to "to help secure the conduct of elections" throughout the province. Col. Anthony Alcantara, commanding officer of the 702nd Infantry Battalion of the Army’s 7th Infantry Division, heads the group, which consists of at least two infantry battalions and the elements of the 33rd Mechanized Division. Nueva Ecija Election Supervisor Ignacio Domingo said most of the deployed troops have been fielded in the 4th district of the province because it is the scene of "perennial and endemic problems" related to politics. They reportedly tried to rescue their supporters who were arrested for alleged vote-buying and shot and seriously wounded one officer. Retired Col. Arnulfo Obillos, reportedly a member of Philippine Military Academy Class 1967 and a Marine soldier identified only as Espiritu exchanged fire with members of the Bacoor Municipal Police Station after they tried to storm the police station and disarmed one of the duty policemen of his M-16 rifle, said Cavite Provincial Police Office director, Senior Supt. Primitivo Tabujara Jr. Tabujara said Abaya, who is seeking anew the 2nd congressional seat of Cavite against Lani Mercado, wife of administration Senator Ramon “Bong” Revilla Jr., is now under arrest along with two other supporters. Investigation showed that Abaya, Obillos and a number of soldiers and civilians with guns went to the Bacoor police headquarters to seek the release of some of his supporters who were held for alleged vote-buying. “The alleged vote-buyers were turned over by concerned citizens to the Bacoor police 10:30 a.m.,” he said. Four hours later, the group of Abaya, on board two vehicles, arrived at the police headquarters and immediately grabbed the M-14 rifle of a policeman who was outside the station. The group also attempted to take an M-60 machinegun outside the station. Another policeman saw the incident and sought the help of his superiors who were inside their station. One of the responding policemen identified as Police Officer 2 Manuel Gacosta was shot by the armed men in the head prompting the other lawmen to return fire killing Obillos on the spot. The system has not learned a lesson yet on the disadvantages of providing police and military escorts to politicians during and after elections. The new regime should look into this problem and a law should be passed to ban the military and police to act as escorts or bodyguards to politicians. Clash cannot be avoided because the escorts are subject to the orders of the politicians while assigned with them. And the police and military escorts themselves can be influence to partisanship in favour of the politician they are securing. We are not touched if the confrontation is between the NPA, robbers, and other criminals versus the police or military. But for government troops and police killing each other protecting egos of politicians, is quite lamentable if not unacceptable.
