ZAMBOANGA CITY -- Navy Vice Admiral Rufino Lopez has ordered an investigation on a junior officer allegedly involved in smuggling here.

Lopez told the Inquirer that the officer, a Navy lieutenant, tried to sneak in more than one hundred sacks of imported jasmine rice from China on Monday.

"I have instructed Commodore [Geronimo] Defensor to conduct a deeper probe [into] this. I am also awaiting final and full report about this," Lopez said.

Defensor is commander of naval forces in Western Mindanao.

Based on police records, the jasmine rice was brought here from Jolo by a Navy vessel. It was unloaded from the vessel on Monday and transferred to a truck owned by a businessman.

But the truck was intercepted by policemen as it was leaving the Navy compound.

According to a police report, the truck driver presented some documents including a pass signed by Lieutenant Junjie Tabuanda. The pass allowed the truck to get out of the compound, the report stated.

Police later learned that Tabuanda commands the BRP Benguet 507, onto which the jasmine rice was loaded.

Tabuanda later appeared on the local ABS-CBN channel and said the rice was for the consumption of his men.

"Our ship encountered trouble; we have to sell the rice so it will not rot," he said.

He denied he was involved in smuggling activities.

But Ricardo Cabaron, regional prosecutor for Western Mindanao, said they would pursue the investigation.

"We may have just hit the tip of the iceberg," he said.

This is disgusting!....Imagine he's only a Navy lieutenant (fresh from PMA probably) and he dared perpetrate such crime? What more if he becomes a navy captain or an admiral? tsk tsk tsk

Oh boy! The Navy is still breeding termites in its own home. This has to stop! An investigation will not be enough.

Smuggled rice for his men's consumption? Weird! This scalawag thinks he can get away with it that easy.

If they would dig deeper into this smuggling saga, there is no doubt that it will reach to a point where senior officers were involved, as it is usually normal that illegal activities committed by the military or the police can be first noticed from the small fry like the junior officer involved.

Now, the hindrance and the hiccup of the investigation will usually crop up when high-ranking officers involved are almost identified in the process of the investigation or inquiry, and comes the "cover-up"that will lead the investigation into oblivion. And everybody involved gets off the hook.

i wouldn't wonder if news articles of PN vessels being used in smuggling activities come out. besides, we know so well that these same PN vessels are also involved in selling part of their fuel stocks and weapons and ammunitions to groups such as terrorists, pirates and smugglers. :armyroleyes:

^ oh yes... Philip Pestano. wasn't he silenced by his comrades after he attempted to expose the truth? also, as far as i know, it was also Pestano's death (among others) which triggered Antonio Trillanes to launch his crusade for change in the AFP. :demon:

This activities in the miliitary can never be curbed out.

Any illegal activities exposed by whistleblowers will always reverberate to them with unpleasant repercussions.

And it aggravates the stinky reputation of the organization of the AFP that fuels the never-ending existence of the NPA insurgency. :demon:

but according to the navy spokesman ensign pestaņo committed "suicide"...there was news about ensign pestaņo on his death anniversary...his parents were interviewed...and the navy spokesman was also interviewed...if i remember right the philippine navy has closed the case because it has been proven that it was suicide and not foul play...ano ba ang totoo?...if ensign pesraņo did not commit suicide ano nangyari? pinatay sya? pinapatay sya?...who are we to believe then? dead men tell no tales...but if only they could, noh? :headbang:
