DILG endorses plan to arm chiefs of remote barangays It’s a solution for lack of cops - Mayor Osmeña By MARS W. MOSQUEDA Jr. CEBU CITY - The Region 7 office of the Department of Interior and Local Government (DILG 7) said yesterday it does not find any irregularity in a plan of Cebu City Mayor Tomas Osmeña to provide M16 Armalite rifles to chiefs of barangays located in the city’s hinterlands. DILG 7 Assistant Regional Director Pete Noval said, however, the recipient barangay captains still have to follow the rules and regulations set by the Philippine National Police, especially requirements, in carrying firearms. Noval said arming government officials is provided for in the Local Government Code "in the exercise of their function to maintain peace and order in their jurisdiction." But there is no special rule that exempts barangay officials from the requirement of securing permits from the police. Osmeña said he wants to arm chairmen of mountain barangays with M16 Armalite rifles because there are not enough policemen who could be fielded in the remote areas. "I want to make them self-reliant. We have to be creative in improving peace and order," he said. The mayor’s statement was greeted with applause during the general assembly of the Association of Barangay Councils held recently at the Tambuli beach resort in Lapu-Lapu City. At least 20 of Cebu City’s 80 barangays are located in the hinterlands. The mayor said he will ask the city council to approve a R2-million outlay for the purchase of brand-new firearms and ammunition. Mayor Osmeña said he often received complaints from barangay captains, especially those in the mountains, about the lack of policemen to maintain peace and order in their villages. With the 900 policemen detailed at the Cebu City Police Office (CCPO), the mayor said it is impossible to field enough to cover the mountain barangays. By issuing M16 Armalites, which are similar to those issued to members of the Special Weapons and Tactics (SWAT) teams, the mayor said, "we are not trying to reduce the demand for policemen (in the mountain barangays), but we are trying to double the size of the police force." Police Regional Office (PRO) 7 Director Silverio Alarcio, meanwhile, agreed with DILG’s observation that mountain barangay captains are not exempted from securing permits from the PNP for carrying firearms that will be issued to them. Alarcio said that he endorses the plan of Mayor Osmeña to arm barangay captains, saying it will help the police maintain peace and order, especially in the mountain barangays of Cebu City. Alarcio admitted that Cebu City needs more policemen but the PRO 7 still could not fill the number of needed lawmen. Arming the barangay captains with high-powered firearm is a scheme courting disaster. Not only that they are vulnerable to attack by the Neps just for the sake of the firearm, but also a detriment to the safety of the public and to his (barangay captain's) family. Armalite rifle is powerful enough that it can tear out the flesh and can fire several rounds if the lever is shifted to auto and there's only a remote chance of survival even hit on a not-so-fatal point of the body when an accident occurs. Anybody should undergo a rigid training in handling this military assaut weapon otherwise, it will serve opposite to it's purpose. I don't think a barangay captain is a suitable person to possess this type of weapon except if he was an ex-police or military personnel. Mayor Osmena was misguided when his mind arrived to this idea of issuing this type of weapon to the barangay captains of the hinterlands. |

And things like this happens Barangay chief, 5 tanods held for Caloocan slays By Jerry Botial and Pete Laude The Philippine Star 10/05/2006 A barangay chairman of Valenzuela City and five of his watchmen were arrested by Caloocan police after a van and two other vehicles used in Sunday’s summary execution of six stay-in workers of a Bulacan recycling firm were traced to them yesterday. Held for questioning in their own barangay hall were barangay chairman Graciano Victoriano, local chief of Barangay Bignay in Valenzuela City, his barangay watchmen Fernando Naval, Alejandro Galupo, Roselio Flor and Richard Flor and Mark Anthony Estrella, a tricycle driver. Superintendent Napoleon Cuaton, Caloocan Police deputy chief and Station Investigation and Detection Management Bureau (SIDMB) chief, said a barangay patrol van, a galvanized Asian utility vehicle (AUV) with red plate UAU-951 and marked "Bignay Barangay Council Valenzuela City," a blue tricycle (UW-9998) and a red Kawasaki motorcycle (CA-7604), all vehicles allegedly used in the killing were found in Bignay and positively identified by witnesses. Also seized were a shotgun and one caliber .38 revolver. Members of the arresting team said they found the barangay hall padlocked and deserted during office hours when they arrived at around noon yesterday. Witnesses told probers there were still some women spotted inside the barangay hall before authorities arrived. Sensing their arrival, the women reportedly padlocked the office and left. A SWAT team had to kick down the door while other officers gained entry through the ceiling. The suspects have been taken to the Caloocan City police headquarters and held for further questioning even as follow-up operations for the arrest of more suspects involved in the multiple murder are underway. Last Sunday, six bodies riddled with bullets were found on the main road of Phase 3, Nova Romania Subdivision in Deparo, Caloocan City. Police later found out the victims were factory workers of a neighboring town of Mecauayan. Cops recovered from the crime scene 26 shells from an M-16 rifle and five from a 9mm pistol. Witnesses told the cops that a galvanized AUV was seen in the area at around 2:30 a.m. Chief Superintendent Leopoldo Bataoil, Northern Police District chief, who arrived at the barangay hall at 2 p.m., promised to leave no stone unturned until the perpetrators are caught. Shotgun dispersal to Pangasinan village chiefs 100% complete By Eva Visperas Tuesday, September 23, 2008 LINGAYEN, Pangasinan – The shotgun distribution for the 1,333 barangay captains in Pangasinan has been completed Friday with reminder from the governor that they will be held accountable if they misuse it. In the culminating ceremony on pump shotgun marksmanship and familiarization training at the provincial police office firing range here, Gov. Amado Espino Jr. reminded the last batch to receive the shotgun composed of Alaminos City, Bani and Sual towns that these must be used to maintain peace and order, not to terrorize people. He appealed to his detractors not to give different meaning to this project, adding that “Rest assured our intentions here are well and good.” The giving of shotgun to each barangay captain was met with criticisms by some newsmen and other people who claim that there are more concerns that need to be prioritized first by the provincial government. Critics fear possible abuse of some barangay captains of these shotguns. The provincial board appropriated P30 million for the purchase of shotguns. First district Rep. Arthur Celeste who was present during the event said that if these firerams are used well, peace and order will be achieved. He asked the recipients to be responsible gun holders. Celeste, himself a former barangay captain for 13 years, said the barangay captains are the strongest partner of the local and provincial governments in development. “If you will abuse its use, the governor and I will be the first to put you behind bars. Arming untrained personnel could result to this 3 murder suspects killed in Laguna road accident 01/26/2009 | 05:00 PM MANILA, Philippines - Three barangay security officials (tanods) were killed in a road accident Sunday while they were being chased by policemen in the southern Luzon province of Laguna, a police official said Monday. Chief Superintendent Perfecto Palad, head of the Calabarzon Police, said the three were being chased after allegedly killing Adolfo Malipo, councilor of Sto. Tomas town in Batangas province, in a traffic altercation earlier in the day. Palad said the three – Arcadio Mendoza, Antonio Mendoza and Teodoro Ramos, all security officials of Barangay Santisimo Rosario in San Pablo City, Laguna – died when the vehicle they were riding figured in a head-on collision with a passenger jeepney in Alaminos town. Arcadio Mendoza and Ramos died on the spot, while Antonio Mendoza succumbed to serious injuries at the Pagamutang Panlalawigan ng Laguna in San Pablo City. Palad said two other suspects were injured in the accident, namely Jimmy Corales and Rodante Mendoza. Corales is now confined at Pagamutang Panlalawigan ng Laguna while Mendoza was transferred to the Philippine General Hospital in Manila. Both Corales and Mendoza are under tight guard as they were tagged responsible for Malipo’s death, Palad said. Manhunt operations, meanwhile, were launched to arrest two other suspects, namely Renato Ulan and Renato Hernandez, also security officials of Barangay Santisimo Rosario. Prior to the incident, Palad said the suspects shot it out with Malipo over a traffic altercation along the national highway in San Andres town, also in Laguna. Malipo, who died a few hours after he was taken to the Pagamutang Panlalawigan ng Laguna, was on his way home when he figured in a traffic argument with the suspects, who were on their way back to San Pablo City after attending a fiesta celebration in Sto. Tomas, Batangas. “After the shooting incident, the barangay officials and tanods on board their patrol car quickly escaped towards San Pablo City. Policemen of Sto. Tomas Police Station on board a mobile patrol were informed about the shooting incident. They responded and chased the suspects," Palad said. “Unfortunately, along the national highway at San Andres, Alaminos, the barangay patrol car rammed into an incoming passenger jeepney driven by a certain Noli Batolinao Asis," he added. Palad said he had already ordered the conduct of paraffin test for the two injured suspects to determine if they were among those who shot Malipo. Senior Superintendent Percival Barba, Pangasinan provincial police director, said the village chiefs agreed to return the government-issued shotguns during a meeting led by provincial governor Amado Espino Jr. on Monday. Barba said the 1,300 shotguns were issued to village officials 2 years ago. He said the shotguns were supposed to provide additional protection to the villages. He said the village officials have agreed to recommendations that the shotguns be placed under police custody for the whole duration of the election period, which ends on June 9, 2010. The Commission on Elections has started the implementation of the nationwide election gunban. The Philippine National Police said 71 violators have been arrested in checkpoints. For me, this is not a Good idea because they(PNP) are professional in handling weapons such as Shotguns....Better just armed them with Airguns or High FPS Airsoft guns (AGM L96 Springers).... |
