Since there is a thead about PNP SAF and SWAT, is there a special unit of the NBI, like their own swat team like the FBI Hostage Rescue Team.

I think it will patterned after the FBI-ATF.

Dapat lng naman.

They should get their own choppers and APC as well.

There was a case wherein an NBI team was to serve a warrant against a PNP station comdr. The NBI failed to fulfill its mission since the officer's men prevented the NBI team from entering the station at "nagkatutukan na lang".

In the end, yung pulis officer nagsabi na sa CRAME n lng daw siya susuko. Seemed like diniktahan yung NBI ng abusadong pulis.

Kung ako lang yung Mayor nuon. Palulusob ko RSAU. Di pupwede magmatigas sa batas. Kung may kaso ay harapin mo. Di pupuwede na yumuko pa sa yo ang batas.

Problem was outgunned yung NBI.

Kaya with the APC and the choppers, the NBI may finally get more strength to serve its duty upon anyone who violates the law.

Seems that there was a lapse of protocol on the serving of the Warrant of Arrest.

The NBI should have coordinated with the PNP hierarchy in Camp Crame before attempting to serve the Warrant in the same manner as these two outfits coordinated with each other in other normal cases of operation.

During my time there was an existing Memorandum of agreement between the two law enforcement agencies outlining guidelines to be strictly followed when investigating or serving arrest warrants involving elements of both organizations to prevent hostilities and confrontation.

I could no longer recall the full text of that mutual agreement between the two agencies. However, the purpose is to observe proper coordination so that overlapping of task and function can be avoided.

Ex. The PNP cannot just barge or storm into any office of the NBI to serve a Warrant of Arrest to any of it's members without official coordination with the Chief or head of the administrative Division and vice-versa.

As I mentioned, the prime purpose is to avoid any untoward hostilities and confrontation.

Depending on the aftermath of the protocol, the subject of the WA will be surrendered or brought before the the court by his superior officer or by the arresting officer depending on what is mutually agreed.

huh?

we must understand the function of the NBI, investigate, prosecute and convict. the heavy weapons are there just in case. I don't see the point of giving them APCs and Choppers, they are not a mechanized infantry unit.

that's if in case the PNP officer disobeys the rule of law even if there's been the required PNP-NBI coordination.

the APC and choppers (not attack choppers but simply police choppers) will also be used when arresting teros and big-time syndicates like the well armed KFR and bank robbers.

The reason why the NBI has no gears like the choppers, APC, and other military style assets or gadgets is because they are the elite civilian law enforcers in the field of investigation & prosecution of high profile cases and they are not the front-line law enforcers who are dealing with all types of criminalities in a day-to-day basis like the role of the PNP.

However, the NBI can at anytime request for back-up from the police and the military depending on the urgency of their operation, and there are also instances where there is a joint NBI & Police operation depending on the requirements of the mission.
