Taiwan protests to Philippines over skipper's death

TAIPEI -- Taiwan Tuesday made a strong protest to the Philippines for what it called the improper use of weapons, after a Taiwanese fishing boat skipper was shot dead off the northern Philippines.

"The foreign ministry has filed a strong protest while summoning the Philippines' deputy representative to Taipei," foreign ministry spokesman Michel Lu told reporters.

The 68-year-old skipper of the 16-tonne "Manchunyi", Chen An-lau, died when a group of men fired on his boat off Luzon island on Sunday, Taiwan's coastguard said.

Chen's brother, who was wounded in the attack, was transported back to Taiwan by coastguards for treatment Monday. Two other sailors on board, both from China, escaped unscathed.

Television footage showed the boat riddled with dozens of bullet holes.

Lu quoted Taiwan's representative in Manila as saying that the Philippines had admitted firing on the boat for alleged poaching in its waters.


- i never knew that the Philippine Navy had been involvement in this incident. do we have any clarification as to which PN ship engaged the Taiwanese fishing vessel which caused the death of the ship's skipper?

I believe the rules of engagement for PN and Coastguard....1st they will radio-in the Would-be apprehended boat to STOP, if not they will Fire a WARNING SHOT. Fire only when you are fired upon.....

Maybe thats the reason why the Taiwanese boat is riddled with bullets. Sometimes those Chinese fishing boats are armed also and doesn't respect our Law Enforcers thinking that we are a WEAK country than them.

May be we should further deploy additional patrol crafts to that areas. PN and PCG are not doing some a good job in their duty. Poacher's should be scared and detained.

Either the Taiwanese resisted arrest and fired at the apprehending Navy craft .. or.. the Navy didn't follow the ROE.

But I surmised that the first case is what really happened.

Why? The Taiwanese are often armed and they might have thought that our Navy TODAY is as corrupt and weak as before. DATI KASI YAN ANG RAKET NG NAVY TEAMS SA NORTE. KOTONG BOYS SA TAIWANESE POACHERS. Ewan ko lang kung di nagkabayaran ngayun kaya pinutukan. Well, SANA malinis ang konsensya ng mga Navy team na sumagupa sa poachers.

Have our Navy guys really improved now? I meant, really changed for the better ?

Well, that's part of the assumption. But I'd rather believe they really have.

MATAGAL NA YANG TAIWANESE POACHING NA YAN SA NORTE. 80's pa yan. Ang masama mas malaki pa bangka ng Taiwanese at mas maraming nahahakot na isda kaysa sa locals. May mga tripolanteng Pinoy pa na pinapatay sila at di nairereport sa atin. Hinahagis na lang sa tubig para ipakain sa pating. Nakakatakot pa naman ang waters sa Cagayan. Shark infested talaga.

Time to teach these poachers a lesson.

Don't any of you guys recall when there was another Navy Clash- I think back in 1995 or 96 in the Spratleys when the Rajah Humabon encountered a mainland Chinese patrol boat (PLAN) and shots were exchanged?

Do any of you guys have a link or a page I can look up? I've had no luck finding such an article- let alone one with pics.

Not the first time Taiwan and Philippines fired at each other. One incident... long long ago, Marcos sent Marine units to recapture one island in the Spratleys held by the KMT, but was sent back. Don't know about any casualties, but this has been kept quiet cause I haven't heard much about it.

I don't know if I'll be telling the same incident, but I remember there was an encounter between chinese smugglers near Subic. There was a firefight and our PN personnel could see in their NVG that those guys were armed with AK's. A blocking force intercepted the vessel and they could see those smugglers throwing their guns in the water. They were apprehended and towed back to Subic. Inspection made shows lots of smuggled cigarettes and further check, a communication equipment (military) was found. The guns were not recovered due to the depth. And when it was shown in the TV, I saw the vessel similar as to this:

It looks more of a former chinese patrol craft, stealthy and fast. This photo was taken in the South China Seas by a tanker crew. It was attempting to get near them but failed. Many reports of similar incidents are being received such as a patrol vessel, flagging a slow moving ship and before they knew it those were pirates and are taking over the ship and brought to undisclosed places. Ship cannibalized, cargoes stolen, crew either ransomed or killed. Some reports says they are actually military or in cahoots with the military.

I think I've posted a similar topic with links but just can't find it... still searching.

That vessel looks more like a Fast Attack Patrol Boat without flags and insignia...Its impossible for a just simple pirates to acquire such boat...I have a doubt that these are not pirates but Chinese PLAN Covert agents doing espionage within these regions.

They are too rich for pirates operating a vessel like that. So its right that our Navy and CG won't show no mercy for those poachers. Do things by the book and don't let their guards down even if things calms down.

Still we shouldn't take things for granted or someone might shoot at their back.

These means that we need more patrol boats such as PKMs and 78Ft. Halter-class patrol boat to raise our flag and assert our sovereignty.
