Russian Weapons for Southeast Asia

The arms market in Southeast Asia is one of the biggest in the world. According to the journal Moscow Defense Brief, there has been a tendency in recent years to speak of Malaysia, Indonesia and Vietnam as the bloc of countries there that buy Russian arms. Since 2003, those countries have signed contracts with Rosoboroneksport worth almost $1.5 billion. “The growing power of China is a stimulus for the countries of Southeast Asia to buy weapons,” Dmitry Vasilyev, an expert at the Center for the Analysis of Strategy and Technology, told Kommersant.

Russian fighter planes are in greatest demand in the region. Malaysia was the first in the region when it purchased 18 MiG-29 fighters for $550 million in 1994. General director of the MiG Corp. Alexey Fedorov told Kommersant that “ten years after the sale, the battle-readiness of the Malaysian MiG-29 fleet was 70 percent higher.” In 2003, Kuala Lumpur concluded a contract with Rosoboroneksport for $900 million to purchase 18 Su-30MKM heavy bombers made by the Irkut Co. Delivery of those planes is to start in 2006. In addition, Indonesia, which received two Su-27SKs and two Su-30MKs in 2004, is planning, Kommersant has learned, on buying eight to ten more of the same machines made at the plant in Komsomolsk-on-Amur. Experts estimate that deal to be worth $350-450 million. Vietnam acquired four Su-30MKs for $110 million in 2004 as well. Irkut president Oleg Demchenko stated before the LIMA 2005 airshow that a contract would be signed at the beginning of 2006 for the delivery of 12-18 Su-30MKI fighters to Thailand for $600-900 million.

Moscow is also planning to increase other deliveries to Southeast Asia. The Almaz-Antei concern, which is delivering two divisions of S-300PMU-1 antiaircraft missile system to Vietnam this month, expects more orders from Hanoi. Vietnam remains a major customer for naval hardware as well. A $120-million contract signed two years ago is being carried out to deliver two large Molnia 12418 missile boats and carry out the licensed assembly of eight more there. Kommersant has also learned that Rosoboroneksport has expects to reach a $200-million contract with Hanoi for two Gepard 11661 patrol boats before the end of the year. They will be made at the Zelenodolsk plant in Tatarstan.
