House Deputy Majority Leader Antonio Cerilles today called on the House leadership to prioritize his proposal to modernize the country’s air force through the creation of the Philippine Air Force Academy (PAFA) in light of the recent decommissioning of the military’s 10 remaining units of F-5 of Freedom Fighter planes.

Cerilles said the decommissioning of the F-5 planes was an indication of the lack of training of Philippine Air Force pilots to also include the maintenance of air force planes.

“The establishment of the PAFA assures the Filipino people that we will be producing competent air force officers who can protect our entire archipelago. Definitely the PAFA shall be equipped with the most modern or the latest technology in the field of air defense and aviation,” said Cerilles.

Cerilles said his proposal embodied in House Bill 4605 seeking the PAFA creation will give life to the Constitutional provision to protect the life, liberty, and property of every Filipino since one way of making the people safe in their homes is an assurance that they have well-trained Air Force officers.

“The policy of the State is to keep up with the demands of global competitiveness and protect the country from the danger posed by terrorism and external threats, to promote the safety of life and property of its people, and safeguard its resources and defend the national territory,” said Cerilles.

Under HB 4605, those admitted in PAFA shall complete their baccalaureate degree of Bachelor of Science in Aviation major in Avionics, minor in Aircraft Maintenance to become a PAF officer.

The bill provides for the abolition of the present PAF Flying School, PAF Officer candidate School, and PAF Technical School and the absorption of their functions by the PAFA, including their equipment, facilities, and qualified members of the faculty and administrative personnel as the case may be.

Furthermore, the entire 100-hectare area of Benito Ebuen Air Base in Mactan, Lapu-Lapu City, including its ground and facilities, shall become the site of the PAFA the bill provides.

The bill also provides for a PAFA Modernization Fund to be collected from tourists and non-tourists traveling abroad who shall pay P50 for using the facilities of the country’s international airports, in addition to the existing fees and charges being collected from them.

The PAFA shall be headed by a superintendent and its performance shall be assessed every year by an Academy Board chaired by the Secretary of National Defense under the bill. The board shall fix the admission quota every year and propose academic subjects and trainings depending on the present needs or situation. To qualify for admission in the PAFA, one must be single, natural-born Filipino, 18 to 21 years old, and pass the entrance, physical, and psychological tests.

I don't think this should be the priority, the current setup of the PAF Flying School is still okay to me, what should be filed is a bill prioritizing and fasttracking the purchase of new MRFs for the PAF.

In any case, I just hope that among the provisions of the bill will be the purchase of new trainer aircraft.

I think the congressman is wrong on this one. Right now you have Basa pilots well on the way to becoming single digit handicap golfers simply because they do not have enough planes to fly. Besides this is not the first bill to try and establish an Air Force Academy. First was by now Senator Angara, then more recently by Senator Ping Lacson then now this.

Duminus is right, the PAF Flying School/OCS setup is more than sufficient for our present needs or for that in the next 5-10 years. Despite what has been said about the Flying School Cadets, they are still a more cost efficient means of getting pilots into cockpits. The entire aviation cadet training expense is centered around flying. Those who think that training officers who come from service schools like PMA, OCS or direct commisions are less expensive are conveniently forgetting that training officers to fly still costs over -P-1.3M+. Training Aviation Cadets to fly costs only fractionally more, around -P-1.6M+. I wish I could get more updated info on this as these figures were from the mid-90's. The real downside of the Aviation Cadet program is that you get a caste system in the officer corps, you have the pilots and the non-pilots. The OCS setup, ideally, should negate the effects of these because training them alongside one another during OCS should give them mutual respect for one another, regardless of specialization.

My take is improve on the OCS, get foreign instructors if necessary. You dont need an Air FOrce Academy to have a first rate Air Force. Teach OCS candidates the basics, then introduce more concepts, applications, technologies etc as they move through the line units be it flying or non-flying.

Also, get native english speakers as language instructors. I saw one of the threads in the PMA heading commenting on the "quality" of either spoken or written english. Unfortunately, the PAFFS also did this, they called it "Aeronautical English". For a degree holder who has been through four english compulsory courses, plus some more in english lit, this was simply pure hell. A newly minted 2ndLt would then use "Aeronautical English" as instructed only to notice that only the 2ndLts would be using it. Everyone else was using a more normal form of english.

Even if all the aircrafts and helicopters of the PAF are working, there should only be one military academy. The AFP is not big enough to warrant each service's own academy.

and i think the proposed age limit is to young for a pilot, many will not be out of college in that age

We need a PAF, an effective operational one like having fighters. Everyone is right, PMA, OCS and direct commissioning is still enough to fill out our flying slots. When we have say more planes to fly than pilots to fly them then let's start thinking of an academy. PAFFS trained pilots are still good enough. Just look at the PAF in the 1960's and 70's.

Isipin muna kaya ng gobyerno natin kung paano BIGYAN O MAGKAROON NG MRF ang mga piloto natin sa PAF. Kailangan ng piloto at bansa natin ay MRF. Peace to all.
