So does this mean that this is the negative effect of opening the BF Homes gates as Friendship Routes? And some of those gates are now manned by Barangay Tanods. and even the Barangay Chairperson is planning to get their "own funds" by issuing friendship route stickers which seems to be ridiculous. I remember this was the issue why the Mayor took over from the BF Homes management, If that was a Friendship route then it should be free just like what Las Pinas did. Anyway, even if there were guards at BF Homes, crimes still happened like the Vizconde Massacre and the BPI Family bank robbery which resulted to the death of a Police Officer. |

Stolen van of slain student recovered; 1 killed, 4 held By Marlon Ramos Inquirer CAMP VICENTE LIM, Laguna -- (UPDATE) A suspected carjacker allegedly behind the killing of a nursing student in Parañaque was killed in a shootout with police while his four companions were arrested Tuesday morning in the northern province of La Union. The stolen vehicle of nursing student Richard Capili was recovered in Sto. Tomas town, in La Union on Wednesday, reports reaching the Parañaque police said. Chief Superintendent Prospero Noble, chief of the Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) police, identified the slain suspect as Esteven Liwanag. The police withheld the names of the four arrested persons. Capili, 19, was shot dead by three gunmen in front of a mall on Gil Puyat Street corner President’s Avenue, at around 6:30 p.m. last Sunday. They took the gray Toyota Revo van the student was driving. Senior Superintendent Aaron Fidel, intelligence chief of the Calabarzon police, said they were conducting operations in La Union after receiving information that a group of carjackers was about to sell a stolen silver Toyota Revo from Cavite. He said the information they got was that the vehicle belonged to a certain Maribeth Legado. The vehicle was flagged down at the national highway in Patac village, Sto. Tomas, La Union around 2 a.m. on Wednesday. The four arrested suspects were inside the vehicle. Fidel said Liwanag was with three other men on board the suspects’ backup vehicle, a maroon Toyota Revo, which avoided the checkpoint after noticing that their companions were arrested. Fidel said Liwanag’s group fired at the policemen, triggering a shootout. A running gunbattle ensued for a few minutes. The vehicle was abandoned by the suspects about 400 meters away from the checkpoint. Liwanag, who was left behind in the vehicle, later died in a hospital. His three companions escaped. Fidel said they later learned that the recovered silver Revo, which bore the plate number XCJ 218, was actually Capili’s (which had the plate number WRY 883). He said the plate XCJ 218 belonged to Legado’s Revo, which has yet to be recovered. Fidel said the recovered Revo was brown. However, the initial report of the Parañaque police on Sunday’s carjacking incident said Capili’s Revo was colored “black or gray.” Capili had parked in front of a mall to wait for his sister when three men boarded the van. Carjack-slay suspects tagged in armory raid By Rhodina Villanueva The Philippine Star 02/21/2006 The suspects in the killing of a 19-year-old nursing student in a carjacking incident in Parañaque City last week are part of an organized group that operates in southern Metro Manila and nearby provinces. This was revealed by Superintendent Ronald Estilles, Parañaque police chief, as the local government officials and police presented two suspects in the killing of 19-year-old nursing student Richard Capili. A third suspect was killed by Traffic Management Group-Region 4 officers in La Union last week. The Pasay police said that the suspects were part of the group that forcibly took over 30 firearms from the Dasia Security Agency. "These carjackers strike in southern Metro and several Southern Luzon provinces. After lying low, they sell some of the cars they stole. However, when a big operation is to take place, they would use the rest of the stolen cars," Estilles said. Senior Inspector Glen Tigson, chief of the Parañaque Police Investigation Division, said they also received information that the suspects were remnants of the Kuratong Baleleng Gang. "This group originated from Panaon, Misamis, where the roots of the Kuratong Baleleng can be traced," he said. Police added that the suspects’ counsel was also the one who handled the Kuratong case. Lawyer Jose Bawalan also reportedly defended the suspects in the rape-slay of Betty Sy in November 2003. Roberto Pepito, 46, and Raymond Bongabong, 30, both of Las Piñas City were presented by Parañaque Mayor Florencio Bernabe to media yesterday. Their cohort Estiven Liwanag, of Tondo Manila, was killed in a shootout with officers of the TMG-Region 4. Bernabe likewise awarded the P200,000 reward money to the TMG operatives, led by Senior Superintendent Mike Saturnino. Senior Police Officer 3 Danny Unico of the Pasay police, said a witness possibly identified Bongabong as one of the suspects in the Dasia armory heist on the evening of Dec. 31, 2005. The group managed to take some 35 M-16 rifles, 15 shotguns and 15 bulletproof vests in the raid. Last Feb. 12, the suspects shot dead Capili in an attempt to steal his black Toyota Revo along President’s Avenue in Parañaque. Capili was inside the vehicle waiting for his sister at the LBC Landco Center Mall when the suspects struck. Estilles said they are hunting two other suspects after Pepito and Bongabong admitted their roles in the carjacking. TMG, NCRPO to synchronize anti-carjacking campaigns By Cecille Suerte Felipe The Philippine Star 03/23/2006 The Traffic Management Group (TMG) and the National Capital Region Police Office (NCRPO) have teamed up to synchronize their anti-car theft and carjacking campaign, particularly in Metro Manila. TMG director Chief Superintendent Errol Pan met with all anti-car theft units in Metro Manila under Director Vidal Querol "to harness the cooperation between the TMG and the local units in the crackdown against carjackers." "The meeting is aimed at synchronizing and integrating the PNP anti-carnapping effort and to further enhance the reporting system when it comes to carnapping incidents in Metro Manila," Pan added. During the conference, which the TMG chief described as "an anti-carnapping family coordinating conference," officials discussed the updated list of known gangs, especially those targeting luxury cars and SUVs and taking them at gunpoint. Pan said other gangs target vehicles, mostly motorcycles, left unattended by owners. The TMG chief also made mention of a particular group of car thieves posing as policemen. At least four groups are being monitored in Metro Manila by the TMG. "We want to totally involve all police districts and stations in Metro Manila in the government effort to stop car theft," said Pan, who said this was in compliance with the directive of President Arroyo and Philippine National Police chief Director General Arturo Lomibao to address car theft incidents. The President had ordered Lomibao and the TMG to give extra attention to car theft cases, which had reached alarming levels with at least three to six vehicles being stolen daily. Under the term of Pan’s predecessor, Chief Superintendent Augusto Angcanan, a number car theft groups had been neutralized. First, the TMG should clean and clear it's closet from elements who are in cahoots with the vehicle thieves, because if these scalawags are still in the background there is no success that can be expected in the integration scheme. Otherwise they are only integrating the undesirables that would only aggravate the situation (proliferation of carjacking). |

Cars stolen in Metro Manila are sold in Mindanao - TMO Collusion among carnappers, LTO personnel eyed By GERRY L. GORIT CAGAYAN DE ORO CITY — Now it can be told: Motor vehicles carnapped in Metro Manila are sold in Mindanao. Three luxury vehicles that were recovered recently by operatives of the Traffic Management Office (TMO) in this city were found to have come from Metro Manila, Supt. Felixberto M. Castillo stated in his report to TMO director Chief Supt. Errol T. Pan. The carnapped motor vehicles were surreptitiously shipped from the Port of Manila and transported to various parts of Mindanao. Castillo, who heads the Region 10 Traffic Management Office (RTMO 10) here, said the three carnapped motor vehicles belong to Pepsico Inc., Rizal Commercial Banking Corp. (RCBC), both based in Makati City, and Merisant Sweetener which is based in San Juan, Metro Manila. The Honda CRV vehicle of Merisant Sweetener was reportedly stolen in San Juan on April 21, 2002 and was recovered by RTMO 10 personnel last on March 9, this year, in Barangay Carmen, this city. Last Jan. 27, RTMO 10 operatives intercepted a Mitsubishi L200 cab belonging to RCBC Makati on the national highway in Barangay Bulua, this city. It was stolen on April 30, 2001 while it was parked in Angeles City. Last Jan. 16, , RTMO 10 agents spotted the Mitsubishi Pajero wagon owned by Pepsico Inc. with a fake plate number at a parking lot of Limketkai Mall in this city. The vehicle was stolen in Makati on May 17, 2000. Castillo said all the three recovered vehicles have Land Transportation Office (LTO) registration papers. The vehicles owned by Pepsico and RCBC Makati were carrying registration papers processed at the LTO office in Marawi. Merisant Sweetener was registered at LTO office in Samal, Davao. He said that since last year the RTMO 10 has recovered eight motor vehicles whose owners are all residents of Metro Manila. "I wonder why these carnapped vehicles from Metro Manila were able to slip through the supposedly strict processing of shipment clearances," he said. Castillo said, however, that since the suspension of the issuances for clearances for shipment of motor vehicles, as provided for under Section 11 of the AntiCarnapping Act of 1972, the carnapping trade has become lucrative. Before shipment clearances are issued, strict inspection of the motor vehicles, motor vehicle engines, engine blocks, chassis or body numbers are supposed to be done. But this was stopped because of the suspension order issued by the Office of the President. The RTMO 10 head said that on the regional and local levels, they are now looking into the possible collusion among the carnappers, buyers of stolen vehicles and LTO personnel as well as fixers. What drag my nuts into confusion is why the heck did the Executive Office suspend Sec.11 of the Anti-Carnapping Act of 1972 ? It was the most protective part of the Act that minimizes carnappng that was the very purpose of the Act or law. This is an exercise of a lost logic except when they can prove that the purpose of the suspension can outweigh what ever negative result it can cause ( like the present proliferation of high profile vehicle theft ). Why would Sec.11 of the 1972 Anti-Carnapping Act not be restored ?

Zero incidents recorded since carjacker’s arrest The Philippine Star 04/10/2006 The Quezon City Police District (QCPD) reported yesterday zero carjacking incidents in the city since the arrest of rogue cop PO2 Arnold Adto in Bocaue, Bulacan last March 29. QCPD director Chief Superintendent Nicasio Radovan said his men are vigorously pursuing cases against Adto, whose arrest has forced his cohorts "to lie low while the heat is on." "What is significant is that there have been no carjacking cases in Quezon City since the arrest of Adto, tagged as the leader of a carjacking gang operating in Metro Manila and nearby provinces. According to Radovan, his men have the list of Adto’s "contact persons," which had been taken by the Intelligence Group (IG) of the Philippine National Police (PNP) from a cell phone confiscated from his possession at the time of his arrest. "We have the names of people he was frequently in contact with. We are exploiting this in the hope of getting his accomplices in his gang’s illegal activities like carjacking," said Superintendent James Brillantes, QCPD intelligence officer. Brillantes admitted they are hot on the trail of a police senior inspector (captain) and three enlisted personnel believed to be the cohorts of Adto in carjacking operations. "His cohorts appeared to have lied low, thinking that Adto would spill the beans on them," he said. Brillantes said the two-week lull in carjacking incidents in Quezon City only confirms reports that the gang is behind the rash of criminal activities. However, the QCPD intelligence chief pointed out that there were four parked vehicles stolen during the said period. Adto was arrested on board a Five Star bus near the Bocaue exit of the North Expressway last March 29. He was on his way to his hometown in Capas, Tarlac. The officer was tagged in the carjacking of a Toyota Fortuner last March 25 and a Toyota Hi Lux four days later in Quezon City. Two of Adto’s accomplices in the carjacking of the Fortuner were slain in a shootout with a Special Weapons and Tactics (SWAT) team of the Rodriguez, Rizal police last April 1. Brillantes said Adto, a member of the Doce Pares gang, composed of active policemen, is facing numerous carjacking cases not only in Metro Manila, but also in the provinces of Central and Southern Luzon. His total bail bond is now at P1 million. Brillantes said the Traffic Management Group (TMG) in Pampanga had also coordinated with him and pinned down Adto in a carjacking case early this year. Senior Superintendent Felipe Rojas Jr., intelligence chief of the National Capital Region Police Office (NCRPO) said summary dismissal proceedings against Adto is now underway. "We are still conducting a record check against him so additional charges could be initiated," Rojas said. QCPD’s verification with the National Bureau of Investigation (NBI) revealed that Adto also faces murder cases in Tarlac and in Nueva Ecija as well as estafa cases in Manila and Pasay City. "He is involved in several types of cases all over Luzon," said Brillantes.
