Major overhaul of P1.053-trillion nat’l budget seen By BEN R. ROSARIO Local government units will get a bigger slice of pork barrel allocations granted by the Arroyo administration as compared to the combined funding for congressmen and senators who are the usual beneficiaries of the fund. This was gathered during the initial budget hearing in the House of Representatives even as administration and opposition lawmakers predicted a major overhaul of the R1.053-trillion proposed budget for 2006. In a press statement, Bulacan Reps. Wilhelmino Sy-Alvarado and Reylina Nicolas, both vice chairpersons of the House Committee on Appropriations, said the makeover in the budget will be triggered by the fate of the Expanded Value Added Tax Law, the implementation of which is still up to the Supreme Court. On the other hand, opposition Reps. Teodoro A. Casiño (Bayan Muna) and Crispin Beltran (Anakpawis) said the government made macroeconomic assumptions that are based on the wrong formula and are unrealistic. "In other words, the R1.053-trillion 2006 budget is unrealistic. It is based on a bloated tax collection for a bloated economic forecast. Government will eventually borrow more and impose more taxes just to fund this dream of a budget,’’ said Casiño. The R6.2-billion pork barrel that government intends to distribute to fund projects of congressmen and senators pales in comparison to the R8 billion that local government units will receive on top of the R166-billion internal revenue allotments. However, Budget Secretary Romulo Neri said that the national government still owes LGUs some R17 billion based on a Supreme Court ruling on the computation of the IRA. "They may have more funds next year,’’ Neri told the appropriations committee during yesterday’s hearing. Opposition stalwart Rep. Ronaldo Zamora (PMP, San Juan) said LGU officials who supported President Arroyo in defeating an impeachment attempt will reap more favors from Malacañang through projects in their respective jurisdiction. Zamora cited the "Healing the Wounds of Edsa’’ fund which has a total allocation of R46.8 billion. A verification showed that the amount had been broken down to various local government projects. The R8 billion LGU pork has reportedly been placed in the Kilos Asenso Support Fund worth R5 billion and the Kalayaan Barangay Program fund with R3 billion. Meanwhile, Alvarado and Nicolas said the deferment of the implementation of the EVAT law will change the "budget’s complexion.’’ "How can we sustain this proposed budget when the EVAT is hanging in the balance?’’ Nicolas asked. Beltran, a member of the pro-impeachment team, said that despite a 16.05 increase in the budget for next year, "the Filipino poor will still benefit very little from it.’’ "While it is true that the fund for social services increased by R39.6 billion or 15.6 percent, the defense allocation was increased by 18.17 percent or R8.33 billion. The increase in the defense budget is almost as big as the proposed budget for the entire judiciary, the third branch of the government,’’ he added. ----------------------------------------------------------------------------------------------- I can name 1 guy right now if im given task by the AFP. the funds could be used as "prizes" to the pro-Gloria governors and mayors. the administration already "paid-off" the anti-impeachment congressmen! ![]() ...damn... i'm just waiting for the COUPsina to finish the "main course" to be served to Malacañang and Congress.

From reading a lot of military articles and stuff, here is what I gathered. The old ships we have in the PN are more costly to operate, especially the bigger ones like the barnegats. Reliability problems is another factor, aside from being so expensive to operate, they broke down often so hence the PN had to five it up. I was sad to see the big ships of the PN go. I was lucky enough to get to see the Andres Bonifacio when it was moored half sunk at the PN. They finally moved it to scrap some where else. |

The real story about it the "paid off blues" is that the national goverment owes P117 billion IRA to the Local Government Unit entire the country. Imagine that amount. They supported PGMA so that the IRA will be released as soon as possible.Its been pending for a long time.Many projects are on hold due to the budget cut that was implemented in 2005. AnD the real "Kawawa" here are the congressman because they accpeted to lower their CDF or the PORK and the Senators are the most boostfull in their PORK allocation. |

This is the reason why we really need to get newer ships. We arent saving cash but wasting the same if we continue on using these WW2 ships. These ships are too old, sluggish and insufficiently armed compared to newer ones. Our better option is to get newer ones instead, which is a COST-EFFICIENT remedy. |

we really need to replace those World War II vintage ships with new ones. i agree with flipzi's opinion that the Philippine Navy is not really saving money (that is, these jurassic ships spend more time in the drydocks than at sea) in maintaining the Cannon class DE, Auk and PCE class corvettes and World War II-era LSTs. however, what we have to watch out for is the fact that there are some government and military officials and private citizens who are after "large commissions" in every deal that the PN or any other unit of the AFP that will enter into. we have so many "contractors" in this country, you know...
