Manila, Philippines – The Philippine National Police (PNP) ordered yesterday its uniformed personnel to refrain from hanging out in what it described to be houses of ill-repute and warned of consequences if they are caught.

Senior Superintendent Generoso Cerbo Jr., PNP spokesperson, said the houses of ill-repute include nightclubs, casinos, and even gambling areas like cockfighting arenas.

“We strongly advise our personnel not to go to these areas, these areas are prohibited for us based on several instructions from the PNP leadership,“ said Cerbo.

The official explained that even being off-duty or not in proper uniform, all policemen are barred from entering the establishments as part of the measures to improve the integrity of the organization.

Cerbo then urged the public to report to the police any instances of any policeman, whether or not in police uniform, hanging out in beerhouses, nightclubs and gambling places.

MANILA, Philippines – The Philippine National Police (PNP) has created a new unit tasked to look out for policemen engaged in illegal activities.

PNP Spokesperson Sr. Supt. Generoso Cerbo said the newly created Special Concerns Section under the PNP's Intelligence Group will be headed by Sr. Supt. Noli Ozaeta.

The Special Concerns Section, created out of the IG's counter-intelligence unit, is tasked to identify policemen involved in illegal activities.

Cerbo said the new unit has been given the power to capture policemen found to be using their positions in conducting illegal activities.

PNP chief Director General Alan Purisima had expressed dismay over the performance of the counter-intelligence unit amid allegations that Supt. Hansel Marantan, an intelligence officer in the Calabarzon region, perpetrated a rubout in Atimonan, Quezon last January 6 that left 13 men dead. – report from Edwin Sevidal, dzMM

To me, I am very skeptical if the PNP can improve the policing of their own ranks unless there is a legislative measure to change the present system which is proving to be worse than the previous set up. My recommendation is for the police to be under the Department of Justice so that there will be proper supervision in terms of police integrity and efficiency rather than supervised by politicians and looked after by the police themselves.
