They are just repeating the right procedure that should have been done that will eventually vanish into the thin air when politicians interfere. It can only be realized when politicians will be stripped off of their power to intervene the official affairs of the PNP. |

I agree. Gen. Razon should formulate rules that will totally remove the chances of politicians intervening in the selection of PNP posts. Officers getting the posts through proper screening of candidates picked from the entire pool will guarantee that only the most qualified will LEAD the team... and not the dirty guy this crooked Mayor wants. |

The sad thing is Mr. Razon can't do anything about this. It is the politicians themselves thru legislative measures. And they are obviously reneging themselves to address any measures as it will kill their own intentions. |

PNP vows to change 'parade of suspects' rule The Philippine National Police on Tuesday said it will act on the existing policy of presenting criminal suspects to media while clad in the familiar orange T-shirt printed with the words "POLICE DETAINEE." "It can be changed. That's a good observation and it's being studied to become a policy," said Director Geary Barias of the National Capital Region Police Office. Barias, speaking on behalf of PNP Director General Avelino Razon, the police leadership will try to balance the dissemination of information to media while at the same time protecting the rights of suspects. "Maybe their (suspects') faces should remain covered because they might be absolved later," he added. With regard to the dressing down the PNP got from Chairwoman Leila de Lima of the Commission on Human Rights, Barias had this to say: "This should be good for all of us. It's only right that we should also hear negative comments from time to time." He also said that constructive criticism is good for the PNP. "It's not good to hear kind words all the time because we might be only kidding ourselves." Not true all the time Barias, however, said that allegations that the PNP is the country's top human rights violator may have been put out of context. For one, the criticisms were based only on allegations. He said that while the PNP receives a lot of negative publicity due to alleged violations of its personnel, these are mere allegations unless proven. Despite these, Barias said that the PNP is acting on complaints and doing everything it can to uplift its image. "In fact, once a police recruit enters training, we already have a projects on human rights," he said. "Last year, we established the human rights desk to act on complaints of human rights violations," the Metro Manila police chief added. PNP earns ire of rights chief On Monday, de Lima reprimanded the PNP for its alleged failure to observe human rights. In a flag-raising ceremony at the PNP headquarters in Camp Crame, Quezon City, de Lima stressed the need for the police to respect human rights in its operations. De Lima brought up cases where human rights abuses were allegedly perpetuated by law enforcers, including the "Kuratong Baleleng" massacre, the Ortigas Center rub-out and the killing of suspects in the Rizal Commercial Banking Corporation robbery in Laguna. De Lima also criticized the way PNP presents its crime suspects before the public. On many occasions, suspects are dressed in detainee T-shirts and are required to line up in front of media cameras. De Lima said this is a bad practice since police should assume suspects are innocent until they are proven guilty. She said CHR will continue its investigations into complaints involving police officers. The local government has more to say on PNP affairs as mandated by Republic Act 6975, Section 51, also known as - AN ACT ESTABLISHING THE PHILIPPINE NATIONAL POLICE UNDER A REORGANIZED DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT, AND FOR OTHER PURPOSES. When a suspect is exposed to public ridicule his constitutional right to be presumed innocent until proven guilty has been breached. This scenario can only be seen in countries under despotic regime. |

No more parading of suspects by cops Edith Colmo BACOLOD CITY — Following the order of newly-installed Philippine National Police (PNP) Chief Jesus Versoza, Negros Occidental police director Sr. Supt. Rosendo Franco said he will no longer allow suspects to be paraded like in a firing squad during media briefings. As stated by the Commission on Human Rights, the practice of policemen to parade the suspects wearing orange T-shirt printed with "DETAINEE," is a violation of the basic human rights of a person. The same practice is also done in some police stations in Negros Occidental. The PNP has reactivated the Human Rights Desk in police stations, as part of human rights development program. It aims to make the police organization as human rights protector. Records at the local office of CHR showed policemen topping the list of human rights violators. PNP chief to cops: Stay away from nightspots - or else 10/13/2008 | 04:20 PM MANILA, Philippines – Policemen caught inside bars and other similar nightspots without being part of any official operation will be sent to retraining or dismissed, according to Director General Jesus Verzosa, chief of the Philippine National Police (PNP). Verzosa issued the order in response to the growing complaints against policemen frequently seen inside nightclubs and other similar establishments. He had also received reports of some police unit commanders accepting protection money from club owners who are engaged in prostitution and lewd shows. "We will be very strict against our police officers frequenting these type of establishments or accepting bribe from club owners and we will remove those that will not comply," Verzosa said on Monday at the weekly Kapihan ng Bayan forum in Sulo Hotel in Quezon City. The PNP chief called on night club owners to stop all kinds of illegal operations such as prostitution and showing bold shows so that they will not need to give protection money. Cops caught in night spots without being on official duty will be sent for reorientation to the TABA Camp in Subic in Zambales. The TABA – which stands for Tamad, Abusado, Bastos, Ayaw Padisiplina or Lazy, Abusive, Ill-Mannered, and Recalcitrant) – was established in 2004. Those caught accepting bribes from club owners will be dismissed. Earlier, Verzosa announced a plan to send policemen to regional centers for moral and spiritual development instead of just having them severely penalized. He ordered PNP regional commanders to give the program high priority. Policemen were covered strictly by this rule since time immemorial but not any police administration had ever achieve laudable implementation on it. It is rampantly common in busy and big metropolitan cities of the country. Not only that cops loves to hang around this sort of establishments for obvious reasons, they are also there to act as security or protection with full cognizance from their higher superiors who signed dubious mission orders to justify their presence inside the establishment. It is quite easy to flout the rules with this scheme. The task in the mission order is purportedly conducting surveillance. Now that Verzoza replayed the tune to stop it, let us see what the result is from there. He could be the most admirable PNP Chief if he can accomplish this sublime if not impossible mission. |
