PNP chief vows no mercy for rogue cops

The Philippine National Police chief, Director General Oscar Calderon, said on Wednesday that "rogue" police officers will be dealt with severely as part of his plan to cleanse and reform the organization’s ranks.

At a press briefing at the Criminal Investigation and Detection Group headquarters in Camp Crame, Calderon said he would crack the whip on police "scalawags" who engage in criminal activities and abusive acts.

Calderon said he was pleased to see the police leadership taking a direct role in weeding out the misfits.

He cited the case of two Manila Police District personnel who were arrested by their own colleagues for their alleged involvement in crimes.

"This only goes to show that our internal system of cleaning the ranks is working properly, and that the good cops will always prevail over the few scalawags in uniform," Calderon said.

Calderon directed Director Reynaldo Varilla, National Capital Regional Police Office chief, to begin dismissal proceedings against PO2 Amado Gariando of Manila Police Station 11.

Gariando was allegedly the mastermind behind the attempted killing of Milagro Borja.

Calderon also ordered an investigation on PO3 Alejandro Diamse of the MPD theft and robbery section for allegedly coddling a hold-up and snatching syndicate operating in Manila.

He also ordered Varilla to investigate a case involving six Pasay City policemen, who were accused of forcibly bringing a 36-year-old restaurant owner to a drug rehabilitation center in Tagaytay City.

If the Manila Police arrested their own colleagues in a manner like they usually do to ordinary civilian criminals, then their acts are laudable as what Calderon said, but sometimes we are skeptical on this incidents to happen because it is sometimes an offshoot or reservations on some elements of the police who are in cahoots with criminals/underworld who are considered greedy by some of their colleagues who want to partake the spoils but steadfastly ignore it.

Just hoping that the scenario of their accomplishment is an honest-to-goodness compatible to what they have sworn to.

PNP launches ‘Honesty Teams' to handle public complaints vs errant cops

Director-General Oscar C. Calderon, chief of the Philippine National Police (PNP), activated yesterday PNP "Honesty Teams" on the regional, provincial, and city levels, that will conduct operations against scalawags in the service, particularly those involved in criminal activities, in an effort to curb abuses and misconduct in the organization.

Calderon also established a "phone in" and "walk in" complaints center — called the Complaints Referral and Action Center (CRAC) in Camp Crame in Quezon City to encourage the public to report police personnel involved in mulcting, bribery, "hulidap," and other forms of illicit activities.

Senior Supt. Samuel Pagdilao Jr., PNP spokesman, said the CRAC will be under the supervision of the Office of the PNP Chief which can also receive complaints through text PNP 2920.

"This will encourage the public to help the PNP in identifying the few rogues in uniform who continue to defy existing regulations on organizational discipline," Calderon said.

Calderon vowed to "crack the whip" on all personnel who will not toe the line in the command policy of internal reform. There will be "no mercy" for police personnel involved in criminal activity and irregularities, he said.

Chief Supt. Ireneo Manaois, PNP deputy director for police community relations, was designated head action officer of the Complaint Desk.

Some officers from the Intelligence Group (IG), the Criminal Investigation and Detection Group (CIDG), the Internal Affairs Service (IAS), and the Police Community Relations Group will also be detailed to the Complaint Desk for coordination of action on reported complaints.

Pagdilao said PNP Honesty Teams will be organized in each of the 17 PNP Regional Offices nationwide to be headed by their respective Deputy Regional Director for Operations.

Calderon instructed the teams to monitor the activities and behavior of police personnel assigned to such posts such as traffic law enforcement, checkpoints, patrol operations, and regulatory offices that issue clearances and licenses to the public.

He told the teams to insure that "viajeros" or merchants transporting market goods, essential commodities, and commercial products do not fail victims to "kotong" which add up to the prices of goods in the market.

That's a good concept, Director Calderon.

With these;

1) A complaint unit, CRAC, will be under the supervision of the Office of the PNP Chief.

2) receive complaints through text PNP 2920

3) Some officers from the Intelligence Group (IG), the Criminal Investigation and Detection Group (CIDG), the Internal Affairs Service (IAS), and the Police Community Relations Group will also be detailed to the Complaint Desk for coordination of action on reported complaints.

4) PNP Honesty Teams will be organized in each of the 17 PNP Regional Offices nationwide to be headed by their respective Deputy Regional Director for Operations.


I can foresee a big improvement in the way the public will look upon the police personnel.

The image of the PNP has not improved since it's inception in 1991, always the same perception as a corrupt agency, plus the fact that it shows a lot of blunders kaya nga there is a joke that PNP stands for "Palpak Na Pulis". Just look at the major blunders, escape of the most dreaded personalities (i.e. Janjalani, Al-Ghosi), missing and/or tampering of evidence specially those involving drugs, jueteng, kotong cops etc.

Every PNP chief that comes aboard basically faces the same problem over and over, E paano, puro most of them lip service, for the sake of public consumption ang mga statements. Lacson has somewhat improved the image of the PNP, but what happened to his programs? Just because he was connected with Erap, all his programs were junked? Politics.... yun kasi hirap dito sa atin e, guilt by association?, kaya minsan kahit maganda mga programs, pag may bagong hepe, the programs are being discarded kasi may personal agenda yung bagong hepe na taliwas dun sa policy. Another factor e yung revolving door policy sa pagpili ng PNP chief, hindi pa nga umiinit sa pwesto, retired na agad, one can a chief do in 6 months or one year? Nilalatag pa nga lang priorities nya eh retire na agad.

Perhaps, the PNP should have a long-term road map na kahit bagu-baguhin ang chief PNP, ay mag-stick pa din dun sa long term plan for the improvement of the service.

PNP chief cracks whip on rogue cops

Some 67 police officers of the National Capital Regional Police Office (NCRPO) have been dismissed from service, dropped from the rolls, or suspended for abusive acts.

Senior Supt. Felipe Rojas Jr., chief of the so-called Honesty Team, said 37 police officers had been dismissed, 27 suspended and three dropped from the rolls from August to September this year.

According to Rojas a police officer dropped from the rolls is temporarily removed from the service while waiting for results of the investigation into his case. If the case does not merit dismissal, the officer is returned to the roster. As the term denotes, dismissal is removal from the service and that is permanent.

The NCRPO record further reveals that four policemen were demoted and 101 police officers were reprimanded. A total of 255 officers were exonerated from administrative charges. On the other hand, summary hearings are being conducted against 21 officers for abusive behavior.

Upon assumption of office, Director General Oscar Calderon, chief of the Philippine National Police, directed NCRPO to carry out an organization-wide reform. The crackdown on rogue officers is being carried out in line with the directive.

Calderon activated two projects aimed at cleansing the ranks of the police organization: the complaint desk right in his office and the establishment of Honesty Teams at the regional, provincial and city levels. The teams will conduct operations against officers engaged in robbery, mulcting, bribery and other forms of illegal activities.

After these scalawags are booted out from the service, great possibilities are that they will initiate full membership with the underworld in association with the criminal grapevine they were protecting while they were on active service. These will add more seasoned offenders in the criminal world.

The citizenry is always in a "no-win" situation. It is very appalling that while cleaning or sweeping the yard of the PNP to get rid of its bad apples, the security of the citizenry is still facing the odds of uncertainty fearing these criminals who once upon a time their protectors.

The ordinary bloke's idea might be right that the best place for these public menace is " six feet below the ground."

Again, a campaign vs kotong

Back when he was the Philippine National Police chief, Panfilo Lacson had launched a high-profile campaign to stop cops from extorting from motorists. The campaign against so-called “kotong” cops was widely applauded by the public, but was interrupted by EDSA II and the ouster of Lacson from the PNP.

Lacson has since successfully reinvented himself in politics, and his campaign against kotong cops has been pursued on and off by other PNP officials. The latest to revive the campaign is the new PNP chief, Avelino Razon Jr.

He might have a better chance of success as other agencies have expressed support for the program, including the departments of environment and transportation as well as the Metro Manila Development Authority. Also supporting the program is a consumer advocacy group.

Several factors have hindered the success of this campaign in the past. One is that corruption is a two-way street. Motorists themselves bribe cops to avoid being cited for a traffic violation. Some operators of public transportation vehicles especially buses also pay protection money so the vehicles can be allowed to turn certain spots along busy thoroughfares into virtual terminals.

Another problem is the poor pay of cops, which makes them vulnerable to bribes. While there is no excuse for corruption, decent pay tends to make it easier for public servants to resist bribery. Strapped for cash, the national government can urge local units to provide financial incentives to traffic cops who do their job well. But local governments will have to ensure that any reward system will not be abused by cops to the detriment of the public.

The biggest hurdle in any anti-kotong campaign is sustaining it. Traffic cops tend to stop extortion activities when they know a campaign has just been launched. But when the story fades from the headlines, crooked cops know they can return to business as usual. Can the current drive be sustained by the new PNP chief? Wish him luck, give him support, but don’t expect too much.

PNP implements measure vs favoritism in appointing officers

MANILA, Philippines - The Philippine National Police (PNP) will begin publishing vacancies on police positions to give opportunity to interested officers to apply.

PNP Chief Dir. Gen. Avelino Razon Jr said this is to do away with the alleged favoritism within the organization regarding the appointment of senior officers for juicy posts.

"We are implementing new procedures in the selection process for assignment of third level officers (Senior Superintendent and higher) to key positions. We want to guarantee utmost transparency and equality in the designation of officers to higher posts," Razon said. Positions for third-level officers include chiefs of police in the National Capital Region and major cities, provincial and city directors, command group of police regional offices and national support units, and members of the PNP directorial staff.

Razon said the new procedures will “level the playing field” in the selection process for assignment of senior officers to positions of responsibility.

Razon said another benefit of the new procedure is to prevent chiefs of police of major cities, particularly in Metro Manila, from overstaying in their positions.

Under existing policy, command positions in the regional, provincial and city levels are limited to a two-year term.

PNP spokesman Chief Supt. Nicanor Bartolome said that the new procedure will start with the Senior Officers Placement and Promotion Board (SOPPB) publishing the vacancies of all the available post for senior officers beginning with a rank of senior superintendent (full colonel in the military).

Bartolome said all applicants for the position and those recommended by the different units will compose the pool of candidates for the post who will undergo deliberation by the SOPPB.

"Unlike before when the SOPPB deliberates on whom to place in a particular assignment, any qualified officer who is interested in the position can apply to fill the vacancy," he said.

Bartolome added that the new procedure is designed to have a larger pool of qualified officers to select from.

“The process will be more competitive. This will allow the SOPPB to select only the best and most qualified for every position," he said.

Bartolome said the SOPPB will publish vacancies to key positions upon the projected reassignment schedule of the incumbent officers who have reached the term limits. - GMANews.TV
