It is pretty stupid when criminal act is tolerated in an institution where discipline and adherrence of the law are the basic medium of teaching and learning like the Military and Police Academies. Hazing is a criminal act that exposes the subject victims to physical and mental abuse that sometimes escalate to barbaric violence that may result to serious injuries or death. If anybody can prove that hazing is not a criminal act, then I volunteer myself to be wiped out from the Roll of Attorneys. |

57 Ilocos cops sacked over illegal gambling By Jun Elias The Philippine Star 05/12/2006 CAMP GEN. OSCAR FLORENDO, La Union — Fifty-seven police officers across the Ilocos region have been relieved from their posts as a result of the "revitalized" campaign of the regional police command headed by Chief Superintendent Alfredo de Vera Jr. against all forms of illegal gambling, particularly jueteng. The STAR gathered that of the 57, 25 were municipal police chiefs — two each in Ilocos Sur and Ilocos Norte, 11 in La Union, and 10 in Pangasinan. Also relieved was the director of the Ilocos Sur provincial mobile group. Superintendent Wilson Joseph Lopez, information head of the regional police, said the relief of the 57 police officers was part of their "revitalized" campaign against illegal gambling, and not directly due to reports of jueteng’s resumption in the Ilocos region. "They were relieved based on the directive of (Chief Superintendent De Vera). This is also part of strengthening our campaign against illegal gambling and criminality in our area," he said. Lopez said De Vera has issued a stern warning to all police units on the "one-strike policy" of Philippine National Police chief Director General Arturo Lomibao. He said the names of the relieved police officers are being withheld pending the release of formal communications from De Vera, who will conduct surprise inspections across the region. For their part, top officials of the Criminal Investigation and Detection Group (CIDG) tasked to go after jueteng operators in the Ilocos region vowed no let-up in their efforts "no matter who gets hurt." Superintendent Federico Castro Jr., CIDG regional officer, said their initial operations in Pangasinan have resulted in the filing of cases for violation of Republic Act 1602, as amended by RA 9287, against five suspected jueteng bet collectors in San Jacinto town. The CIDG has turned over to the San Jacinto police the five suspects who allegedly worked for both jueteng and the government-sanctioned EZ2 through the so-called bookies system. Castro said their raid in Barangay Talogtog, Laoac town based on information provided by Lingayen-Dagupan Archbishop Oscar Cruz resulted in the arrest of 15 people. There should always be a rigodon of assignments for PNP bigwigs to get rid of patronizing and association with people engaged in illegal business or activities. Some key officers or Commanders will make most of the opportunity because they knew that their assignment is de-facto in nature. |

DILG warns fake cops Screening process will determine false credentials By ELENA L. ABEN Interior and Local Government Secretary Ronaldo Puno yesterday said that a rigid screening process by the National Police Commission (Napolcom) will flush out fake cops and ensure that only qualified applicants are admitted to the police force. Puno, concurrently Napolcom chairman, said the Commission has come up with a standard procedure in the recruitment process of the Philippine National Police (PNP) to guard against applicants submitting false credentials. He cited the "police bann" which will require the police chief in a city or municipality to post the list of PNP applicants in public places to encourage people to report any information deemed necessary in the processing of the applications of the said candidates. "Applicants who may be found to have misinterpreted themselves or submitted fake eligibility requirements will be permanently disqualified for appointment to the police force," Puno said. Moreover, police chiefs or any member of the PNP screening committee who fail to strictly observe the Napolcom’s recruitment guidelines will face immediate relief and administrative charges, Puno said. Puno issued the statement in response to concerns aired by some sectors over the case of Napoleon Cauyan, the erstwhile chief of the PNP Regional Traffic Management Office in Central Luzon, who was relieved last month after being discovered to have faked his credentials as a police officer and of being allegedly involved in illegal activities. The DILG chief said the only data missing from the PNP personnel database are records of police officers from the Philippine Constabulary and the Integrated National Police whose files were lost during the transition period from the PC-INP to the civilianized PNP. Napolcom director Bernardo Calibo, who is in charge of personnel and administrative services, said the Napolcom revised guidelines on recruiting police officers also contain a provision reserving at least 10 percent of the annual recruitment quota for women in keeping with the principle of equal opportunity in the PNP. Applicants will have to undergo a drug test, written competitive examination, physical agility test, neuro-psychiatric exams, complete physical, medical and dental exams, character and background investigation, and a final interview. http://www.mb.com.ph/MTNN2006061767055.html So that's the prevention process for those joining. It's really not hard and cumbersome to find out fake Police officers who were already in the job. The fact that we are already in the automation age, what they'll have to do is require them to re-submit their fresh scholastic records and compare them with the ones they have submitted, if there's something strange in the comparison, then it is an indication of fraud but only after verification has been made from the school where the document originated. Or the best way is to let them submit the SO (Special Order) from the Dept of Education if finished or Bachelor course is involved. The SO cannot be manufactured. |

Another document being automated is the Birth Certificates from the NSO. I remember one case wherein an officer I think fake his age (too young) to be commssioned but when retirement was nearing made efforts to correct it to extend his term. |

If deligent scrutiny is employed, these few scambugs from the AFP and PNP who manipulated paperworks relative to their employment can be easily countered if not busted, including those who have already retired and collected their pensions so that they will be held criminally liable and consequently be jailed if found guilty regardless of rank. It's now high time to dig out and exert some efforts to take action to gain an accomplished task in prosecuting those who are lurking around the service and to those who have enjoyed a lifestyle out of these fraudulent scheme as a deterrent. Will the PNP & Military heirarchy start it's investigating arm to find out these scambugs? We are all keen to see any action rather than cover-up. |

PNP to give more teeth to Internal Affairs Service By Cecille Suerte Felipe The Philippine Star 07/17/2006 Philippine National Police (PNP) chief Director General Oscar Calderon vowed to "give more teeth" to the Internal Affairs Service to strengthen his administration’s resolve in cleansing the organization of scalawags, particularly those involved in criminal activities. Calderon said additional personnel would be assigned to IAS under Atty. Alexis Canonizado to assist in the investigation of cases against abusive police officers lodged by civilians. The PNP chief vowed to have a firm stand against scawalag policemen, but assured them of being compassionate in addressing the morale and welfare, particularly housing and other programs that would uplift the living standard of every policeman nationwide. Calderon is now closely coordinating with the IAS chief to be able to address other concerns. He said additional personnel to be assigned at IAS would ensure its effective function and immediately resolve cases against erring police officers. Apart from budget constraints, Canonizado earlier said IAS could not effectively function due to insufficient number of personnel investigating complaints against policemen from different regions. The IAS was created under Republic Act 8551, which is also known as the PNP Reform and Reorganization Act. The unit is under the general supervision of the PNP chief and assists him in investigative and disciplinary matters, including inspection and audit of PNP units and personnel. Although directly under the PNP chief, the IAS enjoys functional independence, considering its specific mandate which allows it to conduct pro-active or motu-proprio (of its own accord) investigation, inspection and audit as well as exercise other functions of its own initiative. IAS local offices at the regional and provincial levels maintain coordinative relationships with their counterpart regional and provincial police offices to ensure smooth implementation of duties and functions. Calderon's move is not extra-ordinary because it is an inherent right of anyone accused of anything to answer allegations of wrongdoings. He should have emphasized that the rights of the subordinates be respected in the same way as the rights of the superiors. And the main thing is for superiors to know how to implement lawful orders so that subordinates will learn how to execute proper compliance. They have gone too far but the left behind these simple things. |
