THE POLICE chief in the municipality of Bayombong, Nueva Vizcaya province has been relieved from his post for allegedly failing to stop "jueteng" operations in his area. Chief Inspector Dionisio de Guzman was sacked last Monday on orders by Philippine National Police (PNP) chief Director General Arturo Lomibao, said PNP spokesman Chief Superintendent Leopoldo Bataoil Tuesday. "There still are jueteng operations in his [De Guzman's] area," Bataoil said in a phone interview. De Guzman is the thirteenth municipal or city police chief to be relieved from his post for failing to curb the underground lottery. Two provincial police commanders who failed to comply with Lomibao's "one-strike policy" against "jueteng" had also been axed. On Monday, Puerto Princesa Mayor Edward Hagedorn, the government's "anti-jueteng czar," said all "jueteng" operations would be stopped by September 15. Lomibao urges cops to support PNP transformation program By Cecille Suerte Felipe The Philippine Star 08/24/2005 Philippine National Police (PNP) chief Director General Arturo Lomibao urged all his men to help him give the police force a "personalized" touch. Since his appointment to lead the 115,000-strong PNP last March, Lomibao has been pushing for its transformation as he admitted having received from citizens complaints of abuses by these men in uniform. "We have to transform, but we have to convince our family… first our family that we are transforming within us, among ourselves and transformation would be easy," Lomibao said. Lomibao, who visited The STAR office Monday night with members of his directorial staff, said he wanted to leave a legacy as the PNP chief who managed to change the tainted image of the national police into a more capable, effective and credible force. During the transformation workshop at the PNP multi-purpose hall in Camp Crame, Quezon City, Lomibao said the PNP Integrated Transformation Program "is the best thing that ever happened" to the force. In the program, the police chief noted that the PNP led by Deputy Director General Avelino Razon Jr., chief of the directorial staff, will formulate and implement a national internal security policy and strategy, and will rationalize the overall institutionalized framework of the police system. "The PNP also intends to improve the functional delineation and coordination between law enforcement agencies and that conventional police institutions remove institutional mechanisms that render the PNP to politicization and erode its unity of command," Lomibao said. He also hopes to strengthen the National Police Commission as the rules and standards formulation body of the police system; and for the PNP to be able to put in a mechanism aimed at institutional continuity and stability particularly in police leadership, and firmly establish a self-administering and managing professional PNP. Meanwhile, Lomibao noted that his only son, Arthur Chase has expressed his willingness to help the PNP in its transformation program. "My son volunteered to be part of the PNP transformation program. He said he could speak in behalf of the ordinary citizens at the same time could he see how the PNP works to improve its image," the proud father said. Lomibao pointed out his son, the youngest of his two children with his late wife Marcela, is one of the vocal critics of policemen and the PNP. "Every day, about 99 percent of my son’s text messages to me is about the PNP and the apparent sloppiness and lousiness of some policemen," Lomibao revealed. ------

The MPD's DESPO (District Executive Senior Police Officer) Manila Police District director Chief Supt. Pedro E. Bulaong has ordered the rank-and-file officers of the MPD to support the administration of the newly designated District Executive Senior Police Officer (Despo), SPO4 Manuel Lao. This development came after the MPD executive level approved the appointment of Lao as Despo following the promotion to Police Inspector of former Despo Rodolfo Cunanan. Senior Supt. Gorgonio Rosero, chief of the District Directorial Staff, said his office recognizes the appointment of Lao, who was described as very effective in handling the new position as Despo. Gen. Bulaong said the Despo’s job description is to instill upright discipline and offer moral support to all the MPD commissioned officers. A Despo also reports to the MPD superior all policemen who are found to have attitude problems. A Despo has a representative called Station Executive Senior Police Officer (Sespo) assigned to each of the 11 police stations in Manila and is tasked to ensure that all police officers in the police stations are practicing the right manners and good conduct while in the performance of their duties. He added that the function of the Sespo is to concentrate on supervision and the discipline of each of the police officers and monitor their attitude while serving under the command of the MPD. Gen. Bulaong also said that Lao has the intelligence and leadership personalities to manage the Despo unit. He noted that Lao has a clean record and his reputation is untarnished during the years of his service in the MPD. Lao said he will see to it that the MPD rank and file of the police force will be monitored regularly in efforts to keep the moral fibers of the policemen intact and they are in always practicing good moral conduct. The Despo has a huge job to perform to keep the policemen from doing illegal and immoral acts. The appointment of Lao gives no additional salary but additional task to fulfill the commitment of the MPD and Manila Mayor Jose L. Atienza to win the public trust through effective law enforcement. "Through the function of Despo, we must see to it that all policemen are well disciplined and always in their proper behavior,"Gen. DILG chief vows to stop hazing at PNPA By Cecille Suerte Felipe The Philippine Star 04/26/2006 Interior and Local Government Secretary Ronaldo Puno vowed yesterday to stop all forms of hazing at the Philippine National Police Academy (PNPA) and instill the value "respect for life" among all cadets and officers in the institution. "I don’t think our future fire marshals or police officers need to know how to inflict human punishment that can’t be detected for them to become competent in their chosen undertakings," said Puno, who celebrated his 58 th birthday during a simple celebration at the DILG office in Quezon City. Virtually admitting the existence of hazing in the PNPA, Puno said that it was ironic that the DILG which is an agency tasked to defend and protect the citizen and community, would have to deal with cases of hazing. Puno said five cadets had suffered serious injuries that led to the death of one who complained of difficulty in breathing. One had reportedly begged off from continuing his studies on the excuse that he had scoliosis, and three others claimed that they had to undergo appendectomy all at the same time. "We will prove to everybody that this problem can be solved," Puno stressed. Hazing is a tolerated form of abuse that there is no argument to prove that it is not a crime. It makes the subject Police and military officers to become a first hand criminals and victims before exercising their sworn duties. |

The sad thing here is that some still believe that hazing is a good way to emphasize cooperation or brotherhood. The sad thing here is that the concept is being abused. As a result, these men do not resort to reason anymore. Upholding what is just is not the paramount factor anymore ..... but their disgusting brotherhood or "pakikisama." |

What else? Defeat individuality? So, that's the reason why Gen. Garcia's mistah did all they could to protect him? Is it also the reason why we can't rid the AFP of corrupt generals? Look at the fraternities in colleges. All they do is payabangan na akala mo mga siga na di namamatay? Super sa yabang at akala mo kaya nilang gawin ang lahat. May naitulong ba hazing sa PAGPAPABUTI NG KANILANG PAGKATAO? Naging barumbado at walang disiplina lang sila. Kung talagang malaking tulong ang hazing eh bakit maraming corrupt na opisyal at yung mga kamistah pa nya imbes na gampanan ang tungkulin ay pinagtatakpan pa siya? So, anu ang mas marami, ang positive effect or negative na epekto ng hazing? |
