I may be sounding like a broken record. I've said this in another thread. The fate of the Air Force by 2020 will hinge on the remaining 5 years of the constitutionally-mandated term of PGMA. Anything can happen and it will affect the way this country is run and even the way it is defended. A lot can happen |

PAF problems AS A MAJOR service of the Armed Forces, the Philippine Air Force (PAF) is expected to have the capability for external defense. But the report of the fact-finding commission on the failed Oakwood mutiny of July 2003 said that “with its transport aircraft inventory severely depleted, and the number of its combat jets down to virtually nil, the PAF has been limited to its current role of close air support for ground forces.” The report noted, among other problems, the poor pilot-to-aircraft ratio, which at that time stood at 4:1 when the ideal was 3:1. It also said that “at any given time, there are 40 to 50 trainee pilots forced to queue for the use of three trainer planes.” The PAF now has 1,700 officers and 14,500 enlisted personnel, according to Maj. Augusto de la Peña, Information Office director. It has around 1,000 pilots but only around 120 aircraft for use in tactical, defense and rescue operations. The PAF has also been losing its pilots to commercial airlines, with as many as 49 pilots leaving since 2004, De la Peña said. “A lot of them searched for greener pastures in commercial airlines in the United States and United Kingdom, while some [migrated abroad] with their families,” he said. PAF pilots reportedly receive a monthly salary of P30,000 at most, depending on their rank, but commercial airline pilots receive up to 10 times more. “But the numbers are negligible because we have around 1,000 pilots and the average number of graduates every year is 50,” De la Peña said. “Once they graduate, they also get an eight-year service contract, so we have enough pilots.” 120 aircraft Among the around 120 operational PAF aircraft are UH-1H (Huey) helicopters (around 50) and C-130 Hercules planes (three) for transport duties, and OV-10 Broncos (15), MG-520s (24) and Sikorsky helicopters (six) for close air support. he command also has an aircraft equipped with 24 night vision goggles. The PAF’s latest acquisitions are 20 UH-1H helicopters bought from Singapore in 2004-05, De la Peña said. Mom, 54, keeps PAF planes flying![]() By JAIME LAUDE The Philippine Star The hand that rocks the cradle rules the skies. At first glance, 54-year-old Rosalinda Bilog looks like a typical housewife who tends to her home and looks after her children. A closer look, however, shows that Bilog is more than that. Bilog, who has three grown children, is one of the best aircraft electronics technicians of the Philippine Air Force. Part of Bilog’s job is to ensure that PAF planes — some of them of Vietnam war-vintage — and attack helicopters remain airworthy. Blending into the male-dominated world of aviation, Bilog sees to it that the PAF aircraft electrical mechanisms work accurately and perfectly at all times, both on the ground and in the air. An aeronautical engineering graduate, Bilog works as an aircraft electrical technician at the PAF’s 410th Maintenance Wing in Clark Field in Angeles City, Pampanga. Before finishing her studies, Bilog initially worked at the Civil Aeronautics Administration— now the Air Transportation Office. While at the CAA, Bilog, then a working student, also trained to do technical inspections of aircraft and runways. Moving to the PAF after her stint at the CAA, Bilog was tasked with examining aircraft electrical spare parts prior to their installation, a job that requires safety and accuracy. She also climbs into UH-1H "Huey" helicopters, her specialty, to install electrical components and to conduct troubleshooting. The hands that firmly ensure that the electrical mechanisms of each PAF helicopter and airplane are working accurately are the same hands that gently nurtured three children and saw them through college. Bilog said that, with her husband working overseas, she also had to perform dual duties as mother and father to her children. Basically, she did all the home chores without hiring a maid. Her husband, Armando, is working as a senior aircraft technician at Saudi Arab-American Co. "When my children were small, I would begin preparing all their things at night. I would also prepare their uniforms," Bilog recounted. Time spent with her growing children was reduced further after the transfer of the 401th Squadron from Villamor Air Base in Pasay City to Clark Field in Pampanga. She then asked her relatives to look after her children while she was on duty at Clark Field and said she works to make up for her absence by returning home as frequently as she can.
