I can't answer your question directly, but we have the same feeling that we need more of this kind of ship. as to the question of how capable are we to produce our own version of that boat? I believe we already have the technology and capacity to do so. all we need is political will. ship yard down in Cebu I bet can reverse engineer that PKM.

These PKM's patrol boat can be armed with RIM-16 RAM (rolling airframe missiles) these are lightweight air defense platform. These are currently being use on fast attack craft of German Navy, South Korean and large US naval ships as defensive weapon. The 3 peacock class corvette should be also armed with these missiles. The Philippine navy will be a better defender of the Philippines if they armed there medium patrol boats and corvettes with these missiles on board. With out these missiles all the Philippine naval ships are defenseless against aerial attack. We also can install at least 2 anti-ship missiles maybe use the penguin anti-ship missiles because it's been sucessfully test fired on the andrada patrol boat but Philippines did not buy them. The Philippine navy need to retire the world war II frigate and minesweeper in it's inventory (these ships are slow and draining funds because they breakdown a lot). Just armed the newer ships with missiles and better radar this will create a force multiplier for the armed forces.

but those missiles are not exactly stand alone. they a few extra equipment to do its job like radars,etc..
that adds an extra dimension in difficulty in transforming these small boats.
