Senior Superintendent Juan Ratunil, provincial police chief, said Senior Police Officer 1 Danilo Noblefranca was killed when the rebels threw two grenades at the station. The New People's Army (NPA) guerrillas seized five M16 Armalite rifles and two 9mm pistols. Ratunila said the estimated 30 rebels arrived at the station onboard two vans. "The two police on duty were alarmed [upon seeing an armed man alight from the van], thus, Police Officer 1 Rene Villarias fired at the man, who then lobbed two grenades at the office which killed Noblefranca," he said. After the blast, the armed men looted the police station and fled. In August 2006, NPA rebels raided a paramilitary base in a remote barangay (village) in Valencia City, from which they seized 29 firearms. In 2005, communist rebels raided the Quezon town police headquarters and took firearms and office equipment. The NPA is the armed wing of the Communist Party of the Philippines, which has been waging a decades-old Maoist rebellion. A brilliant legal team, local and foreign, to handle legal cases on crimes against the state is the best solution to the problem. The acquittal of the six solons in rebellion cases should be signs that investing in legal expertise is better than alloting it all to AFP arsenal. We can be assured of a foreign legal team to handle the extradition of Sison will not be inept. Quality wise, we should invest tens of millions of dollars on it. A vigorous campaign to indict anyone breaking the law should be in the offing to stun the unsuspectingly assured of extrications from the crimes like illegal assembly, illegal strikes, rebellion, sedition, trespassing, obstruction. Madadala ang mga naive protesters who think they can get away with minor misdemeanors. |

12 Davao Oriental policemen cited for repulsing NPA rebs By EDITH REGALADO The Philippine Star DAVAO CITY – Upon her arrival here from Australia last Monday, President Arroyo cited 12 personnel of the 1105th Provincial Mobile Group in Baganga, Davao Oriental for driving away a band of New People’s Army (NPA) rebels last June 7. The President awarded the 12 policemen the much-coveted Medalya ng Kagalingan before she left for Manila in the afternoon. Mrs. Arroyo flew in to this southern city from Sydney where she attended the Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit. The 12 policemen were Senior Police Officer 1 Atilo Salvan, Police Officer 3 Munil Askali, Police Officer 2 Wilfredo Galupo, and Police Officer 1s Rodney Barte, Marcelino Vinson, Lemuel Magonica, Kenneth Corsame, Sigfredo Sanchez, Dennis Jess Lumikid, Rey Idoy, Ronie Villegas, and Ariel Bonggo, who also received financial incentives from the President. Southern Mindanao regional police director Andres Caro II cited the bravery of the policemen who repulsed the communist rebels who waylaid while they were on their way to reinforce Army detachments under NPA attack in Baganga. “I highly commend the action of these policemen who stood their ground and fought off with the rebels who were attacking them,” Caro said. Heading the 1105th PMG personnel was Inspector Angel Sumagaysay who received a separate award also from the President last month. Sumagaysay’s group reinforced the men of the Army’s 67th and 72nd Infantry Battalions in Sitio Igawun, Barangay Mahanub in Baganga town who were under attack from at least 80 guerrillas of the NPA’s Front Committees 15 and 25. We can use the SAF units for COIN in areas that arent too hot. Areas like Panay, the Ilocos region, Cagayan Valley, Calabarzon, Palawan, Cebu, Leyte, Romblon, Marinduque and Masbate. We can then pullout the main Army units from these areas and concentrate them into the other areas like Bikol, Mindoro, Bohol, Mindanao. As for the SAF, all provinces must maintain a platoon of SAF troops that will be stationed in the PNP provincial HQ. They shall be deployed on an intel-driven objectives. A cooperation with the nearby Air Force units is necessary for heliborne insertion and extraction and for fire support. They would need their own APCs as well. The MX8 can be tapped for this task. |

Thanks for reminding me, Saver. BTW, there is this RSAF. I beleive it will be better if we divide it further into provincial level. Probably call it SAF-Cebu or SAF-Davao Then give them the needed equipments that are enough per every province. APC or ASV/AEV like the Barako are essential. Others are; M203, M60, and sniper rifles such as the Remington. Tour of duty for provincial SAF units maybe 1 year and then these troops are rotated with the other SAF-trained personnel integrated into other units (from office duty cops to the Regional Mobile Group or SWAT). This is to keep them all prepared for the job and to keep them all useful even on times when there's not much field deployments. There are V150s and even Hummers and Land Rovers but these are very limited. Not all PNP provincial offices have it. The APC/ASV/AEV are useful for securing vulnerable targets and in manning checkpoints and in penetrating hostile areas. Eventually, they would need their own chopper. Probably, this can be donated by the City LGU or provincial LGU if in case the national govt dont have the funds for this yet. Makati City police has its own chopper as per its concept. Davao, Cebu and Baguio or Olongapo may follow that concept. The choppers are needed to provide aerial surveillance, recon, fire support (snipers onboard choppers), and perhaps troop insertion and extraction/medevac (requiring at least 2 choppers). The Z9 maybe a good platform for this Police choppers. They would need NVGs as well. Another is communication equipment. They must also have it for a reliable coordination. They can either function on an intel-driven operation and send the troops by land to the suspected enemy hideout. The best setup is by heliborne insertion nonetheless. Considering that the enemies are in very small numbers, they tend to be highly mobile to evade direct confrontaion with the SAF troops. Time is at an utmost importance here. It is also possible that the SAF go on recon mission then adapt to the situation when they spot the enemy. Days of operation is expected to only last for 3 to 5 days, making 3 as the average length of recon/strike operation. The SAF is better prepared in handling enemies numbering not more than 20. Enemies numbering more than this should be handled by a much stronger and experienced force like the Army and Marines. SAF units should also be trained for seaborne operations or seaborne troop insertion and extraction, even for night and day ops. |

3 suspected rebels slain in Zambales clash abs-cbnNEWS.com Posted at 06/02/2010 5:08 PM | Updated as of 06/02/2010 5:08 PM MANILA, Philippines - Police killed 3 suspected Communist rebels in a clash in Candelaria town, Zambales province, Wednesday morning. Chief Superintendent Leonardo Espina, Philippine National Police spokesman, said police operatives encountered at least 30 armed members of the Rebolusyonaryong Hukbong Bayan in Sitio Macahe Cahe in Barangay Malabon around 7 a.m.. Espina said the same group was encountered by reinforcement troops from the Zambales Police Provincial office and Candelaria Police Station in the same village, killing 3 of the rebels. Seized from the 2 encounter sites were an AR 15 rifle, a 9mm pistol, 300 rounds of ammunition for caliber M60, 3 ammunition for m203 grenade launchers, operational and personal effects of the rebels. 2 rebels dead in Bukidnon clash By John Unson Home Updated April 16, 2012 09:58 AM 0 comment to this post KIDAPAWAN CITY, Philippines - Policemen gunned down two communist rebels and wounded three others as they foiled an attempt to burn down a patrol truck while its passengers were investigating at a crime scene about a kilometer away in Cabanglasan town in Bukidnon Sunday. Two policemen left to guard the vehicle fired at New People’s Army guerillas that attempted to approach the patrol truck. Lt.Col. Jose Marie Cuerpo, commanding officer of the Army’s 8th Infantry Battalion, said members of the Cabanglasan municipal police force that went to investigate the reported killing by NPAs of a motorcycle-riding villager named Melody Delamansi in Sitio Lagonglong, Barangay Iba, decided to leave their truck behind and proceed to the crime scene on foot, anticipating an ambush. While the policemen were inspecting the crime scene, heavily armed NPA members, some of them carrying dried coconut palms and plastic containers filled with Kerosene, tried to surround their vehicle parked about a kilometer away. The policemen guarding the patrol truck engaged the rebels in a firefight and prevented them from closing in until their companions, alerted by bursts of automatic gunfire, ran back to the vehicle and helped in driving the rebels away. Responding combatants of the 8th IB blocked at least three groups of NPA members by setting up a two-kilometer cordon around the area where the clash took place. Two rebels were killed in the ensuing firefight, whose cadavers were left behind by their companions that hastily escaped towards a secluded area in another barangay. Local officials said villagers saw the fleeing rebels carry three wounded companions, two of them adolescents.
