"The idea is to get LGUs to assist the PNP in the counter insurgency campaign. The project would also involve construction of roads, daycare centers, and other facilities,"
he added.

"With the joint discussion, we will be able to help better by letting us know who are these people. We can share information. You can never go wrong talking to people and consulting them," said Puno.

This non-offensive stance scheme would only enhance the aggressiveness of the enemy of the state like the neps.

If we would put it into the equation basing on the present movements and situation of the insurgency problem where the NPA's were gaining the momentum of imposing revolutionary taxes, then how much more can we expect if we would apply the "loose string" approach ?

Police activate village-level intelligence network vs NPA

BUTUAN CITY – Some 1,000 members of the barangay intelligence network (BIN) on Saturday were ordered to work hand-in-hand with the military and the Philippine National Police (PNP) in battling New People’s Army (NPA) guerrillas in Region 13.

In a command conference at the regional police headquarters at Camp Rafael C. Rodriguez here, Sr. Supt. Ramon C. Espiritu, director of the Butuan Police City Office (BPCO), told Chief Supt. Geary L. Barias, director of Police Regional Office 13 (PRO 13) and joint Task Force Caraga commander, that four precinct commanders and city mobile force commanders were already ordered to activate the BIN.

The police were also ordered to supervise BIN members and ensure that these village-level government spies would work according to their mandate.

"Their main function is to help our police force in gathering information, assist in maintaining peace and order, identifying people in their areas and knowing the activities of these people, especially those suspected to be insurgents," Espiritu said.

These BIN and tanods in Butuan City were organized in 1980s and were only deactivated in the late 1990s when the Armed Forces of the Philippines (AFP) took over the counterinusrgency operations in rural areas.

Last month, Butuan City Mayor Democrito Plaza II and 402nd Infantry Brigade commander Brig. Gen. Ricardo David signed a memorandum of agreement (MoA) for the formulation of one company size of Citizen Armed Forces Geographical Unit (CAFGU) to beef up the police force and reinforce what he said was an internal and external defense perimeter in this city.

Mayor Plaza also ordered the release of R1 million for recruitment, training and additional benefits to CAFGUs.

On Friday, President Arroyo ordered the police and local government units (LGUs) to play a more active role in the fight against the 37-year-old communist-led insurgency in the Philippines.

President Arroyo’s directive specified the delineation and specific functions of the military, police and local executives in the all-out war against the Communist Party of the Philippines (CPP) and the estimated 7,400 members of the NPA.

The Chief Executive signed an executive order allowing governors and mayors to draw more funds from their respective state coffers to support the offensive drive against communist insurgents by way of close surveillance, information and intelligence gathering.

You got a point there, Sir.

But i suggest that we deploy a company-size SAF unit in all PNP provincial command that will confront the rebels.

We cannot risk disturbing the operations of the PNP units manning precints. They are just too outnumbered in handling combat operations agiants the well-armed rebels.

The regional units of SAF will be a good plan. These guys are even especially trained to handle the rebels.

BIN and the SAF or PNP mobile groups working in tandem will surely present an effective strategy in combatting the insurgents.

Good move.

We have to ensure the EFFECTIVENESS OF THEIR MOBILITY OR RESPONSE TIME nonetheless.

Changing strategy, getting to the grassroots

Scholarship program open to kin of NPA rebs

RODRIGUEZ, Rizal – Mayor Pedro Cuerpo and Supt. Manuel D. Pion, Rodriguez police chief, recently launched a different kind of scholarship program in this town. This time, the two are targeting sons and daughters and other relatives of regular or irregular members of the New People’s Army (NPA). Pion said he came up with the novel program after he assumed office as police chief. Cuerpo also said the program will not only attract the relatives of guerrillas but also prove that the local government unit (LGU) is sincere in providing educational support to those who need it most. It will also show the sincerity of the police in reconciling with NPA members, who are operating a guerrilla front, the Narciso Aranzaso Aramil Command (NAAC) here. Pion and Cuerpo are inviting all relatives of the NPA here to avail themselves of the unique program. (Bert C. Javier)

These gestures and overtures of sincerity reposed upon the NPA's by some of our law enforcers can be welcomed by the NPA's with only tidbits or superficial appeasement, if ever there is.

Who believes that we can deliver anything to gain trust to these long time insurgents ? As we can see since time immemorial that they are steadfast in upholding their false destiny, thus, they are always capable of sowing hatred by imposing a jungle oriented justice exercised by the famous kangaroo court.

And I for one was inclined to support the notion of an all-out war not a "softie-softie"touch to be imposed in the campaign against them.

Police arrest 2 NPA leaders in ambush try

BACOLOD CITY — Police have arrested two suspected rebel leaders, who were reportedly involved in the ambush attempt of Pulupandan Mayor Magdaleno Pena, in Talisay City in Negros Occidental last Tuesday.

Nabbed were Martin Mata and Bonifacio Descartin, who were arrested by Bacolod policemen along Talisay City’s highway.

Police said Mata, alias Ka Bong and Pendong, 43, of San Benito, Barangay Sum-ag, this city, is allegedly the deputy secretary of Kometing Rehional Negros of the Communist Party of the Philippines-New People’s Army. He has a pending warrant of arrest for robbery in band, with no bail recommended.

Meanwhile, Descartin, alias Ka Kim, of Barangay Pahanucoy, also this city, is reportedly intelligence officer of the NPA.

The suspects were on board a taxicab traveling from Manapla to Bacolod City when intercepted in Bangga Jose Maria, Barangay Zone 15, Talisay City.

There were unverified reports that Mata was also the head of the group that raided the construction site of the new domestic airport in Silay City. The group set on fire the heavy equipment of the construction firm Hanjin.

Senior Supt. Pedro Merced said the two arrested suspects are now in the custody of 6th RMG in Victorias City. (Danny Fajardo)

PNP to get P300M to fortify police stations


HE PNP will get P300 million out of the P1 billion supplemental budget released recently by President Gloria Macapagal-Arroyo for the government's revitalized counterinsurgency campaign to enable the PNP to fortify "soft targets" or ill-equipped police stations and carry out socio-civic activities in insurgency hotbeds, Interior and Local Government Secretary Ronaldo Puno said over the weekend.

Puno bared the fresh PNP initiatives as he reiterated his proposal for the PNP to assume a "shared responsibility" in the counterinsurgency campaign, given the recent spate of attacks by New People's Army (NPA) rebels on police stations that either lack equipment or personnel to effectively defend the precincts.

Fortifications?

Mere augmenting rifles and people is not enough. The NPA can plan on that.

The best asset is fielding APCs with 30. cal machineguns and granade launchers and even smoke grenades and infrared systems.

The RCWS is also necessary.

TAKOT ANG MGA NEPS SA APC. Soldiers know that.

Provincial jails should also be given one or two.

Give the MX8 a chance, Ms Arroyo.
