CAMP OLIVAS, PAMPANGA—The police would “reinvent” their counter-insurgency program in Central Luzon, setting as target the “decimation” of the New People’s Army and the National Democratic Front, a top police official in the region said.

“Our new program will give the PNP (Philippine National Police) a more active role,” Chief Supt. Ismael Rafanan said as he assumed leadership of the regional police command on Tuesday.

Rafanan replaced Chief Supt. Alejandro Lapinid, who was named head of the PNP directorate for human resources and doctrine development.

Rafanan, the former chief of the PNP’s intelligence group, said the new program would require policemen to take on more combat missions. However, he added that the PNP would continue to lend active intelligence support to the Armed Forces of the Philippines.

Top officials of the AFP’s Northern Luzon Command attended the turnover rites.

“We will be strengthening our provincial mobile groups so that we can contain the incursions that the NPA is doing. We have been experiencing a lot of setbacks. [Rebels] have been very bold in attacking our isolated stations simply because we lack the manpower,” he said.

The AFP, he said, would continue to be at the forefront of the anti-insurgency campaign.

PNP launches offensives vs NPA rebels

THE PHILIPPINE National Police (PNP) has launched offensives against communist guerillas amid a wave of rebel raids on their detachments that resulted in the loss of dozens of firearms, officials said.

In the provinces of Rizal and Quezon southeast of Manila, both bailiwicks of the New People's Army (NPA), police regional mobile groups have assaulted suspected rebel lairs and joined Army patrols since early April, officials said.

Under the Constitution, the Armed Forces of the Philippines (AFP) is tasked to lead the anti-insurgency campaign but the string of attacks on police stations, some during broad daylight, forced the police leadership to seek a more active role in the fight against the NPA.

Last April 5, police captured suspected NPA leader Fernando Tanagon following a raid on a suspected rebel hideout in Gumaca town, Quezon province, said Senior Superintendent Victorio Caragan Jr., Quezon provincial police chief.

"We have started [anti-NPA] operations… As much as possible, we do it alone, but we always coordinate with the Philippine Army," Caragan told reporters in Camp Crame.

Caragan said at least 20 regional mobile groups in the province were on
standby to fight the NPA.

In Rizal, the nearest province east of Manila, two regional mobile groups have launched anti-insurgency patrols in coordination with the Army's 2nd Infantry Division, which is based there, said Senior Superintendent Fred Panen, Rizal provincial police chief.

"There is now direct involvement [of the police]. We can now operate with the Philippine Army," Panen said in a separate interview.

This year alone, five police stations had been ransacked so far by NPA fighters, resulting in the loss of several high-powered firearms.

PNP Chief Director General Arturo Lomibao sacked municipal and regional police commanders in areas where the raids took place.

The latest attack was on a police station in the remote coastal town of Dinapigue in Isabela province last April 18.

It's about time! Btw, I've talked with a retired PNP official and he said that unlike military camps and detachment where security is really strict due to purpose which is counter-insurgency, police stations could not totally implement the militray type of security since they need to be more open to the populace to received complains and assistance. With that stance, I believe the NPAs are taking advantage of it. This however is different from RMG detachments.

True, the operation against insurgents in a localized basis where the police will conduct checkpoints and some other operational scheme is less productive than the military who are presumed to be skilled on this kind of task not to mention the effectiveness and sophistication of firepower.

I've watched the interview/dialogue with Gen. Palparan and Rep. Golez.

Golez is not in favor of deploying cops because considering their number, which Golez pointed that municipalities have more baranggays than the total number of their cops, the security or the usual police's tasks will be greatly affected if the police force will join the war.

To that extent, Golez has a point.

I suggest fielding the SAF units instead of the those assigned to the precints so that the usual operations or RESPONSIBILITIES of the police force will not be disrupted.

The PNP has been and always in support of this war against the commies.

The set-up is AFP in the jungles, mountains and sea operation while the PNP handles the urban areas. This was also done before during the PC-INP where they handle internal defense and security. The advantage though is the PC can extend its reach to where the AFP handle things (they have PC Rangers, Long Range Patrols, COSAC (maritime police). The PC-SAF was activated for the sole purpose which is anti-terrorism. But it looks like they are being given a bigger role and loosing their focus on their specialty.

Our mistake really was believing that the commies will be laying down their arms and return back to the folds of the law and society, just like EDSA I, A one united nation.

That's the Filipino people's biggest mistake.

They still believe that the communists will REALLY give up their fight in bringing communism to the seats of power. Ewan ko ba bakit madami ang hindi nakakakita sa katotohanan na ito.

Going back to the topic, i believe the only existing combat troop the PNP has right now is the SAF.

I suggest putting or reactivating the Regional Special Action Force (RSAF) that will handle the task of helping the AFP.

For the areas heavily infested with rebels, the current setup of putting checkpoints manned by the Reginal Police Mobile Force is good enough. But i suggest creating more checkpoints and fielding more men for this job.

Let's not disturb the police units assigned at the precints. These stations are undermanned already. It will be better if we mobilize the SAF and other units not assigned to precints instead.

Just not to complicate things cops should run their operations the way how they were suppose to do with it's limitation in accordance with their man and firepower.

However, in some cases where instant coordination with the AFP is vitally needed in the campaign against insurgency, it should be done in a specified guidelines by not overlapping the role and responsibilities of the AFP, otherwise, it may result to abandonment of their own that will eventually negate their availablity to protect the populace because of some extra or overbound responsibilities.

Rebels, cops killed as govt-NPA war heats up

Seven communist rebels and two policemen were killed in three clashes over the weekend between government troops and the New People’s Army in Catanduanes, Isabela and Compostela Valley.

The fighting indicated that the rebels have launched their own offensive in the face of the government’s stepped-up anti-insurgency campaign.

President Arroyo shelved peace talks with the communists in 2004 after the rebels were blacklisted by the United States as a "foreign terrorist organization."

Last month Mrs. Arroyo ordered the retraining and redeployment of troops to crush the communist insurgency in Central and Southern Luzon and in Sorsogon in Bicol within two years.

On Saturday New People’s Army (NPA) fighters ambushed a police convoy of four motorcycles in Virac, Catanduanes, killing a senior police officer and one of his men and injuring four others.

The fatalities were Senior Inspector Alexander Diaz, 43, commander of the Provincial Police Mobile Group, and Police Officer 1 Joselito Tubo Jr., 35. Wounded were Senior Police Officer 2 Rodel Lavapie, 43; and Police Officers 1 Michael Romero, Ernesto Sandrino and Demetrio Panti.

Reports reaching Camp Crame said the policemen were returning to their base after inspecting the San Andres Municipal Police Station and serving an arrest warrant to Rafael Villegas, who is charged with frustrated homicide, in Barangay Barihay, San Andres.

The rebels were lying in wait near a cemetery in Barangay Mayngaway in the same town.

Diaz, who was driving his own motorcycle, fell into a ditch after the initial volley while Tubo managed to fire back at the rebels before he was killed. The wounded policemen were brought to the Bicol Medical Center.

On Sunday a two suspected rebels were captured after a police patrol fought with an NPA group in Isabela.

Reports from the Police Regional Office 2 (PRO2) said the patrolling police chanced upon a meeting participated in by seven NPA members, led by a certain "Ka Dumo" in Sitio Tranka, Alumaya Village in Palanan.

The arrested suspect, Rodolfo Cabaldo and his wife, Susan, were taken into police custody.

Police claimed to have recovered a sketch showing the location of a Philippine Army detachment in Palanan from the communist rebels.

THE Philippine National Police (PNP), Armed Forces of the Philippines (AFP) and other government agencies will be meeting to coordinate their efforts to combat the communist insurgency, newly installed PNP Director General Oscar Calderon said Thursday.

Calderon said President Gloria Macapagal-Arroyo, at a meeting, instructed the PNP and AFP to create a joint plan to combat communist rebels.

"We are planning to have a conference with the AFP, together with the (different) government agencies, [so] we can coordinate…our common effort against insurgency," Calderon said.

Arroyo earlier declared an all-out war against the rebels and ordered one billion pesos released for a bid to deal the New People’s Army a decisive defeat within two years.

Malacañang has also characterized the intensified counterinsurgency campaign as a “complete approach” that would involve both military and legal action, and development projects to improve the economic and social conditions that breed rebellion.

During the meeting in Camp Crame, Calderon said Arroyo ordered him to “just carry on.”

Earlier, Arroyo said she wanted to give the PNP a more active role in crushing the insurgency.

Interior Secretary Ronaldo Puno explained that the PNP's drive participation in counterinsurgency would "not be offensive" but "defensive."

"We will not be territorial. We will highlight community relations, [conduct] intensified activities linking up with local government units," he said.

PNP, AFP prepare for all-out war vs communist insurgency

The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) are gearing up for an all-out war against communist rebels, in line with President Arroyo’s order to end the 37-year-old insurgency.

Newly installed PNP chief Deputy Director General Oscar Calderon said the PNP plans to enlist an additional 4,000 police recruits at the second semester of 2006 to partially meet the PNP’s manpower requirements to better implement the government’s anti-insurgency campaign.

In preparation for the police’s more aggressive role in internal security operations, the PNP will allocate part of its P300 million funds for legal offensive, intelligence operations, community relations activities, training and procurement of mission essential equipment, Calderon said.

"This strategic shift requires that we strengthen our coordination with the Regional Peace and Order Councils to develop better cooperation with concerned sectors in the anti-insurgency campaign," he added.

The PNP chief has instructed all police commanders to ensure that their subordinates are consistently reminded of basic courtesy and discipline, which include wearing of proper and complete uniform when on duty. All PNP personnel must also strictly follow rules and regulations.

Calderon said he would strengthen and provide additional support to the Internal Affairs Service (IAS) and urged PNP regional directors to follow him and initiate similar programs with their regional IAS.

"The President directed us to map up plans on how we (in the PNP) could actively participate in the anti-insurgency campaign in coordination with AFP," Calderon said.

He said PNP officials plan to hold a meeting with the AFP and other government agencies.

Meanwhile, Interior Secretary Ronaldo Puno said Mrs. Arroyo’s executive order on the government’s anti-insurgency campaign would be known within next week.

Puno said the government would not be offensive and territorial in their anti-insurgency campaign.

"We will not be offensive, we will be defensive. We will not be territorial. The highlight of the program would be community relations, intensified activity linking up with LGUs (local government units)," Puno said.

"The idea is to get LGUs to assist the PNP in the counter insurgency campaign. The project would also involve construction of roads, daycare centers, and other facilities,"
he added.

"With the joint discussion, we will be able to help better by letting us know who are these people. We can share information. You can never go wrong talking to people and consulting them," said Puno.
