GMA enlists PMA cadets vs graft

President Arroyo on Saturday called on the new graduates of the Philippine Military Academy to blow the whistle on corruption as efforts continue to clean up the graft-ridden Armed Forces.

The President urged the PMA graduates to show their “integrity in this time of challenges regarding the transparency of governance in the Philippines.”

“Be honest and call attention at once to breaches in the code of honor,” she told the 149 cadets that make up PMA Class 2005.

The President also promised to upgrade the poorly equipped military, which is battling Muslim separatists in the South and communist rebels in the hinterlands all over the country.

“The enemy is wily and evil. It has the capability to mutate and hide in the anonymity of urban centers,” she said, alluding to Muslim extremists who have staged deadly bombings in cities in recent months.

On Friday the Armed Forces chief of staff, Gen. Efren Abu, announced the dissolution of the corrupt logistics command, which was in charge of supplies, as part of the continuing crackdown on graft.

Abu earlier abolished the comptroller’s office of the Armed Forces after its former chief, Maj. Gen. Carlos F. Garcia, was put on military trial for alleged corruption.

The President said the government has been working on reforms in the military that would not only modernize it but address the complaints of the junior military officers who mutinied in July 2003, by carrying out the recommendations of the Feliciano Commission.

Of the 149 members of Class 2005, 12 are women.

The President also pardoned all existing punishments of the cadet corps.

There was a break in tradition in recognizing the graduating cadets. Traditionally, the cadets are called according to their academic standing, from the valedictorian to the class “goat,” or the tailender.

This year the top 10 graduates were called first and the rest of the class followed in alphabetical order.

Navy Lt. Alvin Lopez, the PMA’s public information officer, said the new order was adopted so that the morale of the graduates and the other PMA cadets would remain high.

The PMA superintendent, Lt. Gen. Cristolito Balaoing, said the academy is introducing changes to attract more recruits.

Among the improvements are a lighter academic load, longer holiday and summer break, raising the salary of civilian professors and marketing the PMA.

Well, let's see if they keep their oaths.
