RP urges stronger measures to prevent South China Sea conflicts The Philippine Star 12/12/2005 KUALA LUMPUR, Malaysia (AP) — The Philippines is urging countries in the region to give legal bite to a nonbinding agreement aimed at preventing conflicts over contested areas in the South China Sea. The Philippines adopted the accord, known as the Declaration of Conduct of Parties in the South China Sea, in 2002, along with the other nine members of the Association of Southeast Asian Nations and China. However, officials have repeatedly questioned whether the nonbinding agreement was strong enough to deter claimants from expanding their presence in contested seas and islands. Philippine Foreign Secretary Alberto Romulo said over the weekend that he discussed the possibility of strengthening the accord with his ASEAN counterparts on Friday in Malaysia’s capital, Kuala Lumpur, where the group is holding its annual summit. "We want a more legally binding document," Romulo told a news conference. Romulo didn’t say what response he received from the other ministers. The 2002 declaration was adopted as a stopgap measure ahead of a stronger pact, but fierce differences between the claimants have blocked various attempts to strengthen the accord. Romulo suggested claimant countries also pursue more confidence-boosting steps and joint efforts to explore and develop the region’s resources. "While we have prevented conflict and built cooperation in the South China Sea, much remains to be done and we must sustain our efforts," he said in a separate written statement. The disputed territories include the Spratly Islands, claimed in whole or in part by four ASEAN members - Malaysia, the Philippines, Brunei and Vietnam - plus China and Taiwan. Separately, the Philippines and China have contesting claims to Scarborough Shoal, and China and Vietnam have a dispute over the Paracel Islands. China and Vietnam, which have both built permanent structures in the Spratlys, clashed over the island group in 1988 and 1992. Other countries have also engaged in low-level skirmishes over their claims. Largely uninhabited, the areas are believed to be rich in oil and natural gas. but from what i see, the government and the military nowadays are much more concerned on their own image because of the present issues. they are still trying to win the hearts and minds of the majority of the filipino people. political turmoil is one big disease in our country that has to be fixed in due time. furthermore, peace and order is still an ongoing issue. election frauds, police brutalities, transition governments, the threat of a military coup, value added taxes - name it we have it. some are with the government, some are against - but almost all are greatly dissatisfied on how this country is running itself. most of us has just lost their faith in the government, the military, and even our fellow countrymen. we're a greatly divided band of people. if china would look at our present situation and look at the promising spratlys, perhaps they wouldn't think twice in crushing us beforehand. assume we have no defense ties with the US. we are alone. we're goners for sure. I have just read tom clancy's "red storm rising". russia trys to annihilate the NATO alliance in order to have free access to the middle eastern oil fields. looking at it, it could happen in real life. should the chinese attack us for the spratlys, for what i foresee, most of us would flee to our relatives working abroad. only a few determined souls would stand up and fight. npa rebs would harass our backs with the chinese punching our faces and dropping commie propaganda by aircraft. the reserve force should be of good help but only now did that deem impossible with the reformation of the ROTC program. we're not just militarily weak, the filipino people are not just confided to our cause as one unified country. we're fortunate our US ally is on always behind us. |

What you are seeing in us is not the real thing. Your interpretation may have been shrouded by what you have read from the newspapers and what the news of TV is showing everyday. But hey. Look around us. We arent even the world's most corrupt nation. Isn't that a good thing to start looking at what we can do to get our country moving? Some of our neighbors in ASEAN are corrupt. Even in most part of Africa. Even the US is manipulating things. The US used to be so corrupt. See? Corruption is a part of the life of a developing country. Singapore is a different case because the British rulers helped them start it right. They have a modern govt system and they have the money right from the start. Japan is a different case because it was never invaded and plundered by a foreign ruler. It is just that we have to learn it the hard way. See? It is not our fault. It is just how things have to be. So stop grumbling and help the nation rise up again. :thumb: |

Isn't it great that there are at least 2 who are worse than us? And they are doing their best to curb corruption. My friend, feeling sad about this wont help us. It's better if we just keep on being optimistic. Let's have faith. :thumb: Wala na rin naman tayung magagawa pa. Kung sabihin mo na wala nang pag-asa lalo lang sasama loob mo. O diba? It's one of the viable solutions. Let's not forget that oil aint the only interest of China there. China wants to control the whole South China Sea.
