'As nations squabble over territory, Spratlys deteriorates'

MANILA, Philippines - While countries quarrel over the resource-rich Spratly island chain, the natural wealth of the area is suffering from overfishing and practices that damage the environment, a leading Australian marine biologist said Tuesday.

He is urging six countries embroiled in a territorial dispute over the islands to find a peaceful solution to their maritime row and work together to save coastal resources that have been “degraded” because of unregulated fishing activities.

Prof. Terry Hughes, director of the Australia Research Council Center of Excellence for Coral Reef Studies, warned that the South China Sea has become "degraded" because of overfishing by large vessels of certain countries claiming the Spratlys.

"Despite its apparent remoteness, the South China Sea is actually suffering from overuse. The last few years it also had coral bleaching, the condition of the reef is not good and it's quite rapidly declining. In order to achieve a better management outcome, those countries will need to resolve their differences," Hughes said at the sidelines of a forum on the Coral Triangle Initiative (CTI).

“As China gets wealthier and wealthier, they’re consuming more and more so they’re a big importer of coral reef live fish trade. They’re also a big importer of sea cucumbers. The footprint of China is growing. They don’t have the Western tradition of conservation,”

Hughes said Tuesday at the forum at Sofitel in Pasay City. Hughes said the territorial dispute over the Spratlys has shown a “failure” of governance with the motivation due to “oil and gas, more than coral reef and fisheries resources.”

He warned that unless the dispute is resolved, claimant countries will find themselves not benefiting from the rich marine life of the Spratlys once everything is gone.

Coast Guard ship staying put in Panatag

MANILA, Philippines - A Philippine Coast Guard (PCG) vessel has remained at Panatag (Scarborough) Shoal despite bad weather to continue defending the country’s sovereignty there, a senior security official disclosed as the Philippines celebrated Independence Day yesterday.

“Despite the prevailing weather system in the area, one of our PCG vessels remains in the vicinity of Panatag Shoal as the area belongs to us. It is ours,” the source said.

The official denied speculation that the country celebrated its 114th Independence Day as it started to lose Panatag Shoal to the Chinese due to the absence of an all-weather vessel that could withstand the rough sea in the area at this time of the year.

China is claiming Panatag Shoal as an integral part of its maritime domain, even though the shoal is inside the exclusive economic zone of the Philippines.

The standoff at Panatag started last April 10 when two Chinese Maritime Surveillance ships (CMS) prevented the crew of Philippine Navy vessel BRP Gregorio del Pilar from arresting Chinese fishermen caught poaching in the area.

The Gregorio del Pilar was subsequently pulled out to defuse tension and replaced by a Coast Guard vessel.

A research ship of the Bureau of Fisheries and Aquatic Resources (BFAR) was also deployed in the area.

Panatag Shoal is a rock formation located 124 nautical miles off Masinloc, Zambales, and more than 500 kilometers from the nearest Chinese coastline in Hainan Island.

Aquino to bring up territorial dispute with Myanmar foreign minister

President Benigno Aquino III will bring up the territorial disputes in the West Philippine Sea in his meeting with Myanmar Foreign Minister U Wunna Maung Lwin on Thursday afternoon.

Lwin is in Manila for the meeting of the Philippines-Myanmar Joint Commission for Bilateral Cooperation.

With a diplomatic relationship that started in 1956, the two countries held their first JCBC in April 2004 in Yangon.

"The meeting will cover a wide range of topics involving areas of mutual interest, such as political cooperation, trade and investment, human rights, education, agriculture, tourism, and air services, among others. They are also expected to discuss the West Philippine Sea," deputy presidential spokesperson Abigail Valte said.

The Association of Southeast Asian Nations is currently drafting a Code of Conduct on the South China Sea, which Manila calls the West Philippine Sea.

The code will be a binding agreement among Asean member-states, which includes the Philippines and Myanmar, for the demilitarization of the disputed areas in the region as well as for the peaceful resolution of conflicting claims.

The Philippines has pushed for the exclusion of China, which claims the entire South China Sea through its own nine-dash line theory, in the drafting of the CoC. Valte said Aquino will also be extending his congratulations for the "significant steps toward reform and democratization that have been achieved in Myanmar."

"Enhanced bilateral ties with individual friends from Southeast Asia is a vital cornerstone of our continuing thrust toward Asean centrality and solidarity. As member-nations become emerging forces in the global arena, the Philippines is determined to do its part in strengthening the collective for the benefit of the region and its people," Valte added.

MANILA, Philippines - Why go ballistic over Scarborough Shoal when the Philippines has Jose de Venecia Jr.?

The former House Speaker received rare praise from Chinese state media Thursday for espousing continued one-on-one talks between Manila and Beijing to resolve their territorial dispute over Scarborough Shoal.

"The Huangyan Issue can be solved by direct and sincere dialogues between the Philippines and China, and it needs no interference by a third party," de Venecia said, as quoted by a People's Daily opinion piece published online by China.org.cn.

It added that de Venecia's proposal of "putting aside disputes for joint development" with regard to the Scarborough situation was earlier forward by the former Chinese leader Deng Xiaoping.

"All countries around the South China Sea urgently need hydrocarbons resources and it is rational to put aside disputes and seek for joint exploration, exploitation and a fair distribution of benefits," de Venecia said.

"Jose Claveria de Venecia has always paid high attention to the regional peace and development," the People's Daily opinion piece said.

It also highlighted the former lawmaker's statement that "mutual comprehension is key to Asian people."

"China can take into consideration the possibility to resume tours to the Philippines and the import of Philippine fruits. This will send a signal to the world that the commercial and cultural exchanges have totally recovered," de Venecia said.

He added that China and the Philippines can use the "European model" in the joint exploitation of oil and gas in the North Sea region as well as the Black Sea oil and gas development program.

"I also valued the resource sharing agreement in the controversial waters around Australia and East Timor. All these examples are of great reference to the resolution of South China Sea dispute," de Venecia said.

The Chinese state newspaper said June 9, 2012 marked the 11th anniversary of the establishment of diplomatic relations between China and the Philippines.

"Jose Claveria de Venecia firmly believed that the good friendship between China and Philippines would finally overcome this temporary rift because the mutual understanding was originated from our common history," it added.

Philippines seeks Myanmar help in China dispute
MANILA, Philippines - The Philippines sought Myanmar's support in its maritime territorial dispute with China as the foreign ministers of the two Southeast Asian countries met on Friday.

Philippine foreign secretary Albert del Rosario said he brought up the two-month long standoff in the South China Sea in his talks with visiting Myanmar Foreign Minister U Wunna Maung Lwin in Manila.

Well, I'm checking on the discussions from other forums regarding to the Unidentified aircraft detected on radar over Scarborough shoal and got stunned from this post asking questions to the other members if do we even know for a fact that it is really a Chinese Plane or could it actually be a US Plane that didn't identify itself until they turned on their transponder to notify a Chinese vessel to avoid any unnecessary confrontations. What do you think guys? Actually, we didn't really know for a fact if it is a Chinese Plane.
