The Chinese foreign ministry made the remark as tension lingered over the Scarborough Shoal in the South China Sea, a vast body of water which stretches almost to the Equator and is claimed in its entirety by China. "During the whole process, China has been appealing for diplomatic consultations to resolve the situation there," foreign ministry spokesman Hong Lei told a regular briefing. "But the actions of the Philippine side cannot but raise our doubt over the sincerity of the Philippines to properly resolve the current situation." As of early this week, there were five Chinese government vessels -- up from three -- and 16 fishing boats at the shoal, the Philippine foreign department said Wednesday. Chinese state media later confirmed a "strengthened" presence, and Hong on Thursday also suggested that China had boosted the number of vessels. "From the beginning of the incidents, China had launched solemn and immediate representations, demanding the Philippines to withdraw their vessels," he said. "Now the Philippines is still taking some provocative actions there and China has to strengthen control and raise alert there." China claims the shoal along with most of the South China Sea, even up to the coasts of its Asian neighbours, while the Philippines says the shoal is well within its 200-nautical-mile exclusive economic zone. Both countries have had ships posted around the shoal since early April, when Chinese vessels prevented a Philippine Navy ship from arresting Chinese fishermen. "We urge the Philippine side to respect China's territorial sovereignty in earnest and stop all provocations and show sincerity and carry out serious and earnest diplomatic dialogue with China," Hong said. Taiwan, Brunei, Vietnam and Malaysia also claim parts of the South China Sea. The rival claims have for decades made the waters one of Asia's potential military flashpoints. |

Let us assume that although the Chinese are not that logical, they are smart as well, considering their place now in the world stage. If they are smart, retaliation would be bad for their image. We haven't done anything yes that may seems like a "first shot", and so, I say that China wouldn't retaliate since our political stance is to avoid first use of warfare. |

President Benigno Aquino III has finally appointed one, career diplomat Sonia Brady, a China veteran who had already been ambassador there from 2006-2010, as well as a young consul in Beijing in the 1970s. She is also a former ambassador to Myanmar and Thailand. Aquino's previous appointee, businessman and family friend Domingo Lee, was not approved by Congress' Commission on Appointments because some lawmakers had questioned his qualifications. Aquino wanted "someone who is already familiar with the politics and the culture of that country. That person can hit the ground running," said spokeswoman Abigail Valte of Brady. However, Brady cannot assume her post until Congress approves her appointment, Valte said. Valte added that Brady would have concurrent jurisdiction over North Korea and Mongolia. North Korea is considered by many countries as one of the most unpredictable states in the world. It attempted a rocket launch in April that was suspected to be a weapons test, but the launch failed. Brady’s appointment has come as tensions are high between the Philippines and China because of the stand-off at Panatag Shoal, a crisis that has entered its seventh week. The crisis was triggered last April when Philippine military forces spotted Chinese fishermen gathering marine species but were blocked by Chinese vessels from making arrests. Valte said Brady is no stranger to Beijing, having been ambassador there from April 2006 to January 2010. She said Brady was in China for President Aquino’s state visit to China in 2011, and briefed Aquino and his delegation. Brady has a master of arts in international relations from the University of Southern California and a foreign service degree from the University of the Philippines, Valte added. “So isang career diplomat si Sonia Brady (So we can say Brady is a career diplomat),” she said. Philippines, China still miles apart on shoal issue More than three weeks after they resumed talks, the Philippines and China have yet to find a temporary solution to their dispute over the Panatag (Scarborough) Shoal in the West Philippine Sea (South China Sea). But Foreign Secretary Albert del Rosario has indicated that diplomats from the two countries are not giving up. “It’s a work in progress,” he said Wednesday in a text message to the Philippine Daily Inquirer. “We continue to seek a peaceful solution in addressing the current impasse through diplomatic consultations,” Del Rosario said. Asked about the two countries’ relations, he said, “We would like to believe that the Philippines and China will adhere to our Beijing agreement on treating contentious issues separately as we endeavor to move our bilateral agenda forward.” Sometime in mid-2011, Del Rosario flew to China on the invitation of Chinese Foreign Secretary Yang Jiechi amid rising tensions over the two countries’ conflicting claims in the Spratlys group of islands in the West Philippine Sea. Del Rosario and Yang discussed the maritime disputes between the Philippines and China and agreed “not to let them affect the broader picture of friendship and cooperation between the two countries.” Last week, the Department of Foreign Affairs (DFA) said in a statement that Manila was “committed to efforts aimed at defusing the tensions” in Scarborough Shoal, which the Philippines calls Bajo de Masinloc and Panatag Shoal. On the other hand, China refers to Scarborough as Huangyan Island. “Talks are continuing between DFA and Chinese Embassy officials,” the DFA said. “However, we have received reports from the Coast Guard that there is an increasing number and pattern of Chinese government vessels and fishing boats in the area … The Philippines protests these actions as clear violations of Philippine sovereignty and jurisdiction over the shoal and sovereign rights over the Philippines’ exclusive economic zone (EEZ) that covers the waters around Bajo de Masinloc.” The DFA said “these actions of China are also in violation of the Association of Southeast Asian Nations-China Declaration of Conduct in the South China Sea.” At the same time, the foreign office demanded that China’s vessels “immediately pull out from Bajo de Masinloc and the Philippines’ EEZ and for China to refrain from taking further actions that may exacerbate the situation in the West Philippine Sea.” Early this month, Del Rosario disclosed that the two sides had resumed consultations to break the stalemate over Panatag Shoal. Del Rosario did not disclose the negotiation points, but going by China’s reported “requirement”—that Chinese public service ships at the shoal not to be disturbed—the consultations would lead to, at best, temporary agreements that would allow the two sides to disengage without losing face. He also did not say how Manila was responding to Beijing’s demand. But he indicated that both sides did not expect to reach a lasting solution to the dispute this early. “A diplomatic result ending the current impasse in Bajo de Masinloc, which we hope can be achieved, will at best be a temporary one,” Del Rosario said. “Ultimately, we will need an overall solution.” Del Rosario has repeatedly said the West Philippine Sea remains a core national interest for the country, and “diplomatically, we are working to ensure that what is ours is ours, and a rules-based approach would be the only legitimate and viable way of addressing disputes.” Citing the DFA’s comprehensive “overall plan” in promoting national security, Del Rosario said he was confident the Philippines could settle peacefully its Panatag Shoal dispute with China, as well as other West Philippine Sea-related issues. China starts issuing weather bulletins for Scarborough The Scarborough Shoal dispute between the Philippines and China has just gone up a notch. The Hainan Meteorological Bureau announced it was now issuing weather forecasts for two islands and one reef in the West Philippine Sea (South China Sea). Huangyan Island, also known as Panatag (or Scarborough) Shoal, is one of these, according to an online report by China Central Television (CCTV) News. The local weather bureau is also releasing forecasts for Yongshu Reef and Yongxing Island. They began making the announcements on May 16 to "help ensure the safety of fishing vessels and offshore industries," according to CCTV News. "Seasonal rains on the South China Sea not only affect our southern regions, but other areas in China," Hainan Meteorological Bureau Deputy Director Luo Jianping told CCTV News. "It is very important to have a weather forecasting service for the whole region." "Our monitoring systems have improved, so we have the ability to do this," he added. According to CCTV News, the meteorological radio station broadcasts these weather forecasts "every hour, 18 times a day." This number may even increase, according to CCTV News, "to cover weather alerts in extreme conditions." Local media has also begun broadcasting these weather updates. China urges US to respect its interests in Asia Beijing - Beijing urged the United States Thursday to respect its interests in the Asia Pacific, as US Defence Secretary Leon Panetta began a visit to the region aimed at shoring up US naval power. Panetta's visit follows the strategic shift towards Asia announced by US President Barack Obama last year, and comes amid renewed regional tensions over competing territorial claims in the South China Sea. Asked about Panetta's visit to Vietnam, Singapore and India, foreign ministry spokesman Liu Weimin said China hoped the United States would "play a positive and constructive role in the region". "We also hope the US will respect China's interests and concerns in the region," he added. China and several Asian nations have rival claims to uninhabited islands in the South China Sea, which is believed to be rich in hydrocarbons and straddles strategic shipping lanes vital to global trade. Relations between Beijing and Manila have plunged recently with both sides pressing their conflicting claims to a disputed shoal in the South China Sea. The two countries have had ships posted around the shoal since early April, when Chinese vessels prevented a Philippine Navy ship from arresting Chinese fishermen. Panetta said before leaving the United States that his trip was aimed at remaining "vigilant" in the face of China's growing military.
