PHILIPPINES-CHINA CONFLICT MUST BE RESOLVED THROUGH DIPLOMATIC CHANNEL - ZAHID

KUALA LUMPUR, April 16 (Bernama) -- The standoff between China and the Philippines must be resolved amicably through the diplomatic channel and not via an armed warfare said Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.

The issue was triggered when a Philippines Navy surveillance plane spotted several Chinese fishing vessels in a lagoon at Scarborough, about nautical miles from Luzon, Philippines.

The news prompted the Philippines to deploy its largest warship, the BRP Gregorio del Pilar, to the scene while sailors from the warship boarded the Chinese vessels for inspection, discovering large amounts of illegally collected corals, giant clams and live sharks inside the first boat.

However, two Chinese maritime surveillance ships later reportedly positioned themselves in between the Gregorio del Pilar and the Chinese fishing vessels, preventing the arrests of the fishermen.

"Malaysia''s stand is to see such conflicts avoided and resolved through amicable talks," he told reporters after visiting the Defence Services Asia (DSA) exhibition at the Putra World Trade Centre (PWTC) here today.

Such issues should not become a conflict that can drag both countries to a standoff that can result in a war.

He said such issues should be settled through their respective Foreign Ministries through a platform that has long existed - Asean Defence Ministers Meeting.

Meanwhile, the DSA to be held over four days will see 850 local and foreign companies exhibiting their products and services.

China, Philippine naval standoff continues

...

<snipped>

Carlyle Thayer, a South China Sea expert at the University of New South Wales in Australia, said the Scarborough standoff was the latest reminder of an urgent need for China and other claimant countries to come up with arrangements to ensure disagreements, like fishermen straying into disputed waters, would not become violent, while the territorial disputes remain unresolved.

Such an arrangement, Thayer said, could be included in a proposed "code of conduct" being drafted by the 10-member Association of Southeast Asian Nations, which includes four nations involved in South China Sea conflicts, and China.

China and rival countries like Vietnam and the Philippines have bolstered their maritime forces to protect islands, reefs and potentially oil- and gas-rich offshore areas they claim in the South China Sea, increasing the possibility of confrontations, he said.

"If the South China Sea can be compared to a bathtub, it is only a matter of time before there is a collision in this congested space," Thayer told The Associated Press in an e-mail reply to questions. "The incident at Scarborough Shoal is a harbinger of what is to come."

"Unless this matter is effectively addressed...the future portends more confrontations and possible clashes at sea," Thayer said.

The Philippines has yet to seek the Association of Southeast Asian Nations’ (Asean) support on the issue.

A unified stand coming from the Asean may help end the standoff between Philippine and Chinese ships at the disputed Scarborough Shoal even as a senator lamented the perceived distancing of the United States on the issue.

Senator Joker Arroyo said the Chinese might rethink of deploying more ships to the resource-rich shoal.

“Whenever there's a problem, even if they don’t act militarily and in this case that one member is threatened, everyone will support it. If they (Asean) unite on this issue, there’s an influence on the offending party (China). This is a diplomatic offensive,” he told radio station dzBB.

The 10-member region is China’s largest trading partner resulting from the implementation of China-Asean Free Trade Area (Cafta) two years ago, which involves 1.9 billion consumers and a total trade volume of $4.5 trillion.

With the Asean and the United States silent on the standoff, Arroyo said the Philippines seems to have no ally at the moment, even comparing to the country to an orphaned child.

“This is our misfortune,” he said, adding that public sentiment against waging overseas wars was taken into consideration by US President Barack Obama, who paved the way for the pullout of troops in Afghanistan and Iraq.

Because of this, Arroyo said it is wise for the public and the national leaders to rally behind President Benigno Aquino III in finding a peaceful end to the stalemate.

“It is very difficult (for Congress) to suggest on matters such as international relations because we don't know some information that is known only to Malacañang. When it comes to a problem like this, we should unite and support Malacañang,” he said.

PNoy justifies 'de-escalation' moves in Scarborough

by Willard Cheng, ABS-CBN News

'Balikatan exercises not linked to territorial dispute'

MANILA, Philippines - President Aquino justified the failure of the Philippine government to arrest Chinese fishermen found in Scarborough shoal and confiscate their haul, saying the Philippines does not want to escalate the situation.

“Mas maganda ba sa’yo na ipadala natin lahat ng maritime vessels natin dun, prevent ‘yung Chinese maritime surveillance vessels that are unarmed and force China to react by sending their own military forces? Would escalation serve the national interest?” Aquino told reporters.

“Would you want to escalate the situation? ‘Yun lang naman ang tanong e.”

Aquino said that the BRP Gregorio del Pilar was on its way to an eastern part of the Philippine coastline to guard against the possible fall of debris from the scheduled North Korean rocket launch when the vessel was informed of the sighting of Chinese fishing vessels at the shoal.

He said the Philippine Navy vessel was there to enforce maritime laws.

“Part of their duty also is to enforce our maritime laws. Tinignan nila, ininspect, nakita nga nila lahat ito endangered species. Pareho tayo ng China signatory to a convention called CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora)… Part of our job is protect our patrimony,” he said.

But Aquino said the Chinese vessels found at the shoal were unarmed. This is the reason why, he said, the Philippines responded by pulling out the Philippine Navy vessel, BRP Gregorio del Pilar, and replacing it with a civilian vessel from the Philippine Coast Guard.

“As soon as possible, we dispatched a Coast Guard vessel, which is a civilian component. It is under the DOTC (Department of Transportation and Communication). It’s not even a DND (Department of Defense) attached entity or agency, just to demonstrate that we want to deescalate the situation,” he said.

Aquino said that replacing it with and keeping a Philippine Coast Guard vessel in the area is also a way to assert Philippine sovereignty over the shoal.

“Maliwanag naman na napanindigan natin kung ano ang atin,” he said.

“[Coast Guard vessel] 002 will maintain its station to assert our sovereignty over the Scarborough shoal which is, just to be sure… about a hundred sixty from our coastline which is well within the 200-mile exclusive economic zone,” he added.

Balikatan not connected

Aquino stressed that the Balikatan military exercises between the Philippines and the United States are not connected with the country’s standoff with China over the shoal, saying that these have been scheduled “way, way ahead.”

“Walang pakinabang sa atin na sa panahon na dine-deescalate natin, maglalagay pa tayo ng potential na irereklamo ng kabilang panig?” he said.

He also made an appeal not to sensationalize the matter that may provoke China and lead to an escalation of the situation.

“We have been ready to protect our sovereignty to the limits of our capability. I will appeal to all of you…Maski na boxing laban sa China, 1.3 billion sila, 95 million tayo. Maski pitikan ng ilong. Ano ba ang pakinabang natin na i-drama natin tong palalain itong sitwasyon na nangyari para galitin ang isa na humantong doon?” he said.

“Better to jaw-jaw than to war-war”

Aquino said that China’s nine-dash line theory claiming the whole of South China Sea as theirs made the territorial issue more difficult. He acknowledged that it is an important Chinese cultural value to save face.

But he added that the Philippines is seeking a diplomatic solution to the territorial dispute by engaging ASEAN and other claimant parties, including China, to a dialogue.

He pointed out the Philippines and China are still in touch, with a meeting between Foreign Affairs Undersecretary Erlinda Basilio and Chinese ambassador to the Philippines Ma Qeking scheduled Monday afternoon.

“We have been steadfast. We have two missions: One not to escalate the situation, and two, to protect our sovereignty,” he said.

“I am hopeful na reasonable people can come up with a situation that will resolve the situation.”

Quoting the late British Prime Minister Winston Churchill, Aquino stated that it is not the country’s policy to engage in war.

“Better daw to jaw-jaw-jaw than to war-war-war,” Aquino said.

Jaw-Jaw-Jaw, talaga ha! we'll see if he can justify what comes next after...

going to war at this stage will only do us more harm than good.

we might end up with more territory lost than gained just like what Egypt, Syria & Jordan lost when they went to war against mighty Israel.

So, we have to give up Scarborough Shoal? because the Chinese won't stop until they get what they want... they have modernized their military up to the point that will make them unstoppable!

No one is asking for WAR with China, except only for the Govt. to stand our ground, uphold our sovereignty to secure and protect the Country's territories and interests.

Scarborough Shoal has and always been part of our territory ever since and it is different from the Spratly/KiG issue..
It's very very clear that they are really after RECTO Bank which I believe the main target objective of all of these issues..
Hindi kasi sila maka diretso sa RECTO Bank kaya sinusubukan nila kuhanin ang Panatag S. para ma screen nila ang area o bakuran going towards their target which is RECTO Bank! Tapos kung titingnan niyo it's like this if we are facing West Philippine Sea from Palawan...

Mischief Reef--------------RECTO Bank------------Scarborough Shoal

Hayan ang target sight nasa gitna 12 o clock!!!
tapos kapag nagawa nila iyan, paatras sila babawi like claiming and occupying the Spratly Islands to complete the "Supot"or Bag like shape of their 9 dash fantasy nila.....

O go and send this to Malacanang now.. Lol! seriously :ssalute:

Our family did in our own little way to express our displeasure at China's bullying of our country.

Our family corporation intended to acquire 10 brand new Foton delivery vans but after this latest incident of Chinese arrogance we decided to cancel our order and to buy Isuzus instead, more expensive but at least assembled in the Philippines by Filipino workers.

Laptops issued to our marketing specialists are due for replacement and we decided to stop buying Lenovo laptops, instead we will replace these with Made in Japan Toshiba laptops.

The family patriarch has declared that even or clothes & other personal items should not be made in China. That we should buy Filipino products first. We have to check every label before we purchase anything.
