Aquino wants no violence in Panatag Shoal standoff with Chinese vessels

A ranking military official said Wednesday that a Philippine Coast Guard ship is en route to Panatag Shoal (Scarborough Shoal) in the West Philippine Sea to assist the BRP Gregorio del Pilar in enforcing the country’s maritime laws.

"We have authority to confiscate them and bring the ships here. We've done that in the past," AFP deputy chief of staff Lt. Gen. Anthony Alcantara told reporters, according to a Reuters report.

The BRP Gregorio del Pilar, flagship of the Philippine Navy and tasked to protect the country’s exclusive economic zone in the West Philippine Sea–including the Malampaya natural gas field–is in a standoff with two surveillance ships of the People’s Republic of China at Panatag Shoal, known internationally as Scarborough Shoal.

A diplomatic solution

President Benigno Aquino III ordered the Armed Forces to follow its rules of engagement and ensure that no violence occurs at Panatag Shoal, less than 200 kilometers west of Subic Bay.

“Parati naman nating sinasabi na walang mapapala kung magkakaroon ng pagdanak ng karahasan diyan... So, hinahabol natin na talagang mayroong resolusyon on a diplomatic level at ‘yan po ay tinatrabaho na,” Aquino said.

The Chinese surveillance ships maneuvered and took positions between the BRP Gregorio del Pilar and Chinese fishing vessels earlier found to have been engaged in illegal fishing in the waters off Panatag Shoal, according to the Department of Foreign Affairs.

Found on board the Chinese fishing vessels were cargo loads of giant clams and other species of marine life.

A statement issued by the Chinese embassy said 12 fishing boats had taken shelter from harsh weather in a lagoon. It said the Philippine "gunboat" blocked the lagoon entrance, preventing the Chinese surveillance vessels from "fulfilling the duties of safeguarding Chinese maritime rights and interests".

It said the embassy immediately contacted the DFA and "reiterated China's sovereignty over Huangyan Island, (and) urged the Philippine side to stop immediately their illegal activities and leave this area".

As of early Wednesday evening, Foreign Affairs Secretary Albert del Rosario said there was no breakthrough yet with China. The Department of Foreign Affairs summoned Ambassador Ma Keqing and lodged a diplomatic protest.

In Beijing, foreign ministry spokesman Liu Weimin said the PROC "launched solemn representations with the Philippine side over the Philippine vessels and patrol boats harassing Chinese fishing boats and fishermen."

This is the biggest problem with some of our fellow pinoys (specially those in the government and high ranking catholic bishops), they have this impression that our AFP modernization is too focused in challenging china. Its not that really.

Somebody should slap their heads and remind them that the AFP modernization is just in a process of upgrading their overdue military capability just like as any other countries does in every 5, 10-15 years or so. Because it is a military mandate and to provide security to the whole country including their EEZ such as the case in the philippines and other claimants in spratlys. Now its just happen that china was not too happy about it because once the AFP were able to finally upgrade their capabilities, then they will be just one another oddball for china in WPS issue.

So this is just a perfect example of a country like the philippines if you happen to neglect and perverted your intended budget to modernize your military for the last 25 yrs or so. Very bad thing for a leader.

Im pretty sure that already a lot of our asian neighbors are feeling good about themselves, and gladly never end up as a filipino race. There's nothing to be proud about this bad situation and being a laughing stock in WPS all because of our own inutile past governments with its officials who ran it.

Seems like the 3 chinese maritime surveillance ships are in a rotating shift, leaving 2 ships at all time for now, perhaps refuelling and restocking from nearby mischief reef or at paracel islands. Its not their intention to leave as long as no diplomatic agreement be made available between RP and china.

WORLD VIEW: China, Philippines Face Off in South China Sea

Philippines and China in Nationalistic Confrontation in South China Sea

According to the Philippines side of the story, a Philippine warship was patrolling the Panatag (Scarborough) Shoal and came across eight Chinese fishing vessels anchored inside a lagoon. A Philippine inspection team boarded the finshing vessels and found large amounts of illegally collected corals, giant clams and live sharks inside the compartments of the first inspected vessel. Then two Chinese maritime surveillance ships entered the lagoon and prevented the fishermen from being arrested.

According to the Chinese side, the fishing boats took shelter from the weather in the lagoon of Huangyan Island, when a Philippine warship showed up, boarded the fishing vessels, and harassed the Chinese fishermen. Two Chinese maritime surveillance vessels showed up and demanded that the Philippine gunboat leave, because Huangyan Island is an integral part of Chinese territory and China has indisputable sovereignty over the island.

The island in question is fairly close to Manila, but China has beceom increasingly aggressive in claiming all the islands in the South China Sea as their sovereign territory, even islands that have historically been part of other countries' sovereign territory. The claim that China has "indisputable sovereignty" is a joke. China is in territorial disputes with Philippines, Vietnam, Malaysia, Taiwan and Brunei, and it's clear that an increasingly nationalistic China has no intention of backing down, and will pursue its claims with its rapidly growing and increasingly hostile and belligerent military force.

If Pinoy blood is not martyred over these island of ours then no one will take us or the Chinese threat seriously. It is not diplomacy "easing" us out of this situation...it is cowardice.

I agree with you 100%!

The only way to go is TO STAND FIRM on our position, continue with the Diplomatic protest and for China to back off our territory!
Mag ka alaman na kung may bisa ang MDT natin sa US o bull lang..?
After all WE ARE THE OPPRESSED PARTY HERE AND WE HAVE ALL THE LEGAL RIGHTS.

A very soft leadership..
