China sends reinforcement in standoff with PH Navy

It's now one against three in the ongoing standoff in Scarborough shoal in the South China Sea, with a lone Philippine Navy vessel up against three Chinese Marine Surveillance (CMS) ships whose presence, officials say, violates Philippine sovereignty.

China sent the 1,000-ton maritime surveillance ship Yuzheng 303, sighted eight nautical miles from the position of the BRP Gregorio del Pilar, after it sent a marine surveillance aircraft at around 2 p.m. Wednesday (April 11).


When the Yuzheng 303 was approaching southwest of Scarborough, two CMS ships with bow numbers 75 and 84 that were already in the area steamed towards the approaching Chinese vessel.

Philippine military officials say the Chinese naval presence plus air cover was meant as a show of force. It was China's response to the April 10 incident when the Gregorio del Pilar apprehended Chinese fishing boats in Scarborough shoal, also called Panatag.

The vessels are part of China's Fisheries Law Enforcement (CFLE) command tasked to protect Chinese fishing vessels and personnel. It belongs to China's South China Sea Corps based on Guangzhou and transferred from the Chinese Navy in 2009.

The Yuzheng 303 and the marine surveillance aircraft arrived at Scarborough while Foreign Affairs Secretary Albert del Rosario, Navy chief Vice Adm. Alexander Pama, and Philippine Coast Guard chief, Vice Adm. Edmund Castor Tan were conducting a media briefing on the standoff.

Tan said the Coast Guard's search and rescue vessel is expected in the area Thursday (April 12). "Our role is just to be there to show our presence," he said.

Pama confirmed that all preparations are being undertaken including sending ships, but he refused to disclose the number and their positions. "We are ready but we have no intentions of telegraphing our intentions in the area," Pama said.


The Philippine Navy's cautious move is in accordance with President Aquino's guidance of "white to white, gray to gray." "White to white" means civilian ships are to deal only with civilian ships, in this case the Philippine Coast Guard to the Chinese Marine Surveillance. "Gray to gray" means navy to navy.

This directive sprung from the Reed Bank incident last year when China's marine surveillance ship warded off the Philippine commissioned seismic vessel Voyager. The President has said that Coast Guard will take the primary role of enforcing maritime laws.


In the meeting in Malacañang Tuesday evening, the primacy of the Coast Guard's role in the conduct of vessel search and seizure (VBSS) was reiterated.

The military's Northern Luzon Command, which has operational control of the area, took part in the meeting via teleconferencing. It said that following the issuance of Executive Order 57 creating the Coast Watch Council under the office of the Executive Secretary, it is primarily the Coast Guard that is mandated to enforce maritime laws and effect necessary arrests.

But it was also agreed upon that when the Navy is in an area for patrol, it can also enforce maritime laws such as VBSS, as they did in Scarborough shoal on April 10 when they found eight Chinese fishing boats with sizable quantities of endangered marine species, corals, live sharks and giant clams.

However, neither seizure of illegal cargoes nor arrest of the Chinese fishermen had been done.


Pama said they are still in consultation with concerned agencies of government on the issue of filing appropriate charges against the Chinese fishermen.

The Coast Watch station in the area has monitored foreign fishing vessels as early as three weeks ago but it was only on April 8 that a naval islander aircraft confirmed the sighting. The BRP Gregorio del Pilar, the country's lone modern naval patrol frigate acquired from the US last year, was on its way to Northern Luzon as part of the contingency measures for North Korea's rocket launch when it confirmed the presence of Chinese fishing vessels in the Scarborough shoal.

The Philippines on Wednesday lodged a diplomatic protest when Chinese Ambassador Ma Keqing was summoned to the DFA. Likewise the Philippines Charge d'Affaires in Beijing was summoned by China's foreign ministry. A note verbale from China on the incident is to be expected, Del Rosario said.

Ma Keqing reiterated her country's position that Scarborough is an integral part of Chinese territory.

Yuzheng 303 is the same ship that escorted a Chinese fishing vessel that also figured in a standoff with Petrovietnam's commissioned exploration vessel in June last year. That incident in the waters disputed by Vietnam and China also triggered a diplomatic standoff after China cut off the cable lines of Vietnam's Viking 2 that got entangled with the anchor lines of Chinese fishing vessel 6226.

This is the sad fate that will go on and on. Babastusin talaga tayo ng mga intsik ng marami pang beses pag pinalampas natin ito. Imagine sa kabagalan ng pag aresto dapat sana nun wala yung dalawang research ship nila nakuha na natin yung mga chinese at sinakay na agad kay Goyo. At least by this time nakakulong na sila at napakawalan na yung mga pating etc etc.

Kabagalan kahit kelan ng gobyerno. Kahit sa interview kay Pama at Tan halatang walang gusto umako ng responsibilidad. Dapat sana may kongkreto silang paninindigan. Parang nagdadalawang isip pa sila sa gagawin nila..

Kabwisit talaga gobyerno natin, wala kang tibay na maaasahan. :pushup:

I just have a question Mr President, do our PCG"whites" can deal with their Chicom "WHITEs" or our PN Gray can deal with their PLA Gray???

Akala ko ba PF-15 was meant to secure and patrol WPS areas, so what happened here? Why did you have to send the GDP kung pa pull out niyo rin pala? Di sa na PCG nalang pinapunta niyo ng una palang..!

No retreat, Navy chief assures, as BRP Gregorio del Pilar takes time to 'refuel'

MANILA, Philippines (Update 3- 4:50 p.m.) - There is no retreat and 'we are not abandoning the area,' the Navy chief explained Thursday afternoon, after the command's flagship BRP Gregorio del Pilar moved out of Scarborough Shoal earlier in the day to go to Poro Point, effectively demilitarizing the new flashpoint in South China Sea. This, even as a third Chinese civilian ship was spotted in the area.

Vice Admiral Alexander Pama said the vessel--the Philippines' only frigate--moved out of the area Thursday morning because it needed to restock on provisions and to refuel.

He also clarified that the move was not a "pullout," adding that the ship will restock on provisions at Poro Point in San Fernando, La Union.

The BRP del Pilar was relieved by a Coast Guard vessel that arrived this morning at Scarborough Shoal.

"This is a law enforcement matter; para hindi naman tayo mukhang siga dun let the civilian agency handle it," Pama said.

Earlier, Foreign Affairs Secretary Albert del Rosario disclosed at a doorstop interview at the DFA that the BRP Gregorio del Pilar moved out of Scarborough Shoal to go to Poro Point, effectively demilitarizing the new flashpoint in South China Sea, even as a third Chinese civilian ship was spotted in the area.

He stressed, though, that the frigate has been pulled out for "operational" reasons. The country's top diplomat added that the move is not part of the diplomatic negotiations with China to ease tension in the shoal located 124 miles (220 kilometers) off Zambales. He noted that a civilian ship under the Coast Guard replaced the Navy warship.

Asked if the BRP Gregorio del Pilar pullout will ease tension in the area, del Rosario said: "I don't know. But the capabilities of the Coast Guard ship are not as large as those of the Navy ship."

Will it weaken the Philippine position? "I don't think so. We're working feverishly for a diplomatic solution."



Nolcom chief: need to enforce maritime law

Lt. Gen. Anthony Alcantara, commander of the Northern Luzon Command, said the BRP Gregorio del Pilar was replaced by the Coast Guard vessel. Another Coast Guard vessel is expected to arrive in the area to "enforce maritime law."

"We are seeking a peaceful resolution of the issue, the conflict in the area," Alcantara told reporters.

Alcantara said the third Chinese vessel spotted in the area was allegedly a vessel from the Ministry of Agriculture that arrived Wednesday.


Chinese envoy told to explain 3rd ship

Meanwhile, asked if the third Chinese civilian ship was a cause for alarm, del Rosario said he has not thought of it yet, but “might ask her (Chinese Ambassador Ma Keqing) casually why there is another ship there.”

Will the Philippines send another civilian ship to the area? “I don’t see that there’s a plan to do that. There could be. I don’t know. That's an operational undertaking. The DFA is handling the diplomatic aspect of the issue," he said.

Del Rosario said he foresees a breakthrough in the next couple of days before he leaves for Washington this weekend.

“We are moving forward but this is still a work in progress. Hopefully we can get in done in a day or two but we will have to see,” he said.


Del Rosario refused to give details regarding the options he and the Chinese ambassador have agreed to work on.

“I think I will appeal for understanding. We're in the stage of negotiations,” he said.

He talked to the Chinese envoy twice Wednesday, the last one at 11 p.m., he said.

For sure Goyo & other PN assets are on ready standby not far from the area of contention.

It's to find out if a piece of paper really works and or else make them pressure Beijing to back down so we know where and what we really are to the World..

Hong Kong (CNN) -- The Philippines said Thursday that it had pulled its largest naval vessel away from a remote lagoon in the South China Sea where it was engaged in an uneasy standoff with two Chinese maritime surveillance ships.

But the tense situation is not yet resolved, as a Philippine coast guard boat remains at the scene, and a third Chinese ship has arrived, said Raul Hernandez, a spokesman for the Philippine Department of Foreign Affairs.

PH won’t leave Scarborough 'defenseless'

MANILA, Philippines - The Philippine government will not leave Scarborough Shoal defenseless despite pulling out its biggest warship from the area for refueling.

In an interview with ANC, Navy commander Vice Admiral Alexander Pama said a Philippine Coast Guard search and rescue vessel is now in the area to replace BRP Gregorio del Pilar. “It should be leaving or have left the area already.”

He said the Navy vessel will have to refuel and replace stocks, such as food, for its men on board.

He said the instruction “is to remain there and continue what we’ve started” even as the executive department moves to resolve the standoff with China via diplomatic means.

Pama said authorities are still hoping that the issue will be resolved peacefully.

He said he does not see any signs of any weapons from the Chinese side, “and we’re also not showing anything that could be misinterpreted.”

The latest dispute began last Sunday. The Philippine Navy, through its newly-commissioned BRP Gregorio del Pilar, found eight fishing boats in the area and accused them of fishing illegally.

Two Chinese Marine Surveillance Ships later barricaded the boats, saying the Philippine Navy was harassing its citizens.

China and Philippines are the only countries with competing claims over Scarborough Shoal, which is near Zambales province.

The disputed waters in the whole South China Sea or West Philippine Sea are believed to be rich in resources, Aside from the Philippines and China, Vietnam, Malaysia, Brunei and Taiwan also have claims in the South China Sea.

Both China and the Philippines have already filed diplomatic protests over the standoff in Scarborough Shoal.
