the AFP has some $180 million available for modernization, the PN can be allowed to pursue prjects to boost its capabilites. some projects to consider. *have more of the PN patrol boats in sea. contrary to popular belief, the problem with the PN not having enough patrol boats, isnt that there isnt enough units around, its that there are not enough funds to buy fuel for the naval boats. first priority is given to the LSTs and smaller LCUs, then it trickles down to the current situation and what patrol boat is needed. this can be changed. *$16 million for the purchase of 16 Penguin anti-ship missiles. arm 2 each for the 3 jacinto corvettes and the cyclone. keep the other 8 in reserve. its been a long time and the PN still does not have anti-ship capability. other missiles to consider (given the weight limitations of the ships in question) are the sea skua, AS15TT, and maybe gabriel. the sea skua is favored for the jacinto, but its small size and very high price might make someone look elsewhere like the penguin. *2 defender 4000 for24/7 MPA. one plane for 2.5 million british pounds. british site *1 E-2C hawkeye from US AMARC stocks. request them for the cost of refurbishment. 3 ex-israeli air force examples sold to mexican navy (the last one to be in the israeli airforce museum), and the cost of the whole deal was reportedly $18 million for all three, or $6 million per plane. the includes refurbishment of the aircrafts, technical conversion to mexican standards (they took off the inflight refueling probe) as well as training and support. these are valuable assets not only in air defense but also in patrol and surveilance as well as if u put ELINT equipment of the plane. israeli e-2c to mexico *buy more south korean PKMs, dont know the price but its obviously more than the $100 the navy bought the PKM and PKS in the friendship price days. *CB-90 boats, requirement for 2 fast amphibious/patrol boats, swedish CB-90 was tested in manila a while back for this role. *transfer 5 of Pres. arroyo's bell-212s to the navy and make her use the recentlyoverhauled blackhawk instead. arm them with surface search radar. or buy 5 israeli-surplus examples. Marines need: more kevlar helmets, refurbished M-16a1 rifles tracked amphibious vehicles armbrust disposeable anti-tank missle (20being tested by marines) NVG for marine force recon (if not given by US forces) Down payment for: *endurance class ship. marine corps has requested this ship instead of the PN plan for more frank besson or a newport class. *OPVs |

But then the 180 million is for the whole AFP, not just for the navy or air force only. Now what branch of service will actually get the larger share of the pie? I wish its the PN. |

the PAF suggestions that i had cost: $33.2 million PN is-$16 million for 16 Penguin SSM ship-launched units 2 Defender4000 MPA for $9.2 million (cost (as of august 17 british pound exchange rate) $6million for E-2C (if the price is that of the same mexico bought theirs) plus $5million earmarked to buy fuel for ships total $36.2 million this still leaves $110.4 million for other projects. as for who gets to have a bigger share, it will depend on current situation on what is needed the most . currently the government's clear goal is to stamp out internal insurgency groups (communist, islamist, as well as private armies of landowners), and the defense of the spratly islands, basically provide a safe invironment to attract investors and limited external defense for spratly defense.. its noteworthy that the navy has the last word on PMC weapons precurement. the PMC presents a list and argues for them to the navy, then navy decides on what to get and what not to get . but like i said anything goes, what i have put forward dont mean anything, theyre just suggestions. i could tell already that because of the government's internal security and spratly defense policy, the PnguinSSMs will not go through. but one could always make an argument that 16 missiles will be ideal for the defense pf the spratlys. again anything goes, $180 million is on the table and its not enough but it goes a long ways in improving AFP capabilities. kampilan said:
^ok, what would u suggest? id like to get your input. dagger6 said;
i dont know what u meant, but it sounds like u are suggesting that top officers are currupt in some way. if so do u have proof of this? im curious becaus people never run out of accusations, but nobody ever has proof. |

Ang problema kasi sa bansa natin ay when it comes to any modernization, we are reactive instead of proactive. Unless an issue jumps up and really slaps our politikos (and ourselves included), in the face, that is only when we will react. Sad to say though, I only hope it will not be too late again. Para sa akin, if we can arm our present patrol forces with whatever capabilities as to missiles or torpedoes (as long as it will be effective for the respective hull class) then so be it. We can at least learn a leson from the PT boat war back in WWII. With the kind of archipelago we have and the present navy bases, as long as we can interdict and give foreign (also local insurgents and pirates) a pounding to make them realize we are a sea fortress not to be recconed with, this will work. Forget about the long, high tech stuff for the mean time. Let's improve our early warning capabilities first, not just through armed defense, but also along with weather surveillance. This will also play key in any civilian or military issues. At present, GMA has pledged to improve such because of the recent tsunamis that hit our South East Asian Neighbors. This is not also excludding DeVenecia's input for improved fire fighting equipment and capabilities. Another (sad to say in the expense of his child) reactive consideration. Here's my saying to that, GMA has already pledged a lot, and for once I want to see something totally materialize. Not partially or half way, but for real!
