Possible PAF projects; OV-10s and Huey II over F/A-18s.

the AFP recently has around $180 million dollars for modernization. $180 million may not be much, but is enough for the INTERIM modernization of the PAF. forget about new F/A-18s or Su-30s, the clear and present focus of the AFP is the counter-insurgency campaigns between various guerilla groups. with that in mind here are some things that the $180 might be used for.

*10 OV-10 upgraded to colombian standards. full airframe refurbishent, life extension to 15,000 hours, upgrading and zero-timing of engines. FLIR thermal imaging etc... colombian upgrades, retain 5 other un-upgraded OV-10 for reconnaisance roles/armed patrol in the spratlys and malampaya. colombian upgrades cost $1.5million or $15million total.

*5 MG-520 as attrition replacements to a total of around 25 MG-520s flying. more than 30 examples were purchased and usage and attrition has been high some examples damaged beyond repair in accidents and 20 are left. costs in the range of around $800,000 to $1million per unit. fllugreview

*1 E-2C hawkeye from US AMARC stocks. request them for the cost of refurbishment. 3 ex-israeli air force examples sold to mexican navy (the last one to be in the israeli airforce museum), and the cost of the whole deal was reportedly $18 million for all three, or $6 million per plane. the includes refurbishment of the aircrafts, technical conversion to mexican standards (they took off the inflight refueling probe) as well as training and support. israeli E2-C to mexico navy these are valuable assets not only in air defense but also in patrol and surveilance as well as if u put ELINT equipment of the plane.

*12 swiss air force-retired F-5E/F tigerII. swiss examples sold to the US for around $600,000 per plane as is. swiss examples still have low flight hours so they dont have to be refurbished as of now. relegate them toe AIR DEFENSE ROLES NOT COIN-GROUND ATTACK AIRCRAFT!!! planes can also be bought from south korea, and maybe even saudi arabia. if at $600,000 for 12 planes, the price will be $7.2million.

these i put above with if bought at the price put forwad is around $33.2million. this is less than the cost of most one of the 4th generation fighters that people in this forum keep talking about. but for less than $35million, the philippines can do much more in the to upgrade itself.

the most important program the PAF needs to undertake is THE UPGRADE OF AS MUCH UH-1H TO THE "HUEY-II" UPGRADE. the philippine helicopter force will depend on either upgrading it to this standard or to replace the UH-1H with a new helicopter, which is totaly out of the question. huey II upgrades cost $1.5 million, and these can already be done locally with the PAF maintenance wing.

NOTES:
*i did not include refurbishment/overhaul of C-130 cargo aircraft because the US is already paying for the refurbishement of these.

*there is still $18million allocated to the 12 PAF surface strike aircraft. the PAF has not announced which plane is going to be accepted or whether its a plane at all. if buying from the US, since $18million is not much, what the US could eventually give is a rotary aircraft i.e. AH-1 cobras.

*should the PAF require a limited air defense weapon, alternatives include US-surplus M-163 and M-167 self propelled and towed air defense systems. they're basically radar guided vulcan guns either towed (stationary) or self propelled, on an M-113. these have been given away for free from the US to several nations including morrocco and egypt. all they had to pay for was refurbishment cost and shipping costs. israeli defense force is also selling some surplus examples, though not as favorable to price as the US. if u know what i mean.

Well put apo lakay but too favorable to the PAF, I'd say upgrade the Broncos and 520s but and the rest for upgrade of the PNs patrol vessels. :thumb:

Good suggestions especially for UpGrading nearly half the OV-10 Bronco fleet to that Colombian AF standard.

The MOST pressing Priority for the PhilAF is to fund the HUEY II UpGrade Helicopter Program now! No exceptions, none.

Troop Lift, Casevac, and SAR are such 'basic' needs for supporting both the Army and Marines, but also the civilian population as well throughout the entire country.

I would devote $90 Million and UpGrade 60-UH-1s to Bell's HUEY II standard.

With the given ratio that at any given time, a third of the Helicopter inventory is down for maintanence that would give the Phil Armed Forces 40-HUEY IIs operational on a daily basis around the country. This IS the minimum number to UpGrade.

Spend $18M to UpGrade (twelve) OV-10s to the CAF standard.

Finally spend another $12M to UpGrade a (dozen) MG-520D Gunship Helicopters with NVG cockpits, Helmet sighting, nose mted FLIR, and the FN Herstal, chin turreted, single barrel, .50 caliber HMG. The latter would free up one pylon so that each Gunship could carry TWO 7rd-70mm rocket pods, thus doubling the firepower in one stroke.

This would leave just $60Million dollars (U.S.) for the Navy, Marines, and Army.

The Navy could procure 3-Pilatus DEFENDER 4000 armed Maritime Patrol Aircraft which are very economical to buy, maintain and operate. Forward deploy all of these at Palawan to patrol the natural gas fields, and the Sprately Islands, Paga Saga Is, etc. That would cost maybe $15M? This would include all pilot/crew training, spares and technical support for say the next three years.

The remaining $45M could be split eveningly between the Army and Marines in a JOINT procurement of:

1. Night Vision Goggles

2. Jam proof, portable Field Radios

3. Direction Finding/Elint Equipment

To equip the best and most elite of both of these Branches of the Philippine Military such as the Marine's FORCE RECON. and the Army's RANGER Companies. These two units will ultimately eliminate -most- of the insurgent scum IF and only IF they can get their hands on the BEST equipment available.

bad news depending on your point of view. the PAF has cancelled the funding of 10 more UH-1 "HueyII upgrades ($15million) for this year and instead will be used to puchase and maintain regular refurbished UH-1H helicopters instead. some including Manokski's site has speculated that the PAF either got a guarantee of a spares supply for UH-1 "H" models from STAero of Singapore or Bell or both. the PAF now wants a larger force of less capable units flying than a small force but more capable helicopters. the PAF will get more units flying but they wont be "HueyII". the PAF is to get 20 refurbished units from STAero and a further 50 from the US. more and more are being trained for night-lfying tactics with NVGs. some 40 helicopters are already NVG-campatible cockpits and the crews armed with NVG and are training hard on them. more helicopters to support ground forces will make sense, just hope the military doesnt go adventurist and ruin things.
