Speaking to ABS-CBN News, Cascolan said Albayalde's predecessor, Ronald "Bato" dela Rosa, offered the post. "The truth is - it was offered by Chief Bato. Hindi ako nakasagot kaagad... Pinag-isipan ko, pero sabi ng mga kaibigan ko, dapat kunin mo na yan. So kinausap ko ulit si chief and I told him if that's what you want, then I will serve," Cascolan said. The three are all members of the Philippine Military Academy Sinagtala Class of 1986.
