Report: Chinese Coast Guard Vessels Illegally Annexed and Take Over Spratly Island Feature (Jackson Shoal) From Philippines

Five China Coast Guard vessels have taken over Jackson Shoal, a disputed feature in the Spratly Islands in the South China Sea some 140 nautical miles west of the Philippines’ Palawan Island, according to a report by the Philippines Star.Jackson Atoll is a popular fishing ground for Filipino fishermen, and is 33 nautical miles from Mischief Reef, a Spratly Island feature where China has carried out extensive land reclamation work and built an artificial island for possible military use.The Philippines Star, citing sources, said that the Chinese vessels “chased” fishermen away as early as last week.“These gray and white Chinese ships, around four of them inside the lagoon, prevented us from entering our traditional fishing ground,” one of the fisherman told the Star. If confirmed, this incident would represent an increase in Chinese assertiveness in the South China Sea.

China and the Philippines have faced off over Jackson Shoal in the past. In 2011, Filipino fishermen were warned away from the area by a Chinese People’s Liberation Army Jianghu-V-class missile frigate, which also fired warning shots at the fishermen, according to reports.China has over the years shifted from using naval assets to employing coast guard and maritime law enforcement vessels instead to assert its claims in the South China Sea, prompting some analysts to call these assets its “second navy.”Tensions between the Philippines and China have been high in the South China Sea for years, but particularly since 2012, when the two states had a highly visible stand-off over China’s takeover of Scarborough Shoal.In early-2013, Manila initiated an arbitration case against China over the nature of its maritime claims in the South China Sea. In October 2015, the Permanent Court of Arbitration ruled that it had jurisdiction to hear the case and will likely offer a decision on the merits of the Philippines’ arguments in May 2016.

It looks to me like a deliberate Chinese expansion to cut-off your Spratly Island garrisons from Palawan while heading for the Reed Bank.
Logical step would be that they take Hardy (Hubo) Reef, Iroquois Reef, and and Hopkins Reef next.

- Now effectively under Chinese control is Quirino (Jackson Atoll), which has been a rich source of catch for a long time for fishermen from Palawan, Southern Luzon, Western Visayas and even Manila.

- Gray and white Chinese vessels have not left the atoll, which Filipino fishermen also call Jackson Five, because of the existence of five lagoons in the area.

- Filipino fishermen lamented the Chinese vessels would not allow them to come near or linger in the Quirino Atoll.

- The area is between the Philippine-occupied Lawak Island and the Chinese-occupied Panganiban (Mischief) Reef.

- Fishermen from Mindoro Occidental who asked not to be named said Chinese boats chased them away when they tried to enter the area last week.

- Kalayaan Mayor Eugenio Bito-onon Jr. said the Chinese ships have been staying in Quirino Atoll for more than a month now.

- Philippine air patrol has confirmed the presence of at least four Chinese coast guard ships in the lagoons.

- A Palawan-based fishing operator said the Chinese began deploying ships to Quirino Atoll after a Manila-based fishing carrier boat ran aground in the area due to bad weather.

- The fishing operator said his boats have since been avoiding the area due to the menacing presence of presumably armed Chinese ships.

imo, this is one of the Chinese objectives in putting those artificial islands. they can now afford to do so esp support is so close. we don't know whats hidden In those military bases. and theyre moving very fast now esp that unclos ruling is so close

Foreign Affairs Secretary Albert del Rosario on Wednesday reported that Chinese vessels had left the Quirino atoll, citing information coming from the Department of National Defense (DND).

“The department has received an initial report from our defense authorities that two weeks ago Chinese Coast Guard vessels were sighted at the Quirino atoll and that there are no more sightings of Chinese vessels in the area as of today,” Del Rosario told reporters at his office on Wednesday afternoon.

I hope this will serve as a heads up to gph that china is testing all waters to forward their claim in the spratlys. I wont be surprised at all if they come back to the quirino atoll very soon. they could have just conducted initial survey if they could transform it to another artificial island / military base. if the survey proved favorable to them, they will surely be back with more equipment next time

though im hoping that the "early" discovery of their presence stopped them from pursuing their evil intentions. dinadaanan kasi papuntang pag asa kaya nakita sila. if this was outside of the route, they could have succeeded.

this is the very reason why we need more assets for pcg to be in the water to guard against chinas creping invasion on our territory

on the other hand im a bit worried that they only withdrawn their assets temporarily because their radar station nearby detected the incoming asset to check their presence. they could be back there right now. afp should check it again asap if they really are gone

The latter is internationally known as Jackson Atoll and lies between Lawak Island and Mischief Reef and is a rich fishing ground.

"That report is not accurate, it's not true," Lopez said in Filipino when asked to comment on this report.

And while confirming the sighting of Chinese ships off the area, the Western Command said that these vessels have already left.

"The Chinese, they can be anywhere (they want), and the sightings of those three to five Chinese ships are incidental, but it is not true that they have taken control of Quirino Atoll, in fact the last air patrol on Feb. 24 reveal that Filipino fishermen are there," Lopez pointed out.

And so far these Chinese ships, which are possibly fishing or coast guard vessels, are still to return, he added.

"And as far we are concern, there is no sustained Chinese presence in the area," Lopez pointed out. (PNA)

Downplaying the situation aye.. I would take the Mayor's and Fishermen's side.

Let's hope some International Media or any kind of Foreign Authorities on our side will be brave enough to verify these new developments, coz either way, it doesn't serve them right as well and will pose a very big problem for them, if any of these reported China illegal occupation of Quirino Atoll were indeed true.

China confirms sending vessels to disputed atoll

Jackson Atoll is strategic in its location, it's right smack in the middle of your sea-lanes of communication (SLOC) - taking it would isolate everything you have on the Spratly Island Archipelago from Palawan. Imagine the gauntlet your supply ships and aircraft would have to go through if they gain possession of it.

I suggest your navy send a reconnaissance team and check if there are any marker buoys left by the PLAN. Extra vigilance is needed. Lower your guard just a little and dredgers may be the next thing you will see.

It would be interesting to see what happens after the ITLOS/UNCLOS decision is handed down. Will you pre-empt the Chinese and take First Thomas Shoal, Sabina Shoal, Alicia Anne Reef, Hardy Reef, Hopps Reef, Iroquois Reef, and Jackson Reef?
