Wouldn't this be more feasible now when the third WHEC arrives which will allow the PN to maintain one ship on station constantly? (think of the "rule of 3s" cycle used by western navies- one on station, one on refit, one on workups etc.)

MANILA — The Philippines has called for joint patrols with the United States in the disputed South China Sea, where Manila has festering territorial dispute with Beijing, a defense department spokesman said Thursday.

The remarks came after the Philippine's Supreme Court upheld a 10-year security agreement opening the door for the US to operate more troops and equipment out of the Southeast Asian archipelago.

"There is a need for more collaborative presence in the South China Sea. Thus, in addition to freedom of navigation operations of the US, we are also suggesting that we patrol the area together," spokesman Peter Paul Galvez told reporters.

Galvez did not specify where in the South China Sea the joint patrols would be conducted. China has conflicting territorial claims with the Philippines in the waters, as well as Brunei, Malaysia, Taiwan and Vietnam.

While the United States does not support any of the claims, it has warned China against trying to restrict air and sea passage through the Sea — a major shipping lane, rich fishing ground and potential source of mineral resources.

Joint patrol is actually a very good idea. It works for the Philippines because the US becomes a security blanket and mentor so that when the time comes they leave us again (and they will) our patrols are more "professional". It works for the US because they will have first-hand view of everything and at the same time act as policeman/armed arbiter of sort to make sure no "accidents" happens. I would be surprised if the US rejects this idea.

DND to follow Duterte on limiting joint patrols to exclusive economic zone

The Department of National Defense (DND) on Tuesday said it will follow President Rodrigo Duterte's wish to stop the country's involvement in joint patrols in the disputed South China Sea.

As per Duterte's orders, patrols will be limited to the 12-mile nautical zone of the Philippine's territory, DND Public Affairs Service Director Arsenio Andolong said.

"Well, susunod kami sa kautusan ng Pangulo. What he said was that in order to avoid any tensions or risk of miscalculations, our patrols will be limited to our 12 mile nautical mile zone, yung ating territorial waters," Andolong said.

The seizure of territory, he added, also goes against the Declaration of Conduct signed by China and the Southeast Asian nations in 2002.

What if the President invites China for a joint military exercise with the AFP? In places where the US forces and the AFP regularly hold joint military maneuvers. Knowing the President he might actually do this just to spite the Americans.

Those areas form part of what Defense Secretary Ash Carter called a “third phase” of the Obama administration’s rebalance to the Pacific, and as budget discussions firm up over the next few months, a senior defense official says the department hopes to see “increases in real terms” in those areas.

While noting DoD does not control the Coast Guard budget, the official, speaking on background, said “we’re certainly encouraging increased funding not just for the Coast Guard, but for the State Department’s foreign military funding. I don’t have the figures at my fingertips.”

Sir,
Mang Kanor IMHO wouldn't do that to spite the Americans -- he'll do what China wants him to do, IMHO, It's all planned. If China wants joint patrols with PH, I'm sure Mang Kanor will happily accommodate them.

Let's take it it a step further -- after Mang Kanor's meeting with Xi, I expect Chinese investments pour in PH, particularly in Mindanao. I expect the 16M to praise Mang Kanor for the supposed "good news". This is however in exchange for not only territory and resources -- but influence. Everything PH does, it should be for the benefit of China. This is Mang Kanor and Yasay's "independent foreign policy" which is dependent on what China wants.

And oh yes.. I expect these to happen too:
1. Mang Kanor loves being loud and dramatic, but this he could do in secret: the pull-out of Marines in Ayungin. Yasay will think about an excuse for this, like say -- "the ship has deteriorated that it is not suitable for our soldiers".. something like that.
2. Pag-asa will be open to the Chinese, in fact, they may even build a port there for free and it would look as if it's a move done in good faith, but.. condition is -- Chinese ships can dock there too. And slowly over time, they'll claim it as rightfully theirs in the first place. No amphibious massive overpowering invasion needed, just China being China.

I'm not even including Panatag Shoal here, it's a given the China would build something there, it's just a matter of time.

But according to Carpio, the Constitution mandates the military to patrol the country's 200-mile exclusive economic zone and not just the 12-mile territorial sea.

"The Constitution says the State shall protect its EEZ. The Philippines must protect its EEZ, that's the mandate of the Constitution," Carpio said.

Article XII, Section 2 of the Constitution directs the State to "protect the nation's marine wealth in its archipelagic waters, territorial sea, and exclusive economic zone, and reserve its use and enjoyment exclusively to Filipino citizens."
