A classmate college of mine said his ship sailed thru the Batanes island group, and was hailed by the Taiwanese Coast Guard. He reminded the ROC-CG that he was in Philippine waters. He was told by the ROC-CG that he was in Taiwanese territory. My classmate's ship then responded that the were a U.S. Navy vessel. There was no response from the ROC-CG.

Taiwan's Next President Must Protect its Sovereignty

The country’s next leader must continue to assert without ambiguity its claims in the South China Sea.

By Eric Huang
December 25, 2015

On December 12, the 69th anniversary of the return of Taiping Island from Japan to the Republic of China, Interior Minister Chen Wei-zen presided over the opening of a renovated wharf and a newly constructed lighthouse on the island. The event occurred amid aggressive actions by other claimants and calls for all stakeholders to seek peaceful resolution to sovereignty disputes. Coast Guard Administration Minister Wang Chung-yi and officials from other government agencies accompanied Interior Minister Chen.

As part of the ceremony, a memorial plaque signed by President Ma Ying-jeou was installed, engraved with the words “Peace in the South China Sea and our national territory secure forever.”

Indeed, there is no dispute that the ROC on Taiwan has, for more than 60 years, held sovereignty over and governed Taiping. The ROC reclaimed sovereignty over the Tungsha (Pratas), Shisha (Paracel), and Nansha (Spratlys) from Japan in 1946, and erected markers as well as garrisoned troops on major islands in these island groups. As the largest of the Spratly Islands, ROC sovereignty over Taiping declares to the international community that the islands in the South China Sea and its surrounding waters are an inherent part of the ROC.

Taiping is crucial to Taiwan’s sovereignty claims, because under the United Nations Convention on the Law of the Sea, if Taiping is defined as an uninhabitable reef, its marine territorial area will extend a maximum of 12 nautical miles, while if it is categorized as an island, the exclusive economic zone will stretch 200 nautical miles, which for Taiping creates a total marine territory of 126,000 nautical square miles.

The DPP's Agenda for Contributing to Regional Stability

Claims that the DPP lacks clarity on sovereignty issues are disingenuous.

By Vincent Y. Chao
December 29, 2015

KMT spokesman Eric Huang has published the latest in a long line of articles asking the opposition to clarify its policy agenda. The allusion is that the DPP’s presidential candidate, Tsai Ing-wen, has not presented a clear position on important international and cross-strait issues. In fact, the exact opposite is true here in Taiwan.

On the South China Sea, for example, which Mr. Huang writes about in his most recent article, Dr. Tsai has presented a nuanced and well thought-out message that seeks to reduce tension and confrontation in the area. Both are essential in an area with growing stakes for the U.S., China, and the claimants in the area.

Dr. Tsai’s three point agenda includes a call for all parties to base their principles and positions on UNCLOS, maintain the freedom of navigation and flight in the area, and work to peacefully resolve this issue. Underlying these points is Taiwan’s sovereignty in Taiping Island and the surrounding area. It’s a principle the DPP has made very clear, including in a public statement released on May 27.

Taiwan President visits island in Spratlys
January 28, 2016
PNA

The Philippines on Thursday criticized the visit of outgoing Taiwan President Ma Ying-jeou to Itu Aba, a Taiwanese held island in Spratly Islands in West Philippine Sea, as it could further fuel tension in the disputed waters.

Reports said Ma flew to the Taiwan-claimed island on Thursday morning and is scheduled to hold a press briefing upon his return to Taipei.

The US government already expressed disappointment over the trip, saying such move will not help ease tension in the area where several Asian nations have overlapping claims.

Ma Ying Jieou's term ends in May. So he has still a couple of months more to kowtow to Beijing's will.

More on the above: A last gesture by President Ma to reaffirm the ROC's claim to Spratlys; he leaves office this May when President Tsai begins her term.

Unfortunately, some may see Taiwan's consolidating its claim on the area as helping to reinforce mainland China's claim as well, since Beijing still envisions eventual reunification and inheriting all of the ROC's claims.

From South China Sea Island, Taiwan's President Presents 'Roadmap' for Peace

Ma Ying-jeou reaffirmed Taiwan’s sovereignty claims but also offered a plan for moving beyond the disputes

As planned, on Thursday, Taiwanese President Ma Ying-jeou traveled to Itu Aba, the largest naturally-occurring member of the disputed Spratly Island group in the South China Sea. The stated reason for the trip was to greet the roughly 200 Taiwanese coast guard personnel stationed on the island, the lone feature in the South China Sea controlled by Taiwan.

Ma traveled to Itu Aba (known as Taiping Island in Chinese) on board a C-130 transport plane, making use of the newly-extended airstrip on the island. He arrived around 11 a.m. local time, and was back in Taipei before 6 p.m. Ma was the second Taiwanese president to visit Itu Aba, following a trip in 2008 by Chen Shui-bian.

Taiwan holds media tour to reinforce South China Sea claims

TAIPEI — Taiwan's government says it will take international media on a tour of its largest island holding in the South China Sea in a bid to reinforce its territorial claims in the contested region.

Deputy Foreign Minister Bruce Linghu said the trip Wednesday to Taiping aims to counter the Philippines' contention in a case brought before the Permanent Court of Arbitration that the island is merely a rock and not entitled to territorial waters and other rights.

Linghu said the visit would demonstrate that Taiping has the ability to sustain human habitation and therefore meets the definition of an island under the United Nations Convention on the Law of the Sea. He said Taiping meets that criteria "whether from the perspective of history, geography or international law."

The Philippines "distorted the facts and misinterpreted the law" in its arguments, Linghu told reporters at a briefing Tuesday in the capital, Taipei.
