They should also construct pillboxes camouflaged as ordinary houses. These should be mutually supporting and connected with each other through underground tunnels.


If possible, the gensets, desalination facilities, supplies, living accommodations should be placed in underground bunkers.

Description
1. The Civil Aviation Authority of the Philippines (CAAP), through the CAAP Corporate Budget CY2017 intends to apply the sum of PhP44,088,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Establishment of ADS-B Ground Station in Pagasa Island, Kalayaan, Palawan. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The CAAP now invites bids for Supply, Delivery, Installation of ADS-B Ground Station and its subsystems/ancillaries including its integration to the Manila ATM System. Completion of the project is required within 365 calendar days. ...

Lawmaker says Chinese vessels deployed near Pag-asa Island

"China has deployed two frigates, one Coast Guard vessel and two large fishing vessels, with their maritime militia, one to three nautical miles north of Pag-asa Island," Alejano said.

"Further, the report said that two days ago, a Philippine government ship from BFAR (Bureau of Fisheries and Aquatic Resources) was prevented by Chinese fishing vessels from going near our sandbars located generally west of Pag-asa Island, around two to seven miles away," he added.

Alejano called the incident "highly suspicious and threatening," as he said that China is known for "[saying] one thing in public and [doing] another on the ground."

MANILA — Magdalo Rep. Gary Alejano on Tuesday said there is a "suspicious" convergence of boats from the Chinese Navy, its coast guard and maritime militias north of Pag-asa Island, which is a threat to Philippine interest in the West Philippine Sea.

Alejano said in a press conference that he received information from his military sources, saying that since 3 days ago China has deployed 2 frigates, a coast guard vessel, and 2 large fishing vessels with their maritime militia about 1 to 3 nautical miles north of Pag-asa Island.

Pag-asa (Thitu), part of the Spratly group of islands, is located about 480 kilometres west of Puerto Princesa City in Palawan.

Alejano added, 2 days ago, Chinese fishing vessels prevented a ship from the Philippines' Bureau of Fisheries and Aquatic Resources from going near the sand bars located west of Pag-asa.

they are probably doing that in response to our construction there - isnt it that the pagasa island port construction is ongoing ? They do that to all claimant countries that upgrade their facilities. only reason the bully interference is not publicized is because of the current administration's pro-china stance-well, if pagasa island is invaded this will blow up in duterte's face

Max explains why China's actions do not constitute "freedom of navigation." MaxDefense (FB) Secretary Lorenzana said something similar during the Benham Rise incident:

What makes the Pag-Asa island situation worrisome, other than the Chinese turning Filipino vessels away -- therefore violating our right to freedom of navigation -- is that the Chinese happen to be lingering around sandbars that may be able to support structures. We could be looking at the beginnings of another Mischief Reef.

AFP urges gov’t: Raise Chinese incursions in WPS

The military wants to bring Chinese incursions at sandbars in the West Philippine Sea before the China-Philippines Bilateral Consultative Mechanism (BCM).

Armed Forces of the Philippines (AFP) spokesman Gen. Restituto Padilla broached the idea after the military affirmed reports of the presence of Chinese vessels near Pag-asa Island in the West Philippine Sea (WPS).

“We will work to clarify all of these things and there is a mechanism that is built-in in our current relationship, which is called the Bilateral Consultative Mechanism, that has already been initiated before,” Padilla said. ...

Padilla however assured the public that the matter is now being addressed but he has yet to confirm the number of ships spotted in the area.

The AFP’s Western Mindanao Command has been tasked to check out the report to ensure the Filipino fisherman are “well and protected.”

CONFIRMING THE CHINESE FLOTILLA NEAR THITU ISLAND

The fishing vessels (locations 3-11) are all located between 1 and 5 nautical miles from Thitu, while the nearest military/law enforcement ship is about 3.6 nautical miles from the island. The ships are between 9 and 14.25 nautical miles from Chinese-occupied Subi Reef to the southwest. It is important to note that ownership of the territorial waters in which these ships are operating is still legally disputed. Subi was a low-tide elevation before China built an artificial island on it. As such, it does not generate its own territorial sea but could bump out the territorial sea of at least one of the unoccupied sand cays, which is dry at high tide and located less than 12 nautical miles from it. So it could be claimed that these ships are all operating within the territorial sea of both Thitu and the sand cay(s) with which Subi is associated.

Setting aside whether Chinese ships legally can fish within 1 nautical mile of Thitu Island, there is no doubt that doing so is highly provocative and runs counter to the narrative of a stable mutually-beneficial new status quo that Beijing has sought to project. The fact that law enforcement and naval vessels accompanied the fishermen makes it clear that this was not done without Chinese authorities being aware. At best, they permitted their operation. At worst, they escorted and guarded them. The number and rapid coordination of naval and coast guard ships suggests that this was purposely organized in advance and was not just an ad hoc response by government vessels that happened to be in the area.

One possible explanation for the flotilla’s sudden and provocative appearance is that Beijing wanted to dissuade Manila from planned construction on Thitu. The Philippine government has said it plans to spend about $32 million on upgrades including a beaching ramp, desalination facilities, and long-overdue repairs to the islet’s crumbling runway. Those upgrades have been delayed, reportedly due to inclement weather, but Lorenzana has made clear that they remain in the pipeline. In light of this week’s events, Manila might feel that those upgrades are even more urgent.
