I would prefer:

- "final stages of construction"
- "finally started"
- "completed"



The problem with it is that the one on the executive department has no balls in confronting the sea monster.....well let's see this Chit chat will come into fruition.

The port may also station at least one missile boat and you have an instant shore based missile defence system.

It may also station small transport crafts that could be used in commando operations against PLA air and naval bases in the area.

"(The moratorium was lifted) but because of the warming relationship with China, we better not make any aggressive action in the West Philippine Sea," he added.

The Department of Public Works and Highways has earlier allocated the sum of PHP800 million for the repair of Rancudo Airfield those forward edge is slowly eroded by the sea, Defense Secretary Delfin Lorenzana said.

With this, the situation there is now on "status quo".

So constructing a port and repairing the existing airfield of which benefits a sizeable civilian population is considered "aggressive". While setting up SAM batteries and radar stations by China of which benefits their military is acceptable?

PHL allocates P1.6-B for Pag-asa Island development

The government has allocated a budget of 1.6 billion for the development of the disputed Pag-asa Island (Thitu).

- turning the island into a tourist destination and marine research facility.
- beaching facilities
- radio station
- ice plant
- power plant.
- improving the runway and the living conditions of the soldiers

In the following weeks, the construction of beaching facilities will be prioritized to kick off the project.

They were supposed to dock in Manila, as most visiting fleets on a goodwill visit often do. But the Chinese People's Liberation Army Navy decided to move their port call to Davao City, hometown of the Philippine President who has taken a great liking to them.
On Sunday, in an impressive display of both troop discipline and military capability, three Chinese warships -- the guided missile destroyer Chang Chun (DDG 150), the guided missile frigate Jin Zhou (FFG 532), and replenishment ship Chao Hu (890) -- docked in Davao City's Sasa Wharf, with the men of the Chinese Navy manning the rail fully armed and impervious to the blinding heat of the sun.

Philippines moves troops, supplies to disputed S. China Sea island claimed by Beijing

The Philippines has begun moving troops and equipment to a disputed island in the South China Sea which is claimed by both Manila and Beijing, a Philippines general said. It comes ahead of construction, including lengthening an airstrip on the island.

The troops and initial supplies arrived at Pag-asa Island last week, Lt. Gen. Raul del Rosario, head of the Philippine military's Western Command, said as quoted by AP.

Some 1.6 billion pesos (US$32 million) has been set aside for construction on the island, which will include reinforcing and lengthening and airstrip and building dock, according to the official.

Solar power, a desalination plant and refurbishment of military housing, as well as sites for marine research and tourists, are set to be built on the island.

Would it be a good idea to keep this under wraps? Just do the deed as its OURS, beijing will only make noise whenever they read this. heck were even saving Beijing the hassle of finding out themselves by confirming it ourselves

If Mang Kanor actually upgrades Pag-asa, that's a plus for him, and a win for the Philippines, but it's still a big "IF".
For the moment though, PH must stop the public announcements and just build up what they can.

Wouldn't have to "militarize" the island with hard hitting anti-ship or anti-air weapons (as if we have one), but the troops need some token "hardware" for protection. Manpads should be the minimum for anti-air, hopefully a pair of Tucanos and a pair of missile firing MPACs.

- Puerto Princesa City-based Western Command (Wescom) commander Lt. Gen. Raul del Rosario said units involved in the projects have left the Palawan mainland for their journey to Pag-Asa.

- Defense Secretary Delfin Lorenzana said the administration has allotted P1.6 billion for the development of all nine military outposts in the Kalayaan Island Group (KIG).

- Personnel along with some construction materials have already moved. They moved last week but they have to wait for more construction materials. But he could not say yet when the actual spadework would begin.

- Building a beaching ramp requires dredging a shallow portion of the shoreline. At present, cargo or supplies for the island are unloaded from ships and ferried on small boats to the shore some 500 meters away. The procedure takes days or even weeks to complete.
